A RESOLUTION BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF PLAINFIELD OB7ECTING TO THE REZONING
FROM AGRICULTURAL A-1 TO WILL COUNTY I-1, THE SPECIAL USE
PERMIT, AND VARIANCES FOR SELF-STORAGE FACILITIES.
WHEREAS, the Village has been noticed for a rezoning special use permit, and variance request
for a property containing approximately 5.6 acres located on Route 30 south of 127th Street, Wheatland
Township, within 1 1/2 miles of the corporate limits of the Village of Plainfield, and
WHEREAS, the Village of Plainfield President and Board of Trustees have reviewed the proposed
rezoning from Agricultural A-1 to I-l, the special use permit, and variances, and
WHEREAS, the President and Board of Trustees reviewed said request and have reviewed the
reports of its Planning Staff; and
WHEREAS, it is Staffs opinion that the subject request clearly is indicative of spot zoning,
wherein the subject property and surrounding property is designated Suburban Residential on the Village
Comprehensive Plan, with gross residential densities ranging from 2.06 to 2.50 units per acre. The
industrial rezone request is clearly not in character, compatible, or consistent with the Comprehensive Plan
and adjacent property currently being developed with single family homes; and
WHEREAS, Staffs position in regards to the special use and variance request is that it will alter
the character of the neighborhood; is a substantial detriment to adjacent property; is not in harmony with
neighboring properties; and would grant a special privilege not elsewhere granted in the Village. Staff is
also of the opinion that if such a petition was approved, it would perpetuate similar request and exacerbate
incompatible zoning, land use compatibility and life safety issues; and
WHEREAS, Staff also encourages the County to provide progressive measures of enforcement in
order to remove those existing illegal sign and billboard structures from the subject site. The County
stopped work on these signs sometime ago yet they remain. These illegal structures blemish the rural
character and aesthetics of the right-of--way corridor.
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the Village
of Plainfield that it hereby objects to the proposed rezoning and hereby files its written objection to same
with the Will County Clerk and the Village Clerk is hereby directed to serve a copy of said written protest
upon the applicants attorney and the applicant by certified mail at the address shown in the application for
the proposed amendment all pursuant to Chapter 55 of the Illinois Compiled Statutes (1996).

This correspondence is in response to a letter the Village of Plainfield received from M. Thomas Phelan of
Phelan, Nolan & Associates, P.C. requesting a zoning change Pram Will County A-1 to Will County I-1 with
special use for self storage facilities and a variation from the rear yard set back from 10 feet to 0 feet on Route
30 along the E.J. & E. Railroad (see enclosed). Please verify if Mr. Phelan has submitted such a request for your
review and consideration.
This correspondence also serves as Staffs position which overwhelmingly opposes the subject request.
Furthet~xtore, Staff intends an forwarding this request to the Village Plan Commission and Board of Trustees to
gain additional momentum opposing the request, if and when the application is filed formally.
It is Staffs opinion that the subject request clearly is indicative of spot zoning, wherein the subject property and
