HomeMy Public PortalAboutResolution 1171RESOLUTION #1171 A RESOLUTION CONCERNING THE EXTENSION OF A TRAIL CORRIDOR CONNECTING THE VIRGIL GILMAN TRAIL AND THE DUPAGE RIVER TRAIL TO THE MIDEWIN NATIONAL TALLGRASS PRAIRIE WHEREAS, significant development in northern Will an Kendall Counties has increased the demand fox safe travel corridors for use by pedestrians, bicyclists, and similar non-motorized travelers, and WHEREAS, segments of regional trails in the vicinity have been planned and developed by governmental agencies such as the Will, Kane, and DuPage County Forest Preserve Districts, and WHEREAS, recent major public investments have been made in projects such as the Virgil Gilman Trail in Kane County; the DuPage River trails in DuPage County; ;the Centennial Trail, Old. Plank Road Trail, and the Midewin Trail in Will County, and WHEREAS, certain extensions and connections to these regional trails have been planned or developed by various municipalities and park districts, but no coordinated plan had been designed or agreed upon to provide logical connections and continuity throughout the system, and WHEREAS, representatives of Aurora, the Fox Valley Park District, the Forest Preserve District of Will County, the Illinois Department of Natural Resources, Joliet, Naperville Park District, Plainfield, the Plainfield Township Park District, and Shorewood have developed a mutually agreed upon trail corridor linking three of the primary regional trail segments -the Virgil Gilman Trail, the Old Plank Road Trail and the Midewin Trail, and WHEREAS, such a trail connection would implement a major component of the Northeastern Illinois Regional Greenways and Trails Plan, as well as become part of the Grand Illinois Trail, and WHEREAS, the Plainfield Park District and Village of Plainfield are cooperating toward the development and implementations of an open space and Bikeway Master Plan, and y WHEREAS, the development of this trail connection would add substantially to the quality of life and recreational opportunities for citizens in the area, as well as greatly improve the safety of walking, bicycling, and similar activities by separating such activities from the increasing traffic volumes in the area, and WHEREAS, this connection is more fully described by the attached Exhibit, and NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the Village of Plainfield, Illinois, that The Village of Plainfield agrees to participate in a collaborative effort with the local governments abovementioned to achieve the development of a pedestrian and bikeway corridor as shown on Exhibit A, and furthermore, a) Hereby considers adapting that section of the pedestrian and bikeway corridor which falls within the planning jurisdiction of the Village of Plainfield as an amendment to its Comprehensive Plan; b) Agrees to work with neighboring jurisdictions on design and planning issues related to coordinating connections when such circumstances arise; c) Agrees to work with other governmental partners in an expeditious manner to achieve the development of this corridor prior to or, alternatively, in conjunction with new development as it occurs on a parcel by parcel basis; d) Authorizes the staff to represent the Village of Plainfield in negotiations as opportunities arise to implement various segments of this corridor.
