The Board of Public Works of the City of Richmond, Indiana, met in regular session in the office of said Board Thursday, Febt ary 24, 1921 at 9 A.M. All the members of the said Board being present Messrs. von Pein, Ta-Tlor, and Peltz the following proceedings were had to-wit :- The Board met to hear remonstrances if any of persons primarily assessed on account of the vacation of Howard Street from West 1st to West 2nd St. under Declaratory Resolution 143-1921. No one remonstrating the Board approved the Final Assessment Roll of be- nefits and damages , confirming in all things the original assess- ment roll heretofore approved, and thereupon declare said portion of said Howard Street am designated above vacated: And now direct that a copy of said assessment roll be forthwith transmitted to the Dept. of Finance. The Board unanimously adopted Declaratory Resolution ;=145-1921 to vacate the alley between South "J" & South "L" Street running from South 7th Street west between lot 711 A.W.Gregg' s Sub-Div. and lot #4 Herman Sticker' s Addition ( See Resolution ) . The Board unanimously adopted Declaratory .Resokution #146-1921 to open an alley 15' ft in width between Lots No. 1, and Lot No. 2, Harman Swickers Addition on the west side of South 7th Street be- tween South J & L Street ; Also to open an alley 12' ft in width in the rear of Lots 2, to 4, inc Harmon Swickers Add. and Lots No. 1 to 8 inc. A. W. Greggh Sub-Div. running from South L Street north to intersect .with the proposed opening cf a 15' ft alley running east to South 7th Street ( See Resolution) . Mr. Peitz moved that the City Attorney be instructed to draw up an Ordinance for an appropriation sufficient to cover the cost of the construction of a sewer in South 7th Street upon the plans & specifications to be drawn by the City Engineer, and upon the estimate of. the cost of such construction,to be made by him. Seconded by Mr. Taylor so ordered. Mr. Feltz moved that the specifications for Coal Handling Machin- ery for Municipal Electric Lights ar=d Power Plant, Richmond, Ind . as prepared by J. D. Lyon, Consulting Engineer of Cincinnati , O. be adopted and placel on file, and the Clerk instructed to adver- tise for bids. Seconded by Mr. Taylor so ordered. The Board took up the bids for furnishing One Centrifugal Four Stage -Horizontal Boiler Feed Pump for the Municipal Electric Light ing & Power Plant , and after hearing the representatives of the different compaft es bidding, and the reading of J. D. Lyon, Con- sulting Engineer' s recommendation as follows: February 23, 1921. Hon. Board of Public Works , Richmond, Indiana , Gentlemen : - 74 Thursday, February 24, 1921. We have analyzed the various proposals submitted for the purchase of a centrifugal boiler feed water pump and submit • the following report . We have found that the Proposition ; 1 of the Midwest En- gine Company of Indianapolis ,. Indiana quotes the lowest price for the pump, y 2339 .10 with sixty days delivery f.o.b. Ander- • son, Indiana. We recommend that the contract for _ the pump be entered in- to with the Midwest Engine Company on their proposition No.1, provided that they agreeto the following conditions. • 1. That they give a satisfactory bond that their pump I/ will do all that they guarantee. 2. That in addi tion to the guarantees made in their proposal that they insert an item of our specification, viz. deliver 500 gallons per minute at a discharge head of 580 feet with a suction head of 8 feet and water 212 degree F. 3. That in as much as this bidder submits guarantees so much better than anyother bidder we believe they should sub- stantiate their claims by a test of the complete unit under our operating conditions on their test floor in the presence of your representative. There should be no addi ti onal. charge for this ser- vice as the bidder claims to test each unit before it leaves the plant. Respectfully, J. D, Lyon By, George M. Anderson, Ind.aarj. , be ac- cepted as per the recommendation of our Consulting Engineer,, and that they be awarded the contract, and that such Company shall furnish bond to said City of Richmond for the delivery • iBstallati on of said pump according to specifications, and ' fur- ther that a bond be furnished guaranteeing that said pump will operate as specified by such bidder.
