THE CITY OF RICHMOND,INDIANA,
JANUARY 17,2023
ELECTION OF 2023 OFFICERS
The Common Council of the City of Richmond, Indiana met in a Special Meeting January
17, 2023 in the Council Chambers in said City.
President Turner called the meeting to order and the election of officers was conducted.
ELECTION OF 2023 PRESIDENT
Councilor Parker nominated Jeff Cappa to serve as President, supported by Councilor
Oler. Councilor Parker moved to close the nominations, supported by Councilor Locke.
Upon a vote viva voce, the motion carried.
Councilor Cappa was chosen President by unanimous consent.
Councilor Locke nominated Gary Turner to serve as Vice President, supported by
Councilor Bumbalough. Councilor Parker moved to close nominations, supported by
Councilor Bumbalough. Upon a vote viva voce,the motion carried.
Councilor Turner was chose Vice President by unanimous consent.
The Special Meeting was adjourned.
REGULAR MEETING

PRAYER BY COUNCILOR CAPPA
President Cappa called the meeting to order and the following business was conducted:
ROLL CALL
Present were Councilors Doug Goss, Lucinda Wright, Bill Engle, Jeff Cappa, Jeffrey
Locke, Gary Turner, Jane Bumbalough, Ron Oler and Larry Parker.
Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City
Clerk;Cynthia Holmes;Imani Murphy,Human Resources;Emily Palmer,Controller;Greg

Stiens,Director of Public Works; Sherri Hemingway,Benefits Administrator;Police Chief

APPROVAL OF MINUTES
Councilor Oler moved to approve the minutes of December 5, 2022, supported by
councilor Goss. Upon a vote viva voce, the motion carried.
PRESENTATIONS,MEMORIALS OR COMPLAINTS, PETITIONS AND
INTRODUCTIONS, MOTIONS, RESOLUTIONS
Councilor Turner moved to amend the agenda to hear Ordinance Nos. 1 and 5-2023
before Resolution No. 2-2023, supported by Councilor Bumbalough. Upon a vote viva
voce, the motion carried.
COMMUNICATION FROM THE MAYOR
• Police Chief Mike Britt and Mayor Snow met with the Indiana House of
Representatives to propose the US 27 N bridge over I 70 be named to honor Seara
Burton, fallen Richmond Police Officer.
REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY
Minutes of the November 23, December 1, 8, 15 & 22-2022 meetings were approved as
presented.
REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES,
SPECIAL COMMITTEES and/or ORGANIZATIONS
None
ORDINANCES ON FIRST READING
Councilor Goss moved to suspend the rules and read Ordinance Nos. 1 & 5-2023 on first
reading by title only, supported by Councilor Bumbalough. Upon a vote viva voce, the
motion carried.
ORDINANCE NO. 1-2023 — AN APPROPRIATION ORDINANCE AUTHORIZING
THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM
THE INDIANA DEPARTMENT OF TRANSPORTATION (Community Crossings)
The Clerk read Ordinance No. 1-2023 on first reading by title only.

Councilor O1er moved to advance Ordinance No. 1-2023 to second reading and public
hearing, supported by Councilor Locke. Upon a vote viva voce, the motion carried.
President Cappa declared Ordinance No. 1-2023 on public hearing. There being no
comments for or against, Councilor Turner moved to approve, supported by Councilor
Bumbalough. Upon a vote viva voce, the motion carried.
Councilor Goss called for the question, supported by Councilor Bumbalough.
Ordinance No. 1-2023 was adopted with a 9-0 roll call vote.
ORDINANCE NO. 5-2023 — A GENERAL ORDINANCE AMENDING CHAPTER
33.04: EMPLOYEE COLLECTIVE BARGAINING
The Clerk read Ordinance No. 5-2023 on first reading by title only.
The Finance Committee recommended approval.
Councilor Turner moved to advance Ordinance No. 5-2023 to second reading and public
hearing, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried.
President Cappa declared Ordinance No. 5-2023 on public hearing. There being no
comments for or against, Councilor Goss moved to approve, supported by Councilor O1er.
Upon a vote viva voce, the motion carried.
Councilor Goss called for the question, supported by Councilor Bumbalough.
Ordinance No. 5-2023 was adopted with a 9-0 roll call vote.

RESOLUTION NO. 2-2023 —A RESOLUTION REJECTING THE FACT FINDING
PANEL'S RECOMMENDATIONS PERTAINING TO THE CITY OF RICHMOND,
INDIANA AND THE RICHMOND FIRE DEPARTMENT UNION LOCAL 1408
UNION NEGOTIATIONS
RESOLUTION NO. 2-2023 —A RESOLUTION ACCEPTING THE FACT FINDING
PANEL'S RECOMMENDATIONS PERTAINING TO THE CITY OF RICHMOND,
INDIANA AND THE RICHMOND FIRE DEPARTMENT UNION LOCAL 1408

After presentations by Cynthia Holmes, Imani Murphy, Emily Palmer and Sherri
Hemingway representing the City and Nick Arbergast and Kyle Vickers of Firefighters
Union Local 1408, Resolution No. 2 was held until the February 6, 2023 meeting.
