The Board of Public -iork s of the City of •:iicbond , Indiana, met in rep:ular sessi on in the office of said Board Monday, January 3, 1921, at 9 A.M. All the members of the said Board being present Messrs von Pein, T ylor, and Pelts , the following proceedings were had to-wit :- The Board received a complete report from the Chautauqua Assem- bly for the year 1920 signed by F'.F.Riggs, 3ecty: of the Asso. , which . was ordered placed on file. The Clerk was instructed to advertise for bids for an oil stor- age tank for the Street Department according to specifications furnished by the City Engineer. The Board then adj ourned. The Board of Public Works of the City of Richmond , Indiana , met in regular session in the office of s d Board Thursday, January 6 , 1921 , at 9 A.M. All the members of the sal d Board being present Messrs. von Pein, Taylor, and Pelts , the follow- ing proceedings were had to-wit : - The Clerk presented the complaints from Council January 3rd, 1921, and the complaint of the mud washing on to the Si dewalk at the Cor. of N. 16th E, E St. was referred to the City Clerk to notify A. W. Gregg to have the sidewalk in front of his property at this location kept clean. The Clerk presented a communication from the Starr Piano Co. in regard to 012.00 due them for water rights, which was re- ferred to the Supt. of the Light Plant. Mr. Davis, City Engineer, filed his annual report for the year 1920 which was ordered placed on file. • The Board received a petition signed by Albert & Blanche March for the old Natl. Roadway from SW. 2nd St. to a point east about 300 ft. more or less to be filled up with ashes and dirt , as Office of the Board of Public Works, 51 City of Richmond , Indiana, • Thurs. Taylor and 'Pal tz , absent Mr. von Pein, the following proceedings were had to-wit : - . -T • he Board met to hear all persons interested in or whose property is affected by Improvement Resolution 583-1920 for the construct- tion of a Sanitary Sewer over and across lot #28 Original Plat of Oakland in the rear of lots on the west side of South 7th St. from South J to South L Street. No one appearing and no remonstrance having been filed the Board decided that the benefits to 'property liable to be assessed for said improvement are equal to the cost .of same as reported by the City Engineer, and thereupon take final action on said resolution, the seine' being confirmed. wi.thout modi- fi cati on, and the Clerk instructed to advertise for bids. The City Civil Engineer reported the completion of the contract under Improvencr.•t Resolution 582-1920 . Mr. Peitz moved that the report be accepted and the Clerk ordered. to prepare an assessment roll. , Seconded by Mr. Taylor motion prevailed . The Board approved the Primary Lssessment Roll in the matter of -the Improvement Resolution 582-1920 for the construction of a Sanitary. Sewer beginning at the sewer in SW. 1st St. at Howard St. thence west in Howard St. to the alley running north and south be- tween SW. 1st & SW. 2nd St . ; thence - north in said alley 133' ft, al- so south iri said alley 200' ft. The Board received a petition signed by G. W. Robbins and nine ( 9 ) others for the passage of a resoluti on providing for the construc- • tion of. a cement roadway- in the- alley between W. Main & Kinsey St . from W. 2nd to W. 3rd St. Referred to the Engineer for- papers. Bills to the amount of 332,558.84 were allowed and ordered paid. • _ The Board. approved the various payrolls up to January lot , 1921. All the members of the said Board being present Messrs. von Pein, Taylor, and Feltz the following proceedings were had to-wit : - ' Miss Esther Griffin White appeared before the Board to explain why she had filed an injunction against the filling in of the Old Natl . Road. _ The Board allowed the bill of Frank E. Weaver & Son for 0349 .16 for repairs at the Light Plant. • The Board met to hear remonstrances of persons Primarily Assessed on account of the construction of a cement roadway in the alley be- tween North "D" "E" Sts. from 22nd to 23rd St . under Im-provement Resoluti on #581-1920. After hearing I. A. Gorman who arpeared and • remonstrated against the assessment the Board approved the Final _Assessment Roll confirming in all things the Original Assecsment Roll as heretofore approved, and now direct the same to be trans- mitted forthwith to the Dert . of. Finance. The Board received a petition si aaed by Albert O. Martin and four others for the passage of a resolution providing for the -vacation of Howard Street , -Prom W. 1st to W. 2nd Street . The Board unani_mouslj adopted Declaratory Resolution #143-1921 for the vacation of Howard St. from W. 1st to . 2nd St . The City of Richmond, Indiana, reserves the right to construct and maintain a _sewer in Howard St . from the alley between W. 1st 2nd to W. 2nd. St. 54 Monday, January 10, 1921. The Board granted .Hollie lichens permission to garden the ground at the gravel site for the sum of 020.00 for the season 1921. A. Gordon, Suet . of the St . Car Co. appeared before the Board asking permissi on for the Dayton. t. Western Traction Co. to run a telephone line from 8th & Main St. to the Traction Freight House at N. 7th & "D" , along their own poles. Permission was • granted. The Clerk was instructed to advertise for bids for a new run-' about car with a slip on bed, capable of carrying a half ton,for ° I/ the Sealer of Weights & Measurer' s Dept. All menbers of the .said Board being present Messrs. von Pein, Taylor, and Peitz the following proceedings were had to -wit : - The Board received from J. P. Dillon, Supt. of the Light Plant a copy of a letter from T. H. Hays of the Westinghouse Electric Mfg. Co. relative to the approved turbine contract , which was ordered placed on file. The Board received a petition signed. by J. H. Nicholson, Treas. • Nicholson Printing & Iifg. Co. , for the passage of a Resolution • providing for the construction of a cement roadway in the 1st alley south of North "A" St . from N. 9th St . to the alley run- ning north 8, south between N. 8th 8= 9th Sts. Referred to the City Engineer for papers and plana. The Board instructed the Clerk to advertise for bids for a Tar . Heating Kettle for the btreet Department, according to the specifications furnished by the City Engineer. The Board allowed F. E. Slick his garbage contract bill of 0447 .75 for the month of December, 1920. Mr. Feltz moved that the City purchase a revolver for the Con- troller' s & Treasurer' s Dept. Seconded by 'Mr. Taylor so ordered.
