WETLANDS JOINT APPLICATION FOR PERMIT - FORM 404 Chair handed out copies of the cover letter and joint application 404 prepared by Belts and Associates(attached article "A"). In addition to reading application, committee reviewed maps and descriptions provided in the Wetlands Report prepared by Belts and Associates. It was found that .93 acres of wetlands in the proposed new park would be replaced with 1.99 acres of improved wetlands near Sheep Bridge(attached article "B"). Wayne Allen moved to recommend that the city council approve application form 404 with 15 days of public notice, rather than 30. Max Williamson seconded and the motion carried without opposition. OF WATER RESOURCES - STATE OF IDAHO DEPARTMENT OF LANDS for the above referenced project. Due to budgetary and time constraints we are requesting a fifteen (15) day public notice in lieu of the standard thirty (30) day notice. The City of McCall, to compensate for a limited park construction budget, has elected to use their Public Works Dept. to construct portions of the Park preceding construction comple- tion by a private general contractor. Public Works involvement ,�. will include beach development, rough' grading (embankment and excavation) and construction of site drainage. Their work must be completed before the general contractor can begin to execute his construction contract. The general contractor's responsi- bilities will include installing utilities, finish grading, rest - room construction, parking and path/service lane construction, underground irrigation and planting. We are projecting that the general contractor will require sixty (60) to ninety (90) days for completion of his contract. Execution of his contract is scheduled to begin June 24, 1991. City of McCall Public Works has committed to three (3) crew weeks for completion of their work. Their park work must be scheduled and coordinated with their other City work. Consequently, it may take them forty five (45) days or more to accomplish their task. Weather is a critical factor. Inclement weather especially in the Spring and Fall has the potential of dramatically shortening the construction season. The citizens of McCall passed a 1.2 million dollar Park and Recreation Bond for land acquisition and development of parks. Lakefront Park is one of the major products to come from the Bond money. The project is very visible and has had a great deal of public involvement through the planning and design process. We would appreciate your careful consideration of our request. The sooner the project can be issued the necessary permits to allow public Works to begin their task, the more apt we will be able to meet the projected Construction schedule. DESCRIBE THE PROPOSED ACTIVITY, INCLUDING DESCRIPTION OF THE TYPE OF STRUCTURES, IF ANY, TO BE ERECTED ON FILLS, OR PILE OR FLOAT -SUPPORTED PLATFORMS. The project will be constructed in two phases. This application is for Phase One Construction. Phase One will include the following: 1. Removal of existing structure (Commercial Bldg.) 2. Construction of subsurface and surface drainage system. 3. Placement of Underground Utilities - Power, Water and Sewer. 4. Development of Beach front (14,000 S.F.). 500 cy existing material will be excavated and 1,000 CY of sand will be placed. Excavated material will be used for fill elswhere on the site. 5. Parking Lot and Entry Drive construction (9,406 S.F.). Work will require 1,200 CY excavation/embankment and 500 CY of imported Pit Run fill. Surface to be asphalt paved. 6. Service Lana and Path construction(11,700 S.F.). Work will require placement of 360 CY gravel base material. Surface to be asphalt paved. 7. Restroom construction (440 S.F.). Restroom will occur on an existing fill area that was once occupied by another commercial structure. 8. Landscaping. Work will require placement of 814 CY of imported topsoil.. Trees, shrubs and lawn will be installed. 9. Placement of Log Boom (500 L.F. to 600 L.F.) will be used to enclose recreation area. 10. Placement of Rock Retaining Wall (168 to 190 tons). NOTE: WORK WILL OCCUR IN JURISDICTIONAL WETLANDS. REFER TO ATTACHED WETLANDS REPORT FOR THE MCCALL MILL PARR CONVERSION LWCF #16-000385.
