Dear Ms. Schleicher:
This letter serves as our official Recommendation of Award for a construction contract for
the referenced project.
After satisfactory advertisement, sealed bids were received at the Tybee Island City
Administration Building on Tuesday March 3, 2015 and were thereafter publicly opened, read
and recorded. The bids have been reviewed and the items checked for compliance to the
plans and specifications.
The low bidder was BRW Construction Group, LLC, of Savannah, Georgia with a total
base bid of $ 1,049,449.00. The contractor has a background of successfully completing
projects of similar type, size and complexity to this one.
Accordingly, Thomas & Hutton recommends award of a construction contract to BRW
Construction Company as the lowest responsive bidder.

I. Additional Upgrade & Associated Costs
1- Blowers- less Noise, more efficient $ 70,000
2- Pre-Stressed Concrete Tank- $100,000
No leakage, no cracks
3- Aluminum Canopy to cover Blowers $ 30,000
4- Additional Pressure Relief Valve for Tank $20,000
5- Stainless Steel piping $30,000
6- Additional VFD for Blowers $50,000
Total Upgrade $300,000
II. Estimated Cost Savings
There are some cost savings associated with having a digester in a treatment plant. The
estimate cost savings by installing a digester will eventually pay for itself within approximately
twelve year period.
Sludge hauling $ 9.532.00
Polymer $ 8,800.00
Tipping Fee $ 4,900.00
Power cost $ 5,200.00
Labor Cost $63,680.00
Total (approximate) Annual Savings 92,112.00
III. Pay Back
$1,050,000 / $92,000 = 11.5 years
