HomeMy Public PortalAboutResolution No. 23-151 Report on Permit and Licensing Processing TimesSponsored by: Mayor Taylor RESOLUTION NO. 23-151 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA DIRECTING THE INTERIM CITY MANAGER TO DELIVER TO THE CITY COMMISSION A REPORT ON THE AVERAGE PERMIT AND LICENSING PROCESSING TIMES FOR ALL PERMITS AND LICENSES ISSUED BY THE CITY OF OPA-LOCKA, INCLUDING THE PROCESSING TIMES FOR THE CITY OF OPA-LOCKA AS COMPARED TO ALL OTHER MUNICIPALITIES WITHIN MIAMI-DADE COUNTY; TO FURTHER DEVELOP A PLAN TO IMPROVE THE CITY'S PROCESSES AND REDUCE THE PROCESSING TIMES BELOW THE COUNTY -WIDE AVERAGE IN ORDER TO DELIVER MORE EXPEDITED, QUALITY SERVICES TO CITY RESIDENTS AND BUSINESS OWNERS WITHIN A PERIOD OF NINETY (90) DAYS FROM THE PASSAGE OF THIS RESOLUTION; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Opa-Locka ("City") is currently in the peak season of permitting and licensing renewals. This activity has caused a drastic increase in applications within the Building and Licensing Department, which has delayed the City's time for processing and issuance; and WHEREAS, the City Commission is seeking information on the average permit and licensing processing times for all permits and licenses issued by the City, to include the processing times for the City of Opa-Locka compared to all other municipalities within Miami -Dade County; and WHEREAS, the City Commission further desires and direct that the Interim City Manager to develop a plan to improve the City's processes and reduce the processing times below the county -wide average to deliver more expedited, quality services to City residents and business owners within a period of ninety (90) days from the passage of this resolution; and WHEREAS, the City Commission has determined that directing the Interim City Manager to deliver to the City Commission a report on the average permit and licensing processing time for all permits and licenses issued by the City of Opa-Locka, including the processing times for the City, as compared to all other municipalities within Miami - Dade County and develop a plan to improve the City's processes and reduce the processing times below the county -wide average, all to be conducted within ninety (90) days of the passage of Resolution is in the best interest of the City of Opa-Locka. Resolution No. 23-151 NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA LOCKA, FLORIDA: SECTION 1. RECITALS ADOPTED. The recitals to the preamble herein are incorporated by reference. SECTION 2. AUTHORIZATION The City Commission of the City of Opa-Locka hereby directs the Interim City Manager to deliver to the City Commission a report on the average permit and licensing processing times for all permits and licenses issued by the City of Opa-Locka, including the processing times for the City of Opa-Locka compared to all other municipalities within Miami -Dade County. The City Commission further directs that the City Manager develop a plan to improve the City's processes and reduce the processing times below the county -wide average in order to deliver more expedited, quality services to City residents and business owners all to be conducted within a period of ninety (90) days from passage of this Resolution. SECTION 3. SCRIVENER'S ERRORS. Sections of this Resolution may be renumbered or re -lettered and corrections of typographical errors, which do not affect the intent of this Resolution may be authorized by the Interim City Manager, following review by the City Attorney, without need of public hearing, by filing a corrected copy of same with the City Clerk. SECTION 4. EFFECTIVE DATE This Resolution shall take effect upon the adoption and is subject to the approval of the Governor or Governor's Designee. PASSED and ADOPTED this 11th day of October, 2023. Staff Summary: The City is currently in the peak season of permitting and licensing renewals. This has caused a drastic increase in applications within the Building and Licensing Department which delays the City’s time for processing and issuance. The Mayor & City Commission is seeking to review and compare the City of Opa- locka and neighboring municipalities’ response times. The Interim City Manager shall create and provide the Mayor & Commission with a report detailing this information and shall develop a plan to reduce the Department’s processing time and improve its practices to ensure residents and businesses are receiving efficient and satisfactory results. The report and plan shall be presented within 90 days. Financial Impact – There is no financial impact from this proposed ordinance amendment.
