A COMMITMENT TO PROVIDE LOCAL MATCH FOR THE
REVISED WIKADUKE STUDY
WHEREAS, the Illinois department of Transportation (IDOT) has offered to provide
80% ($128,000 of the total cost to revise the WIKADUKE Study location of County Line
Road/Heggs Road to Ridge Road/Stewart Road; and,
WHEREAS, WIKADUKE Planning Group members are being asked by IDOT to
collectively provide a 20% ($32,000) local match so that this revised study may proceed; and,
WHEREAS, all WIKADUKE communities will benefit by having the best alignment for
the north-south arterial portion of the WII~ADUKE road network; and,
WHEREAS, it is imperative to expedite this corridor analysis;
NOW, THEREFORE, SE IT RESOLVED, that the Village of Plainfield does hereby
commit to IDOT to pay an amount not to exceed $9,000.00 for the purpose of funding the
revised WIKADUKE STUDY. Such committed funds to be made available to IDOT upon
request from the fiscal year 1998-1999 Budget.

Subject: WIKADUKE Study Cnsts
Enclosed is a memo from Alan Anderson of the Will County Governmental League, together with
letters from the Illinois Department of Transportation. With the revision of the WIKADLTK' S
study to focus an Ridge/Stewart Road, additional costs will be incurred by IDOT amounting to
approximately $160,000.00. Of that amount, IDOT is asking the local participants to pay
$32,000 (20%).
I attended a meeting in September with IDOT, WIKADUKE participants and the Will County
Government League wherein this matter was discussed. A variety of funding schemes were
considered to apportion the local costs, and it was finally decided that the two major beneficiaries
were Joliet and the Village of Plainfield. A rather arbitrary option was selected where Joliet and
Plainfield would each contribute $9,000, and lesser amounts would be solicited from other
benefiting communities. I believe this to be fair and workable.
Given the importance of this north-south alignment to Plainfield's long term interest, this study
should move ahead promptly. One can argue a variety of cost apportioning measures, each of
which would vary the amount that we have to contribute by a few thousand dollars. Additionally,
each new suggested option requires a recycling of the entire matter through all the participants in
the Will County Government League causing further delay.
In order to expedite this matter, I recommend that we adopt this Resolution, commit to a share
not to exceed $9,000 for the Village of Plainfield, to revise the WIKADUKE study to add Ridge
Road as the preferred north-south alignment.
Again, this is what is called a corridor analysis and specific alignments, driveways, and building
are not of our concern at the present. This matter will be funded out of next year's budget and is
not an addition or change to our existing appropriation or budget.

SUBJECT: Request for Matching Funds for WIKADUKE Study
As you are aware, the WIKADUKE Planning Group contacted Kirk Brown.,
Illinois Secretary of Transportation, in August of this year asking for
IDOT's assistance in revising the current WIKADUKE Study to add Ridge
Road/Stewart Road as a preferred north-south alignment for the
WIKADUKE Trail. A copy of the WIKADUKE letter to Secretary Brown
explaining the need for studying Ridge Road/Stewart Road is attached.
WIKADUKE members later met with Randy Blankenhorn from Secretary
Brown's Office and discussed this request. At this meeting, Randy
Blankenhorn committed IDOT to funding $0% ($128,000) of the revised
cost of studying Ridge Road/Stewart Road subject to WIKADUKE
members raising the matching 20% ($32,000). A copy of IDOT's letter
confirming this commitment is also attached.
WIKADUKE members are asked to pass resolutions committing funds for
the local match so that the revised Study can move forward and planning
can continue on the WIKADUKE network. A "not to exceed" amount is
suggested for each member based upon factors such as population and
road frontage, but any contribution would be appreciated. All members
will receive some benefit by having the best alignment for the north-south
arterial portion of the network.
The Village of Plainfield is asked to adopt a resolution committing a
suggested amount not to exceed $ 9,000 far local match for the revised
WIKADUKE Study. A copy of a sample resolution is attached. You are
encouraged to adopt the WIKADUKE resolution as soon as possible so
that the project consultant can begin work on the new alignment. Please
send copies of adopted resolutions to the Will County Governmental
League for forwarding to IDOT. If you have any questions, you can

This letter confirms the commitment made by Randy Blankenhorn of this
office regarding funding to revise the study location of County Line
Road/Heggs Road to Ridge Road/Stewart Road. The total cast of this
revision is $160,000, with the department providing $128,000 and the
WIKADUKE communities providing $32,000.
