HomeMy Public PortalAbout010-2023 - Grant - Grant - Recycling Education and Outreach COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA ORDINANCE NO. 10-2023 AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL,ACCEPTANCE,AND APPROPRIATION OF A GRANT FROM THE U.S. ENVIRONMENTAL PROTECTION AGENCY (EPA) RECYCLING EDUCATION AND OUTREACH PROGRAM (REO) WHEREAS, In accordance with Indiana Code (IC) 36-1-4-10, a municipality may execute any documents necessary to receive money from the state or federal government or any other source,and said documents are prepared and executed by the City executive administration, provided that the Common Council of the City of Richmond as the legislative body of the City approves an ordinance for the appropriation of any monies received in accordance with IC 36-4-6-18; and WHEREAS, The U.S. Environmental Protection Agency has grant funding available through its 2023 Recycling Education and Outreach Program (REO); and WHEREAS, The City of Richmond Sanitary Department desires to submit a grant application to obtain funds that will be used to procure Equipment related to upgrading and rehabilitating its Recycle program; and WHEREAS, No match is required to be provided through the City of Richmond Sanitary Department Solid Waste Funds. • WHEREAS, Existing Salaries, or portions of salaries, within Sanitation are applicable to be covered by funds from this grant, NOW,THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana, as follows: 1. The City of Richmond, Indiana, in accordance with IC 36-1-4-10, has submitted or will submit a grant application to the U.S.Environmental Protection Agency(EPA)Recycling Education and Outreach Program (REO) for the 2023 grant application year. 2. The City of Richmond through its Sanitary Department (Solid Waste Funds), is authorized to accept said grant funding in an amount of up to Three Hundred Twenty Five Thousand Dollars and Zero Cents ($325,000.00)to be received over a 3 year period. 3. Said grant funding shall be used to procure equipment related to the collection, sorting, compacting, and bailing of recyclables and materials diverted from the landfill by the Richmond Sanitary District.
