A RESOLUTION TEMPORARILY CLOSING A PORTION OF U. S. ROUTE 30
IN THE VILLAGE OF PLAINFIELD FOR THE PURPOSE OF
PLAINFIELD FEST THRUSDAY, JULY 13, 2000 AT 3:00 P.M. THROUGH
SUNDAY, JULY 16, 2000 AT 11:30 P.M.
WHEREAS, the Park District desires to hold their Annual Plainfield Fest on a
portion of U. S. Route 30 between Route 59 west to James Street on Thursday, July 13,
2000 at 3:00 p.m. through Sunday, July 16, 2000 at 11:30 p.m.; and,
WHEREAS, said Plainfield Fest will require the closing of Route 30 completely
between the east junction with Illinois Route 59 and the west junction with James Street;
and,
WHEREAS, said Plainfield Fest will require the detouring of traffic both east and
westbound on Lockport Street (U.S. Rt. 30); and,
WHEREAS, the State of Illinois requires the Village to assume all responsibility
and liability involved in the closing of said highway.
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND
BOARD OF TRUSTEES OF THE VILLAGE OF PLAINFIELD, WILL COUNTY,
ILLINOIS, AS FOLLOWS:
1. The Village of Plainfield will provide supervision for the direction,
protection and regulation of traffic during the time the detour is in effect
occasioned by the closing of State Route, and usage of 143rd Street, a Will
County jurisdiction road.
2. It is further agreed that efficient, all weather detours will be maintained
conspicuously marked and judiciously police patrolled for the benefit of
traffic deviated from the State Route.
3. The alternate route will be to continue Route 30 North on Route 59 to
143rd Street, then west to Route 30. Detour signs will be posted for both
northbound and southbound traffic.

Dear Mr. Burghard:
This letter is your permission to close a State highway as follows:
US Route 30 from Illinois Route 59 to James Street (roam 3:00 P.M.
Thursday, July 13, 1999 until 11:30 P.M. Sunday, July 1b, 1999 far the
purpose of holding the Plainfield Fest.
In accordance with the statutes relating to the issuance of a permit to a local
agency for this purpose, the resolution received with your request for this
closure is attached hereto and made a part of this permit.
The following special provisions shall be strictly adhered to:
1. All material And supplies required For the barricades, detour signs, etc.,
shall be provided by the local governmental agency .
2. Parking of vehicles shall be prohibited on the detour streets to allow
uninterrupted flow of two-way traffic.
3. Barricades shall be erected at each end of the closed section and
adequately lighted to provide protection for night time traffic.
4. A flagman or police officer shall be stationed at each end of the closed
section and at such ather points as may be necessary to assist in directing

5. All debris shall be cleared away and disposed of by the local authorities
prior to the opening of the State highway.
6. If this permit is for a parade, an occasional break shall be made in the
procession at highway intersections so traffic may pass through.
Your cooperation in minimizing confusion and delay to through traffic is
earnestly solicited.

Enclosed is a certified copy of a Resolution adopted by the Mayor and Board for the
closing of Lockport Street for our annual Plainfield Fest.
Because of the State's anticipated work on Route 59 and the viaduct, our traffic planning
efforts here locally must be precise and accommodate your work. Additionally,
numerous vendors, businesses and artists from outside our community plan on this event
each year and several thousand dollars are expended for promotion and deposit for
material and services.
Our permit for the street closing needs to be approved by June 15. After that date certain
deposits are no longer refundable and the time to find another location is at a minimum.
Would you please respond to our permit by that date?
