The Board of Public Works of the City of Richmond, Indiana, met in regular session in the office of said Board Thursday, February 17, 1921, at 9 A.M. All the members of the said Board being pre- sent Messrs. von Pein, Taylor, and Peitz the following proceedings were had to-wit: - This being the day and hour fixed for the receipt of ° : sealed pro- posals for furnishing One Centrifugal Four Stage Horizontal Boiler Feed Pump for the Municipal Electric Lighting & Power Plant of said City the Board proceeded to receive such bids. It was shown to such Board by the City Clerk that due publication as by law required had been made of the notice informing the public _ and contractors of the fact that specifications were on file in such office,and calling for sealed proposals at a day not earlier than ten (10) days after the first of such publications in a news- paper .of general circulation published in said City of Richmond, Indiana. Proof of publication of such notice as made in the Palladium & Sun Telegram, a newspaper of general ci.reulation,published in Richmond, Wayne County, Indiana, as made by L. M. Feeger, Asst. Mgr. of said newspaper, showed that such notice had been published in such paper on February 4th & llth , 1921, a copy of which proof of publication is on file in the office of said Board, and is in words and figures as follows—to-wit : - (here insert) . Sealed proposals were received accompanied by a non collusion af- fidavit on the part of each bidder as by law required as follows: Alberger Pump and Condenser Company' s bid: By A. Metzger. For the net sum of Thirty Two Hundred and Twenty Three _Dollars ($3223.00) f.o.b. our -works, Newburgh, N.Y. with freight allowed to Richmond, 'Indi.ar a, we will furnish - One a 1)--5" 4 Stage Type "N" Centrifugal Pump, with bronze impellers and bronze covered steel shaft, complete with flexible _ coupling and extended baseplate to receive One (1)-No. 301 Alberger Curtis Non-condensing Impulse Type Steam Turbine, complete with Pickering Governor. One (1) .2i" Fisher Excess Pressure Governor. Specifications No. 234 and 226 Cuts Nos. P-141, 143, 153 and 156. Guarantee: - When the above equipment is delivering 500 gallons of 212° water per minute against a total head of 577 ft. , and the steam turbine is supplied with steam at 140 lbs. pressure, this unit will require 5290 lbs. of steam per hour when operating at 2240 RPM. • When the above equipment is delivering- 500 gallons of 212° water per minute against a total head of 693 ft. , and the 66 Thursday, February 17 , 1921. steam turbine is supplied with steam at 200 lbs. pressure, 150° . superheat , this unit will require 5150 lbs. of steam per hour when operating at 2400 RPM. Shipment : We could make shipment of the above equipment within Five to Six Weeks after receipt of order and settlement of all details. Worthington Pump and Machinery Corporation' s bid: By F. L. Holliday for G. W. Galbraith1Cincinnati Sales Mgr. I/ One (1) 4" 4-stage Worthington, Jeanesville type, double suction turbine centrifugal pump, fitted with bronze impellers, bronze diffusers, extended bedplate, and flexible coupling; capacity 500 gallons per minute when operating at 2600 RPM against 580' total head, having efficiency of 50, re- quiring 123.5 brake HP. It will require 11' suction head on the above pump when handling water 212° F. For driving the above pump we would offer : One ( 1) 135 HP 2600 RPM, Westinghouse steam turbine for operating on 140# steam pressure, no superheat, and 2# back pressure; or 200# steam pressure 150' superheat, and 2# back pressure. Turbine to have steam consumption of 5875# per hour. We wi 11 also furnish : One ( 1) 32" extra heavy flanged globe type #4 Fisher excess pressure governor with cast steel body and Monel inner- valve and seats. Price of complete unit Three Thousand,Two Hundred and Twenty, Four Dollars ( 3224.00 ) F.O.B. our works, Harrison, N. J. Shipping weight 4850#. We can make shirment of pump in 12 weeks and on com- plete unit in approximately 6 months. Proposition #2. We can also offer the same pump as above, direct con- nected to - One ( 1) 135 HP General Electric Co. Curtis type steam turbine , 2600 RPM, as per specifications ; steam consumption 37.6# per brake HP hour. This will be fitted with one 32" Fish- er excess pressure governor, same as above. To drive the above pump we propose to furnish: 1 - Type H-2 Two Nozzle Midwest-Wait Single Stage Steam Turbine. 1 - Fisher Excess Pressure Governor. When operating at 200# initial pressure and 150° super- heat, this turbine will have a guaranteed steam consumption of 33# per Brake Horse power Hour. When operating at 140# initial pressure and 0° superheat • the guaranteed steam consumption of this turbine will be 47.1# per. Brake Horsepower Hour. Proposition #2. • • We would. offer: Diffuser Type 1 - 5" 4 stage, Horizontally Split , Bronze Fitted, Cen- trifugal Boiler Feed Pump, the same pump nuoted in Proposition #1 designed for the same duty, but we would offer as an alternate to drive this pump, • 1 - Type H-6 Two Nozzle Midwest Wait Single Stage Turbine 1 - Fisher Excess Pressure Governor. This turbine would have a guar ea teed steam consumption of 26.4# per Brake Horsepower Hour when operating on 200 # initial. pre ssure and -150° superheat. On 140# initial pressure and 0° superheat, the steam con- sumption would be 34..9# per Brake Horsepower Hour. Operating characteristics of this pump is shown on curves Y-3488 incorporated in this proposal. Lee Turbine, 2400 r.p.ra. , to be design ed for a steam pressure at throttle of 200 lbs. , 150 deg. superheat and 2 lbs-back pressure. Steam consumption at above conditions under full load will be 34.7 per B.H.P. Turbine will be equipped with hand screw controlling device. By operation of this screw , speed may be varied 7�jo either above or below normal. This turbine is equippped with eight steam nozzles. Kerr Turbine Company' s bid :- By Henry P. One ( 1) Kerr Economy Steam Trubine having a capacity of i _ developing 120 B.H.P. when operating at 2400 R.P.M. and furnished with steam at 200 lbs. gage pressure, 150 degrees F. superheat, and exhausting against a back pressure of 0 lbs. The Turbine will be mounted on the same base with, and direct connected by means of a flexible coupling to one Centrifu- - - gal Boiler Feed Pump, capable of pumping 500 G. P.M. against -a total head of 580 ft.. The Turbine will be provided with a standard governor and speed changer to allow a veriation of 15 % between high speed and low speed. 70. The Turbine will also be provide_ with an overload valve, so that the full load can be carried if the steam pressure should drop to 140 lbs. steam pressure, 0 deg. superheat. A Copes Excess Pump Governor will be furnished, steel body and monel metal parts for superheat , to maintain an ex- cess pressure on the feed line. A Gould' s 4-stage Centrifugal Boiler Feed Pump with 5" suction, 5" discharge, will be furnished. All of the above will be furnished for the sum of Two Thousand Nine Hundred and Twenty-seven Dollars - $$2,927.00 F.G.B. Richmond, Indiana. Shipment of the material listed herein shall be made with 13 to 15 weeks. from the date on which this proposal in approved by the Treasurer of General Manager of the Kerr Turbine Company at its Home Office at Wellsville, New York. -" And the Board now finds that every requisite step and proceeding for the receipt of such sealed proposals had been taken as by law required, and such Board now takes said bids under advise • - ment until Thursday, February 24th, .1921, at 9 A.M. The Board recei ved communicati ons from. the Miller-Kemper Co. , Richmond Greenhouse Col , K.D. Cabinet Co. , and Williams Furni- • ture Co. requesting that some acti on be taken in the matter of putting Center Street in condition for traffic. Referred to the City Engineer, and Street Commissioner The Board met to hear remonstrances and take final acti on on Declaratory Resolution #144-1921- to widen the Commons Road, - known as the Peacock Road., on the south side from the alley east of North-west 7th Street west to the west corporation line also on the north side from North-west 5th Street to the alley east of North-west 8th Street, no one appearing and no remon- strance .having been filed against said proposed wi dening, and thereupon being fully advised in the matter the Board takes final action on said resoluti on, confirming without modi fica- . tion all former action taken on same, and the Board now orders that a list or roll be prepared of all owners or holders of pro- perty and all valuable interest therein sought to be taken or to . be injuriously affected, which list or. roll shall also describe the property beneficially affected. 7,731 The Beard tiien adjourned.
