HomeMy Public PortalAboutResolution 1177A RESOLUTION NO. 1177A WHEREAS, growing traffic congestion on Lockport Street from Illinois Route S9 to U. S. Route 30 and particularly the increasing volume of truck and oversized vehicles using the road at all hours of the day, and such volumes have become a major determent to local business, a hazard to pedestrians and a significant noise and air pollutant; and, WHEREAS, the intersection of Lockport and Route 59 is not adequately designed to accommodate large truck turning movements and 143rd Street can be improved to allow safe movements; and, WHEREAS, numerous local community groups including the Chamber o£ Commerce and Main Street have voiced similar concerns regarding safety and the enjoyment and growth in the quality of life within our Village; and, WHEREAS, on September 4, 1997, the Village President and Board of Trustees and Plan Commission members participated in a meeting with Downtown Merchants, concerned citizens, and state and local officials to discuss transportation related issues; and, WHEREAS, the Village Plan Commission adapted at its meeting of October 21, 1997 a Resolution expressing its support and interest in resolving regional traffic problems; and, WHEREAS, the elected officials of the Village of Plainfield conducted a Public Workshop Session on October 27, 1997 and reviewed numerous traffic related options consistent with the 1995 Village of Plainfield Transportation Plan; NOW, THEREFORE, BE IT RESOLVED that the Village of Plainfield seeks and desires the cooperation of Will County in mutually exploring the feasibility and sharing the costs of designating 143rd Street from Illinois Route 59 West to U. S. Route 30 as an alternate traffic route; that, the jurisdiction and 143rd Street be transferred from Will County to the Village of Plainfield; and, that eventually said Route be transferred to the State of Illinois; and, upon said transfer that Lockport Street be transferred from the State of Illinois to the Village of Plainfield for full local control of Lockport Street; and BE IT FURTHER RESOLVED, that the Village of Plainfield shall initiate a feasibility study for the extension eastward of 143rd Street to include the acquisition of right-of--way and the construction of a roadway including a new interchange at I- 55 and seek the financial assistance from the Illinois Department of Transportation and other affected governmental jurisdictions; and BE IT FURTHER RESOLVED, that copies of this Resolution be forwarded to the County of Will, the Illinois Department of Transportation and our area State Representatives and Senator and that all involved parties be encouraged to work together diligently and expeditiously toward these ends.
