A RESOLUTION TEMPORARILY CLOSING A PORTION OF
U. S. ROUTE 30 IN THE VILLAGE OF
PLAINFIELD FOR THE PURPOSE OF HARVEST FEST
SATURDAY, OCTOBER 4,1997 AT 10:00 A.M. THROUGH
SUNDAY, OCTOBER 5,1997 10:00 P.M.
WHEREAS, Main Street, Plainfield desires to hold their Annual Harvest Fest on a portion of
U. S. Route 30 between Route S9 west to James Street on Saturday, October 4, 1997 at 10:00 a.m.
through Sunday, October 5, 1997 10:00 p.m,; and,
WHEREAS, said Harvest Fest will require the closing of Route 30 completely between
the east junction with Illinois Route 59 and the west junction with James Street; and,
WHEREAS, said Harvest Fest will require the detouring of traffic both east and
westbound on Lockport Street (U.S. Rt. 30); and,
WHEREAS, the State of Illinois requires the Village to assume all responsibility and
liability involved in the closing of said highway.
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF PLAINFIELD, WILL COUNTY, ILLINOIS, AS FOLLOWS:
The Village of Plainfield will assume full responsibility for the direction,
protection and regulation of traffic during the time the detour is in effect, and all
liabilities for the damages of any kind occasioned by the closing of said State
Route, and usage of 143rd Street, a Will County jurisdiction road.
2. It is further agreed that efficient, all weather detours will be maintained
conspicuously marked and judiciously police patrolled for the benefit of traffic
deviated from the State Route.
The alternate route will be to continue Route 30 North on Route 59 to 143rd
Street., then west to Route 30. Detour signs will be posted for both northbound
and southbound traffic.

Enclosed is Resolution No. 1173 adopted by the Mayor and Board of Trustees unanimously on
September 15, 1997. The Resolution requests the temporary detour for Rt. 30 through the
Village of Plainfield for Harvest Fest October 4 and October 5. Also enclosed aze maps
demonstrating the area to be closed and the detour route. Additionally, since 143rd Street is a
County Highway, there is a letter of authorization from Will County indicating its approval to use
143rd Street as a detour route.

Ms. Karen Callanan just telephoned me after speaking with you about the potential detour to Rt.
30 for the Village of Plainfield's Harvest Fest. She directed me to fax you the background
information and indicated that you would respond promptly.
The Village is seeking permission form the Illinois Department of Transportation to temporarily
re-route traffic from downtown Plainfield so that the Village's Harvest Fest can be conducted
safely and quietly. We are requesting that from 10:00 a.m. Saturday, October 4 until 10:00 p.m
Sunday, October 5, 1997 that Lockport Street be closed to all traffic from Rt. 59 on the east to
James Street 3 blocks to the west. Traffic will proceed an Rt. 59 northbound to 143rd Street
thence west back to Rt. 30. 143rd Street is under County jurisdiction and while my initial talks
to state indicated there would be no problem in using that alternative, they do require that I attach
some form of acknowledgment/confirmation from Will County.
Attached to this fax is a copy of the Resolution to be adopted by the Mayor and Board indicating
that the Village assumes any and all liability with this temporary detour. We will provide the
necessary signage, traffic control, and onsite police presence. We have already cleared it with the
state that the viaduct on Route 59 can accept all truck tra#~ic with the exception of Special Permit
Movements. The state does not permit Special Movement Permits on Saturdays and Sundays.
Your cooperation in this matter is greatly appreciated, and if you could fax back to me (815) 436-
1950) your acknowledgment and agreement, I will include that with the document package
advanced to the IDOT Schaumburg offices.
