A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF OPA-LOCKA, FLORIDA, APPROVING THE
RECOMMENDATION OF THE HISTORIC
ENVIRONMENTAL PRESERVATION BOARD FOR
ISSUANCE OF A SPECIAL CERTIFICATE OF
APPROPRIATENESS FOR THE COMPLETE STRUCTURAL
RESTORATION AND RENOVATION OF THE STRUCTURE
AT 1211 PERI STREET TO ALLOW ALL EXTERIOR MASONRY
WALLS WITH A PARAPET EXTENSION OF APPROXIMATELY
3 FEET TO ACCOMMODATE AN 11 FOOT CEILING HEIGHT,
A MASTER BATHROOM ADDITION TO THE NORTHWEST
CORNER (REAR) OF THE HOME, NEW IMPACT DOORS

THIS REGISTERED HISTORIC PROPERTY; PROVIDING FOR
ADOPTION OF RECITALS; PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, pursuant to Ordinance 16-13, the City of Opa-Locka, Florida ("City"),
has established a Historic Preservation Ordinance and established the Historic
Environmental Tree Preservation Board in order to preserve and protect the City's
historic and cultural heritage and to foster civic pride; and
WHEREAS, the Historic Environmental Preservation Board was also established
to protect the green environment in the City, especially through the preservation of trees
in order to support Arbor Day principles; and
WHEREAS, as required by Miami -Dade County in order to maintain a separate,
independent Historic Preservation Ordinance, the City practices a fully functional
process and has adopted Ordinance 2022-02 to establish minimum standards for

municipal historic preservation programs, as set forth in the Miami -Dade County
Historic Preservation Ordinance Section 16A-3.1; and
WHEREAS, the Historic Preservation Ordinance permits issuance of a Special
Certificate of Appropriateness to allow for the complete structural restoration and
renovation of the structure at 1211 Peri Street to allow all exterior masonry walls with a
parapet extension of approximately 3 feet to accommodate an 11 foot ceiling height, a
master bathroom addition to the northwest corner (rear) of the home, new impact doors
with all masonry openings remaining, casement windows and storefront glass
installation, original fireplace and chimney restoration to a fully operational state, dome
installation over the existing carport, a new swimming pool and full cabana accessory
building addition, and a Mediterranean -style garden installation, on this registered
historic property, after an approval recommendation by the Historic Environmental
Preservation Board, and review and approval by the City Commission in accordance with
Ordinance 2022-02; and
WHEREAS, at its meeting of June 29, 2023, the Historic and Environmental
Preservation Board approved the request for a certificate of appropriateness for the
historic renovation of the structure at 1211 Peri Street and for new construction on the
property.
WHEREAS, the City Commission finds that it is in the best interest of the City and
its residents to authorize the issuance of the certificate of appropriateness, as provided
herein.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA, FLORIDA AS FOLLOWS:

Section 1. The recitals to the preamble herein are incorporated by reference.
Section 2. The City Commission hereby approves the recommendation of the
Historic Environmental Preservation Board for issuance of a Special Certificate of
Appropriateness for the complete structural restoration and renovation of the structure
at 1211 Peri Street to allow all exterior masonry walls with a parapet extension of
approximately 3 feet to accommodate an 11 foot ceiling height, a master bathroom
addition to the northwest corner (rear) of the home, new impact doors with all masonry
openings remaining, casement windows and storefront glass installation, original
fireplace and chimney restoration to a fully operational state, dome installation over the
existing carport, a new swimming pool and full cabana accessory building addition,
and a Mediterranean -style garden installation, on this registered historic property.
Section 3. Sections of this Resolution may be renumbered or re -lettered and
corrections of typographical errors, which do not affect the intent of this Resolution may
be authorized by the Interim City Manager, following review by the City Attorney,
without need of public hearing, by filing a corrected copy of same with the City Clerk.
Section 4. This Resolution shall take effect upon the adoption and is subject to
the approval of the Governor or Governor's Designee.

Staff Summary:
The City has adopted Ordinance 22-02 to establish minimum standards for the municipal historic preservation
program and in agreement with Miami -Dade County Historic Preservation Ordinance Section 16A- 3. The Historic
and Environmental Preservation Board per Ordinance 22-02, Section 2-570. 84 (2) (B) Special Certificate of
Appropriateness: " For all applications for a special certificate of appropriateness involving the demolition,
removal, reconstruction or new construction at an individual site or in a district, a special certificate of
appropriateness is required that is issued by recommendation of the Historic and Environmental Preservation
Board" and review and approval by the City Commission. At its meeting of June 29, 2023, the Historic and
Environmental Preservation Board approved the request for a certificate of appropriateness for the historic
renovation of the structure at 1211 Peri Street and for new construction on the property.

Historic Renovation Analysis
Architect: Bernhardt Emil Muller
Year Built: 1923
The property owner has submitted an application for the complete structural restoration and
historic renovation of the single-family home on the subject property and the construction of a
swimming pool and pool cabana. The property is listed in the Opa-locka Register of Historic
Places.
The exterior work at the house retains the design of the original decorative elements while in
most cases re -introducing the elements in contemporary code compliant materials. In keeping
with the original ornamental program, the Moorish is style is expressed on the most visible
elevations, the south/front elevations of the house and cabana.
The period window openings and configuration will be retained. On the south/front facade of
the house the two keyhole windows on the projecting bay are being retained and restored. The
materials of the replacement windows will be determined during the construction documents
phase depending on which manufacturer(s) can provide the keyhole shape in product approved
materials.
On the recessed portion of the front fagade a square window is being reintroduced in code
compliant materials. The blind arch above the window is being clad decorative tile where stucco
cladding currently exists.
Glass is impact resistant throughout.
The arch of the carport is being retained and a dome roof is being added.
The proposed one-story cabana is set near the back of the lot but faces Peri Street. Because of
its visibility from the street the front/south facade features one large, peaked arch through
which a porch is entered with a four panel sliding doors beyond.
The house and cabana are clad in stucco with raised stucco bands at the base and parapet.
A row of stone medallions above the keyhole windows breaks up the expanse wall created by
the raising of the ceiling height.
Staff Evaluation
The historic renovation of 1211 Peri Street will positively impact the built environment of Opa-
locka. The project architect has worked cooperatively with Planning and Community
Development staff to develop a plan that seamlessly combines historic restoration with
historically sensitive modification and new construction.
Staff Recommendation
Staff recommends approval of this Special Certificate of Appropriateness as set forth herein.
