RE: CHAIN OF COMMAND IN DECLARING
LOCAL DISASTER EMERGENCIES
WHEREAS, pursuant to 20 ILCS (,199613 305/11, a local disaster emergency may be
declared only by the principal executive officer of a political subdivision or his interim emergency
successor, as provided in Ch. 102, Sec. 107, entitled "EMERGENCY INTERIM EXECUTIVE
SUCCESSION ACT"; AND,
WHEREAS, in the event of a local disaster emergency and the principal executive officer
is unable to be located, an interim emergency successor should be contacted; and,
WHEREAS, interim emergency successors have not been previously designated.
NOW, THEREFORE, BE IT RESOLVED THAT THIS PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF PLAINFIELD, hereby designate ernergency interim
successors in the following order of succession to be contacted in the event of a local disaster
emergency and the principal executive officer, the Village President, is unable to be located:
1. Village Trustees by seniority
2. Village Administrator
3. Chief of Police
4. ESDA Director
In the event that the Village President or his or her deputy, provided for pursuant to law, is
unavailable, the powers of the office shall be exercised, and duties shall be discharged by his or her
designated interim successors in order specified. The emergency interim successor shall exercise
the powers and discharge the duties of the office to which designated, until such time as a vacancy
which may exist shall be filled in accordance with the constitutions or statutes, or until the officer
or his or her deputy, or a preceding emergency interim successor, again becomes available to
exercise the powers and discharge the duties of his or her office.
BE IN FURTHER RESOLVED that the Village Clerk compile the names, addresses and
phone numbers of the above-listed individuals, including the Village President, and forthwith
notify the Emergency Services and Disaster Agency Office of this individual who is to be
contacted in the event of an emergency.
