DUNHAM DATE: August 12, 2020 TO: Mayor Morgan and Town Commissioners RE: State Road A 1 A Water Main Improvements — Phase 2, Change Order 2 (Repaving County Road) When the AIA water main improvements project was put out to bid, the Town did not include the cost to fully repave County Road, instead opting to patch the trench where the new line was installed. However, due to the condition of the road and at the recommendation of our engineers, we requested a price for the contractor to mill and overlay the entire road. The price comes to $19,485. I believe it is the right time to perform this work and will have a significant benefit to our residents who live on County Road. Motion to approve Change Order # 2 for repaving County Road in the amount of $19,485. The Edge of Pavement was difficult to see on the pians and to scale accordini , and not having any one In the field to confirm on Saturday I estimated the width of County to be 10'. Gary and Ron walked the Project on Monday and the actual average width Is +/-13'. This changed the MID/overlay Quantity from 1,250SY to I,WNV. Additionally, per my conversation with you, the Town wanted to add "drainage humps` at some of the west side driveways that did not have them. Several existing driveways that do have them but need to be modified as observed by Ron and Gary. The `humps" deflect drainage and prevent spilling from County Rd onto Private Property Driveways. Also, the Town wants to modify/extended an existing Hume at approx. Sta 41440 better channel stormwater runoff at that kmation. When Gary and Ron walked the Project they also noticed some very deteriorated existing asphalt on County with severe cracirig. They "guesstimated' the square yardage of this condition at 150 SY. FMC is proposing to remove the asphalt surface and Install Superpave asphalt on the existing base after the asphalt removal and leave W down from existing Roadway Surface. The final W in this area will be included in the W overlay of the entire roadway for uniformity. With all of the above the Proposed price has gone up and we are proposing a different pay format with 2 measurable line items to be compensated for the tangible asphalt work that is installed for the Town. The two items are 1) the milling which will be measured at the SY actually installed and paid at $4.00/SY, and 2) a net Tonnage amount (adding work per above and deducting W of Asphalt Trench patching that will not be installed). Asphalt used for Overlay or any other incidental Asphalt work will be billed to Town at the Net Discounted Tonnage Unit Price of $91.x/ Ton for all work scopes per the below SOV (removal of existing is included In the Installed $91. Unit price), Contract Item number 21 wHI be paid at the Contract Unit Price for the actual Trench Repair footage Installed (Contract Qty Is 1,140 for Ah 1121.
