A RESOLUTION TEMPORARILY CLOSING A PORTION OF
U. S. ROUTE 30 IN THE VILLAGE PLAINFIELD
FOR THE PURPOSE OF STRAWBERRY FEST
SATURDAY, MAY 20, 2000 AT d:00 A,M. THROUGH
SUNDAY, MAY 21, 2000 7:00 P.M.
WHEREAS, MainStreet Plainfield, Inc. desires to hold their Annual Strawberry Fest on
a portion of U. S. Route 30 between Route 59 west to Fox River Street on Saturday, May 20,
2000 at 6:00 a.m. through Sunday, May 21, 2000; and,
WHEREAS, said Strawberry Fest will require the closing of Route 30 between the east junction
with Illinois Route 59 and the west junction with Fox River Street; and,
WHEREAS, said Strawberry Fest will require the detouring of traffic both east and
westbound on Lockport Street (U. S. Rt. 30); and,
WHEREAS, the State of Illinois requires the Village to assume all responsibility and
liability involved in the closing of said highway.
NOW, THEREFORE, BE IT RESOLVED BY THE PRESH)ENT AND BOARD
OF TRUSTEES OF THE VILLAGE O FPLAINFIELD, WILL COUNTY, ILLINOIS, AS
FOLLOWS:
1. The Village of Plainfield will provide supervision for the direction, protection
and regulation of traffic during the time the detour is in effect occasioned by the
closing of said State Route, and usage of 143rd Street, a Will County jurisdiction
road.
2. It is further agreed that efficient, a1I weather detours will be maintained
conspicuously marked and judiciously police patrolled for the benefit of traffic
deviated from the State Route.
3. The altercate route will be to continue Route 30 North on Route 59 to 143rd
Street, then west to Route 30. Detour signs will be posed for both northbound
and southbound traffic.

To Mayor Rock and Village Board Members,
MainStreet Plainfield, Inc- requests that the fotlowin~ streets be closed for
Strawberry Fest 2000, which will be held on May 20 ,and 21 gt. The enclosed
plan describes our request which is the closure of the 400 Block, the 500 Block,
and south lane of the 600 block.
The purpose of this request is to accommodate the following activities:
^ A fast involving approximately 70 crafters
^ An area for amusement rides
^ A strawberry tent from which 2500 shortcakes will be served
^ A variety of food spaces, examples include popcorn, lemon shake-ups, cotton
candy, snowcones, etc.
^ A wide variety of activities for children, examples include pony rides, petting
zoo, games (fifteen, spacewalk, etc.
^ A trolley ride down mainstreet and surrounding neighborhoods
^ An area for musical groups such as cloggers, line dancers, musical acts
^ An area for volunteer tables for MainStreet and other organizations such as
Rotary.
This proposed closure plan was communicated to the Downtown Business
(7wners by letter last week. They were also advised that the Village Board would
consider this request at its meeting on March 6- We have also shared this
proposal with aft•icials at the Plainfield Police and Fire Departments.

Dear Downtown Plainfield Businesses;
We are in the planning process far Strawberry Fest 2gg0 which wilt be held on
MaY 20 and 21. Strawberry Fest will be the major fundraiser far MainStreet
Plainfield this year, and our plan is to make the event mare attractive to the
participants and to the visitors by providing more booths, vendors and
entertainment.
This year, the Joliet Medical Group will be holding a 5iC run on the morning pf
May 21 that will draw between 25q~-3qq runners with accompanying family and
friends. These runners will be invited to the Fest for free strawberry shortcake
after the run. The Plainfield Sun will also be hosting a concert by the Army ,Jazz
Band at Plainfield High Schaal which has the potential to draw up to another 70D
people an Sunday afternoon. With these additional events and many other
Strawberry Fest activities, we are planning an higher attendance and traffic than
in previous years,
We feel that with the potential of more people attending the festival because of
the run, the concert and larger demographics, that we need to request the
closing of the 4qD, 5q0 and 60q blocks of Lockport Street for Strawberry Fest
2~q0.
We are asking far your support in fihis matter. We will be making this request far
the closure of Lockport Street far Strawberry 1=est 2g00 at the Village Bvard
Meeting on March ~.

Per your direction at our meeting on February 15, I have created this formal request for
the closure of the 4DD, 500 and 600 blocks of Lockport Street for our annual Strawberry
Fest Celebration on May 20 and May 21.
Our activities for Strawberry Fest 2000 are similar in nature to its predecessors;
however, there are a few differences. One is that the Joliet Medical Group has planned
a 5K Run on May 21. The runners {estimated at 260-300 persons with accompanying
family and friends) will be invited to the t=est for free strawberry shortcake. This will
increase the pedestrian and the car traffic sign~rantly. In addition, on May 21, the
Plainfield Sun will sponsor a concert by the Army Jazz Band at Plainfield High Schaal.
We anticipate additional "traffics° at that time too! Finally, our estimate is that we will be
able to double our crafters from the 1999 total. The combination of Fests, Cruise Nights,
and other promotions have brought very positive attention to MainStreet Plainfield, Inc.
We anticipate thousands. of visitors. We need to use the 6DD block to accommodate the
increased number of participants from the run, from the concert, and from the larger
demographics.
There is one very important difference between Strawberry Fest 2000 and the earner
ones in that it is the major fundraiser for MainStreet Plainfield, Inc. To continue our
current programs and to create new programs, we need a maximum profit. from this very
important event. We would also like to continue the tradition of closing Lockport Street
for Harvest Fest.
We will notify the business people. on Lockport Street to the fact that this request will be
discussed at the Vllage Board Meeting on February 28.

Dear Ms. Janik:
This letter is your permission to close a State highway as follows:
US Route 30 from Illinois Route 59 to Fox River Street on Saturday, May
20, 2000 from 6:00 A.M. through 7:00 P.M. on Sunday, May 21, 2000 for
the purpose of holding the Strawberry Fest.
In accordance with the statutes relating to the issuance of a permit to a local
agency for this purpose, the resolution received with your request .for. ;this
closure is attached hereto and made a part of this permit.
The following special provisions shall be strictly adhered to:
1. All material And supplies required For the barricades, detour signs, etc.,
shall be provided by the local governmental agency .
2. Pazking of vehicles shall be prohibited on the detour streets to allow
uninterrupted flow of two-way traffic.
3. Barricades shall be erected at each end of the closed section and
adequately lighted to provide protection for night time traffic.
4. A flagman or police officer shall be stationed at each end of the closed
section and at such other points as may be necessary to assist in directing
through traffic around the detour.
5. _ All debris shall be cleared away and disposed of by the local authorities
prior to the opening of the State highway.
b. If this permit is for a pazade, an occasional break shall be made in the
procession at highway intersections so traffic may pass through.
