The Board of Public hiorks of the City of Richland , "Indiana , met in regular session in the office; of said Board Thursday, Oct . 7 , 1920, at 9 A.M. All the members of the said Board being pre- " sent Messrs. Von Pein, Taylor, and Peitz the following proceed- ings were had to-wit:- The Board directed the Finance Dept . to pay the following con- tractor the 5% reserve retained on the following improvement : C . M. Kirkpatrick, Resoluti on No. 558 - 1919 0 813.10 The Board met to hear all persons interested in or whose property- is affected by Improvement Resolution n-582-1920 for the con- struction of a Sanitary Sever as follows : Beginning at the serer in SW. 1st St . at Howard St. ; thence west in Howard St. to the alley, running north & south between SW. 1st & SW. 2nd Sts. ; • thence north in said alley 133' ft , and south in said alley 200' ft . After hearing all persons appearing and no remonstrance hav- ing been filed the Board decided that the benefits to property liable to be assessed for said improvement are equal to the cost of same as reported by the City En<ineer, and thereupon take Fin- al Acti on on said resoluti on, the same being confirmed without modification, and the Clerk instructed to advertise for bids . The Board received from the Publ i c Service Commission of Indiana a report of an examination of the records of the Richmond, Light , Heat & Power Co. of Richmond , Indiana , for the period ending Aug. 31st, 19201 which was ordered placed on file. Mr. Feltz moved that the City Atty. be instructed to present a petition to the Public Service Commission of Indiana , also to the State Tax Board , for permission to male a 3175,000.00 Bond Issue for additional equipment to the Lunicipal Electric Lighting Power Plant. Seconded by Mr. Taylor motion prevailed. Bills to the amount of 5 29 ,819 .92 were allowed and ordered raid. The Board approved the various payrolls up to October 2, 1920.
