AUTHORIZING REIMBURSEMENT POLICY
FOR EMERGENCY SERVICE PERSONNEL
WHEREAS, the Mayor and Council feel it is in the Borough's best interest to have the
emergency service personnel in the Police Department, Fire Department and the Borough
EMTs who serve the community in their best physical health; and
WHEREAS, to promote employee health, wellness and the physical fitness of our
emergency service personnel, RWJ of Carteret will charge $35.00 a month membership
for eligible municipal emergency service personnel and the Borough of Carteret will
reimburse eligible employees up to 50% of the cost of their individual membership.
NOW, THEREFORE BE IT RESOLVED by the Mayor and Council of the Borough
of Carteret as follows:
1. This policy is applicable to regular full time and part time employees of
the Police and Fire Department who work at least 20 hours per week and
is applicable to individual employee membership only.
2. That the Borough will reimburse eligible emergency service personnel
according to the attached Health and Wellness Center Activity
Reimbursement Policy.
3. Any employee wishing to participate in this program must follow the
procedures for reimbursement outlined in the policy.

Borough of Carteret
Health & Wellness Center Activity Reimbursement Policy
Purpose:
To promote employee health and wellness and the physical fitness of our emergency service
personnel, RWJ of Carteret will charge eligible municipal employees (Emergency Service
Personnel applicable to Carteret Police Department, Carteret Fire Department & Carteret Fire
Department- EMT's) $35.00 a month for membership. The Borough of Carteret will reimburse
eligible employees up to 50% of the cost for their individual membership.
Applicability:
This policy is applicable to regular full time and part time employees of the Police and Fire
Departments who work at least 20 hours per week.
General Policy:
A. This policy applies to an individual employee RWJ Fitness & Wellness at Carteret center
membership and fitness classes. If the RWJ Fitness & Wellness at Carteret membership
or class fee is for other than an individual, it is the responsibility of employee to provide
the cost of individual fees.
B. Examples of fitness classes eligible for reimbursement include, but are not limited to, the
following: aerobics, Body Combat, Body Attack, Insanity, Body Step, Zumba, HIIT,
Cycle, Body Pump, Boxing, Boot camp classes, weight lifting, Yoga, Tai Chi, Aquatics,
and /or other documented solo /singular workout regiments.
C. You must complete a minimum of three (3) workouts or classes per week or twelve (12)
workouts or classes per calendar month to receive reimbursement.
D. Reimbursement will be 50% of the employee's monthly membership cost, a maximum of
$17.50 per calendar month, regardless of the number of classes submitted or total cost for
fitness center total fees. You may submit a request for reimbursement quartlerly after
you complete the monthly required attendance,
E. In the event you pay for fees in a lump sum in advance, you may submit a request for
reimbursement every three (3) months after you complete the required monthly
attendance.
Procedure:
A. Employees may seek reimbursement every three (3) months for expenses incurred for the
RWJ Wellness & Fitness Center of Carteret membership and /or fitness classes by
completing a Fitness Activity Reimbursement Request Form and attaching required
documentation including your printed log from RWJ Fitness and Wellness Center of
Carteret. It is acceptable to submit more than three months on a single Reimbursement
Request Form along with an activity log showing utilization of the RWJ Fitness and
Wellness Center of Carteret.
B. The employee forwards the completed form and applicable documentation to the
Borough of Carteret Payroll Department. The Payroll and Benefits Department is
responsible for determining eligibility of submitted expenses.
C. If approved, The Payroll and Benefits Department will forward the appropriate
information to apply to the employee's biweekly payroll check. The Benefits
Department is responsible for maintaining a database to track monthly and annual
expenses to ensure an employee does not receive more than the monthly or annual
reimbursement limits.
D. Employees who submit completed reimbursement request forms with required receipts
can generally expect reimbursement within two pay periods from the date the information
is received and approved by Benefits.
E. In Accordance with Internal Revenue Service regulations, the Borough of Carteret is
obligated to treat the reimbursement of fitness class fees as a taxable fringe benefit.
Consequently the reimbursement may be reduced by any applicable taxes.
