' g � * §hao n a Rims s� € s ,~, `,,u a _ iiah1 fff 2,---\--\ \ \ =. , �_�d8-s"' 'M a=«e�a�s=� a,��,s�,mT ;g a�,`s a= �� €e5aW� Exhibit 3 Written Response to the State Of Georgia Minimum Standards for Public Water Systems,Section 5.3.2 Well Siting Requirements GEFA—Test of Deep Aquifer Production for Abatement of Saltwater Intrusion, Cretaceous Aquifer Well Tybee Island, Georgia Section 5.3.2 Wells Shall Be Located: a. generally at the highest point, and as far removed, and in a direction opposite to the ground water flow know or probable source of contamination: Response:Meets Standard: The proposed site for the Tybee Island Cretaceous aquifer well will vary in elevation from 12 to 15 feet above mean sea level and the well casing will extend 2 to 3 feet above ground surface,putting it 3 to 5 feet above the 100 year flood elevation. b. not less than fifty(50)feet from a septic tank: Response:Meets Standard: The entire area around the Cretaceous well site is on a public sewer system, therefore there are no known septic tanks within 50 feet of the site. c. not less than one hundred (100)feet away from a septic tank absorption field: Response: T Meets Standard: The entire area around the Cretaceous well site is on a public sewer system, therefore there are no known absorption fields within 100 feet of the site. d. not less than ten (10)feet away from a sewer: Response:Meets Standard: There are no known sewer lines within 10 feet of the proposed well head location. e. not less than one thousand (1,000)feet away from a solid waste disposal site and not in a direction where ground water flow from the site may be intercepted by the well: Response:Exception Sought: Tybee Island is a barrier Island therefore there are no permitted solid waste disposal facilities on the island. However, we have been told there is an area approximately 300 feet by 175 feet in size where construction debris may have been buried. This area is approximately 500 feet from the proposed well head location and within 150 feet from Tybee Islands Floridan well. f. as far removed as possible from all open abandoned wells: Response:Meets Standard: There are no known open abandoned wells nears the site. g. not in areas of sink holes: Response: Meets Standard: There are no known sink holes near the site. h. not in the flood plain area, unless adequate protection is provided to prevent submergence of the well casing, pumps and appurtenances: Response:Meets Standard: The proposed site for the Tybee Island Cretaceous aquifer well will vary in elevation from 12 to 15 feet above mean sea level and the well casing will extend 2 to 3 feet above ground surface, putting it 3 to 5 feet above the 100 year flood elevation. i. not less than 100 feet from surface waters: Response: Meets Standard: There are no surface waters within 100 feet of the proposed well location. j. not less than 100 feet from building, mobile homes, permanent structures, animal houses or lots, or cultivated areas to which chemicals are applied: Response: Exception Sought: There are no animal houses or cultivated fields within 100 feet of the proposed site. One of the City of Tybee Island Public Works Department buildings is within 100 feet from the proposed well head and the site is adjacent to the City of Tybee Island's River's End RV Park. Therefore, RV could be parked closer than 100 feet from the proposed well head location. The RV Park also has permanent trailers that are within 100 feet of the proposed well head location. In the future should the City of Tybee Island decided to use the Cretaceous aquifer well as a water supply the new water treatment plant building will be within 20 feet of the proposed well head location. k. not less the 100 feet from a chemical or petroleum fuel underground storage tank with secondary containment: Response: Meets Standard: There are no chemical or petroleum fuel underground storage tank within 100 feet of the proposed site. I. the Division may require greater separation distances or impose other protective measures when necessary to protect the well from any potential source of pollution, based upon:the hazard or health risk associated with the source of pollution;the proximity of the potential source to the well;the type of material,facility or circumstance that poses the source of pollution; hydrogeological features of the site of the source or potential source of pollution; hydrogeological features of the site which could affect the movement of contamination to the source water;the effect which well operation might have on the movement of the contamination; and,the feasibility of providing additional separation distances or protective measures: Response: Meets Standard: There proposed well will be approximately 3,800 feet(approx. %miles) vertical from ground surface in the Cretaceous aquifer, therefore the likely hood there is a contamination source nearby that could present a hazard is unlikely. m.the well, and the associated pumping and water treatment equipment shall be protect from unauthorized entry used by an enclosed shelter or enclosed by a fence. The water treatment equipment shall be enclosed in a waterproof shelter. Response: Meets Standard: The site will be fenced and all the future water treatment plant equipment will be housed in a building.
