4. TRANSIT/RIDESHARE/PARK-N-RIDE/BICYCLE.
4A. FY 1995-2001 SunLine Transit Agency Short Range Transit Plan Amendment.
Overview
SunLine Transit Agency is requesting an amendment to their FY 1995-2001 Short
Range Transit Plan and Transportation Improvement Plan to accelerate the purchase of
paratransit vehicles to allow them to take advantage of funds from the Air Quality
Management District.
4B. Public Hearing - Section 9 Program of Projects Amendment for the Indio -Coachella
Urbanized Areas.
Overview
SunLine Transit Agency has requested to amend the FY 1994-95 Section 9 Program of
Projects for the Indio -Coachella Urbanized Area. They would like to include a project to
purchase three replacement paratransit vans for a total cost of $150,000. The
proposed Program of Projects and a notice of hearing has been published as required.
4C. Riverside County Senior and Disabled Citizens Coalition Transportation Reimbursement
and Information Project Status Report.
Overview
The Senior and Disabled Citizens Coalition of Riverside County's (SPCC) Transportation
Reimbursement and Information Project (TRIP) is a mileage reimbursement program
funded with Measure A Specialized Transit funds. The TRIP was first funded by the
Commission in May 1993. This is for information only.

5. ADMINISTRATIVE ITEMS.
5A. Professional Services Contract with Vindar Batoosinqh of CB Commercial for Brokerage
Services.
Overview
RCTC has received written notice that Friis and Company will be vacating RCTC
property located at the 60/91/215 interchange. This item is to approve a contract, to
be reviewed by Legal Counsel, with Vindar Batoosingh of CB Commercial for brokerage
services; the brokerage commission shall be 6% of the term of the lease.
5B. Commissioners/Executive Director Report.
Overview
Commissioners Al Lopez, and Ken Steele, will make oral presentations at the September
14, 1994, meeting.
6. CONGESTION MANAGEMENT/AIR QUALITY PROGRAMS.
6A. State Implementation Plan (SIP) Transportation Conformity Element - lnteragencv
Consultation Procedures.
Overview
EPA's conformity regulations require MPO's to prepare Interagency Consultation
Procedures (ICP) as part of the November State Implementation Plan submittal. SCAG
has prepared a Memorandum of Understanding (MOU) to be provided by participating
agencies of the RTP and RTIP conformity determinations to meet the requirement. Staff
recommends that the Executive Director be authorized to execute the SCAG ICP MOU
as required by EPA's Transportation Conformity Element on Intragency Consultation
Procedures.
7. HIGHWAYS/LOCAL STREETS AND ROADS.
7A. Route 86 Progress Report.
Overview
This item is a discussion of the progress to date on the Route 86 project and discusses
to significant problems which threaten to hold up the scheduled construction, unless the
problems are resolved within the next 2-3 months. The problems are: (1) the impact of
mandated priorities and reduced revenues may prevent the CTC from being able to
allocate funds when the project is ready for construction; and (2) cooperation from the
Torres Martinez Indians is necessary for Caltrans to be able to purchase right-of-way
which is designated as tribal lands.

7B. State Funding Impact on Yuma and Gilman Interchanges and Route 86 Improvements.
Overview
The State funding shortfall and mandated priority for funding seismic retrofit projects
over other STIP projects may have impacts on the delivery of the Yuma Interchange, the
Route 86 Project and the repayment to the RCTC from the State for the Gilman
Interchange portion of the Route 79 Lamb Canyon Project. Staff recommendation is for
the Commission to: 1) Direct staff to continue to work with Caltrans, federal, and local
agencies to complete work needed to get the Route 86 project ready for CTC funding
request; 2) Retain Gilman Interchange in the Route 79 Lambs Canyon Project; and 3)
Proceed with the design of Yuma Interchange and decide on either a delay or some
alternative funding option, if necessary, due to a shortage of State funding when design
is complete.
7C. 1-15/Yuma Drive Interchange Improvement Project.
7C1. Approval of a Memorandum of Understanding for the Final PS&E Engineering
Design.

Overview
The Commission is requested to authorize the Executive Director to enter into a
Memorandum of Understanding with the City of Norco for Final PS&E
Engineering Design for the I-15/Yuma Interchange Project.
7C2. Approval of Consultant Contract with Greiner, Inc. for Final PS&E Engineering
Design Services.
Overview
The Commission is requested to authorize the Executive Director to enter into a
Consultant Service Contract with Greiner, Inc. for Final PS&E Engineering Design
Services for the I-15/Yuma Interchange Project with a budget amount of
$ 1,099,975 for the base contract amount, and $100,025 for extra work. Legal
Counsel will review the final contract prior to execution.
7D. Interchange Funding Requests - City of Corona.
Overview
This item is to consider a requests from the City of Corona to commit $1.3 million of
"interchange for local circulation" program funding for the Lincoln and Maple
interchanges.

7E. Request for Funding for Van Buren and Route 91 Interchange.
Overview
This is a request from the City of Riverside for consideration of funding for acceleration
of Phase 1 improvements to the Van Buren and Route 91 interchange to be completed
in conjunction with current construction on Route 91.
7F. Measure A Five Year Capital Improvement Program for Local Streets and Roads.
Overview
As required by the Measure A Ordinance, each recipient of streets and roads monies has
submitted a five year plan of how funds are to be expended in order to receive
disbursements for local streets and roads.
8. SERVICE AUTHORITY FOR FREEWAY EMERGENCIES (SAFE).
8A. Intelligent Vehicle Highway Systems (IVHS) Strategic Plan for the Inland Empire.
Overview
One component of the Intermodal Transportation Efficiency Act (ISTEA) is Intelligent
Vehicle Highway Systems (IVHS). The focus of IVHS is the use of technology
applications to enhance the safety and efficiency of the nation's multi -modal
transportation system. It is recommended that the Commission authorize and approve,
pending resolution of funding question by Caltrans: 1) Staff to manage development
of the Inland Empire IVHS Strategic Plan; 2) staff to coordinate the development of a
request for proposal for such study effort; 3) staff to develop a cooperative agreement
with Caltrans to facilitate the flow of the federal planning funds; 4) allocation of
$25,000 of unrestricted reserve funds from the SAFE Program to provide requisite
RCTC match for the study; 5) allocation of $1,000 of unrestricted reserve funds from
the SAFE Program for RCTC membership dues to IVHS America.
9. COMMUTER RAIL.
9A. California Transportation Commission Request to RCTC on the Allocation of Rail Funds.
Overview
The item concerns information from CTC staff informing RCTC staff that all FY 1994-95
TCI and Proposition 108 funds must be scheduled for allocation at the October CTC
meeting. This is for receive and file only.

10A. Consent Calendar - Administrative Items.
1 OA 1. Perris Transportation Financing Authority.
Overview
This item relates to the City of Perris' request for a Perris Transportation
Financing Authority joint powers agency between the City of Perris and RCTC.
This agency would be responsible for accomplishing mutually beneficial
development objectives.
10A2. Funding for UCR, College of Engineering, Center for Environmental Research and
Technology; Analysis of Air Pollution Reduction Measures.
Overview
•
•
The University of California (UCR), College of Engineering, Center for
Environmental Research and Technology (CECERT) has proposed to undertake
a project to evaluate the effectiveness of air pollution reduction measures
included in the South Coast Air Quality Maintenance Plan (AQMP) and Federal
Implementation Plan (FIP). CECERT is seeking public and private sponsors for
this research effort. This item requests RCTC funding not -to -exceed $7,000
(LTF funding).
10A3. Consultation Selection for the Triennial Performance Audit of the Riverside
County Transportation Commission and Riverside County Transit Operators.
Overview
The Commission is required to conduct a performance audit of our activities and
the activities of each operator to whom we allocate funds. These audits area
required every three years and our next audit must be completed by June 30,
1995. Staff recommends that we send out a Request for Proposal (RFP) to
select a consultant to conduct the performance audit.
10A4. Adoption of Resolution No. 94-016, A Resolution of the Riverside County
Transportation Commission Electing, as of October 1, 1994, to Implement
Section 20023(c)(4) of the Government Code of the State of California Relating
to the Reporting of the Employer Paid Contribution to the Public Employee's
Retirement System as Special Compensation.
Overview
This is presented to the Commission for adoption of Resolution No. 94-016, A
Resolution of the Riverside County Transportation Commission Electing, as of
October 1, 1994, to Implement Section 20023(c)(4) of the Government Code
of the State of California Relating to the Reporting of the Employer Paid
Contribution to the Public Employee's Retirement System as Special
Compensation.

10A5. Amendment to the Riverside County Transportation Commission's Disadvantaged
Business Enterprise Program and Adoption of Resolution No. 94-017, "Resolution
of the Riverside County Transportation Commission Amending its Disadvantaged
Business Enterprise Program".
Overview
The Commission's Disadvantaged Business Enterprise Program is presented to
update the mailing list and media contacts in Coachella Valley, listing of
Commissioners, and expand the procedures and list of agencies that RCTC may
accept evidence of eligibility.
10A6. Adoption of Resolution No. 94-018, "Resolution of the Riverside County
Transportation Commission Amending and Reenacting Personnel Rules and
Regulations.
Overview
The Riverside County Transportation Commission, at its July 13, 1994 meeting,
acted to make changes to the RCTC employees' retirement, vacation and sick
leave benefits. Resolution No. 94-018 amends the Commission's Rules and
Regulations to reflect these changes.
10B. Consent Calendar - Receive and File.
1061. Congestion Management Program Land Use Element.
Overview
At the Riverside County Transportation Commission meeting held on July 13,
1994, the Commission approved an additional alternative for local jurisdictions
to meet land use compliance requirements known as the Annual Report Option.
Staff has met with the City of Moreno Valley and the Technical Advisory
Committee relating to parity between two land use compliance options. This is
for receive and file only.
10B2. Metrolink On -Board Ridership Survey.
Overview
The Southern California Regional Rail Authority conducted on -board surveys of
Metrolink riders during June. Based on data provided by SCRRA, RCTC staff is
compiling a report relating to Riverside line usage.

1083. Interim Final Americans with Disabilities Act (ADA) Regulations for Motorist Aid
Communications System.
Overview
On June 20, 1994, the Federal Register published the recommended Interim
Final Rules to the Americans with Disabilities Act Architectural Guidelines
(ADAAG). The Guidelines, as they pertain to access to roadside emergency
telephones by physically challenged drivers, will only affect new installations.

1084. Monthly Call Box Update.
Overview
The operational statistics for the Riverside County Motorist Aid Call Box System
for the month of July, 1994 will be presented to the SAFE Board.
1085. Quarterly Financial and Cost & Schedule Reports.
Overview
The attached material depicts the current costs and schedule status of contracts
reported by routes, commitments, and cooperative agreements executed by the
Commission. For each contract and agreement, the report lists the authorized
value approved by the Commission, percentage of contract amount expended to
date, and the project expenditures by route for the month ending July 31, 1994.
10C. Consent Calendar - Transit/Rideshare/Park-n-Ride.
10C1. City of Beaumont FY 1995-2001 Short Range Transit Plan.
Overview
In June, the FY 1995-2001 Short Range Transit Plans (SRTP) for Riverside
County were brought forward to the Commission for approval. At that time,
staff recommended that the SRTP for the City of Beaumont be held up until staff
could complete a thorough review of the City's current and proposed transit
expenditures. The review has been completed and staff recommends approval
of the City's SRTP and allocation of local transportation.
1002. FY 1995 Short Range Transit Plan Amendment for the Palo Verde Valley Transit
Agency.
Overview
The Commission has received a request from the Palo Verde Valley Transit
Agency (PVVTA) to amend their FY 1995 Short Range Transit Plan to include the
operation of Sunday service. There are sufficient local transit funds available in
the Palo Verde Valley apportionment area to support this extra service and staff
recommends approval of the service expansion.

10C3. FY 1994-95 FTA Section 16 Applications - Cycle 26.
Overview
The FTA Section 16 program provides capital grants for the purpose of assisting
agencies to meet the needs of seniors and persons with disabilities. The
program provides funding on an 80% federal/20% local match basis. There
were 122 applications totalling $17,626,665 in requests submitted state-wide
for this year's funding cycle. Approximately $5.4 million is available. Six
agencies in Riverside County have applied for funding. Staff recommends
support of the Riverside County applications as prioritized by the Local Review
Committee.
10C4. Appointment to the Citizens' Advisory Committee/Social Service Transportation
Advisory Council.
Overview
The Commission has received a request from SunLine Transit Agency, as the
Consolidated Transportation Service Agency (CTSA) for the Coachella Valley, to
appoint Jim Collins as their primary representative on the Citizens' Advisory
Committee. Staff recommends that the Commission appoint Jim Collins to the
CAC/SSTAC with a term expiration in September 1997.
1005. San Bernardino Associated Governments FY 94/95 Commuter Assistance
Program Contract Amendment.
Overview
Under contract to the San Bernardino Associated Governments (SANBAG), the
Commission and its consultant staff, Inland Transportation Services, developed
and implemented a commuter incentive program, Option Rideshare, for San
Bernardino based commuters in FY 93/94. SANBAG and RCTC staff have
developed a FY 94/95 budget for continuation of the program. Approval of
Amendment No. 1 to Contract No.94-021 is recommended by staff.
10D. Consent Calendar - Highways/Local Streets and Roads.
10D 1 . FY 1994-95 LTF Allocations for Streets and Roads - Palo Verde Valley.
Overview
The estimated FY 1994-95 apportionment of Local Transportation Funds (LTF)
for the Palo Verde Valley area is $327,123. The Commission has allocated
$73,273 to the Palo Verde Valley Transit Agency, leaving a balance of
$253,850 available for local streets and roads purposes. This item is to approve
the LTP allocation for Palo Verde.

10D2. Agreement Amendment No. 5 with County of Riverside Real Property Division
for Right -of -Way Acquisition Services on a Route 111 Measure A Highway
Project.
Overview
In July, RCTC approved a Memorandum of Understanding with the City of Palm
Springs for project development, design, and construction at East Palm Canyon
(formerly Route 111) and Sunrise Way. One work task RCTC will provide is
assistance to the City of Palm Springs in right-of-way acquisition. RCTC
currently has an agreement with the Riverside County Rail Property Division for
right-of-way acquisition and appraisal services. Staff proposes retaining the
County for the property acquisition necessary at the Sunrise Way location.

10E. Consent Calendar - Commuter Rail.
10E1. AMTRAK Inter -City Rail Agreement.
Overview
The Southern California Regional Rail Authority (MetroLink) has asked each of
its member agencies to approve a negotiated agreement with the National
Railroad Passenger Corporation (AMTRAK) for the operation of intercity rail
passenger service. We are recommending that the Commission approve this
agreement and empower the Executive Director to execute the final agreement,
in consultation with Legal Counsel, as long as further revisions do not dimiiinish
RCTC's position.
