President Pottorff called the meeting to order at 7:30 p.m. with the Pledge to the Flag. Roll call was taken. All members of the Board were present. The Treasurer's report was submitted. G. Beahm made a motion to authorize payment of Village Auto Service invoice in the amount of $1,089.44. Seconded by G. Ansley. Vote by roll call: Beahm, aye; Robinson, aye; Ansley, aye; King, aye; Selfridge, aye. Five ayes, no nays. Motion declared carried. L. Robinson made a motion to authorize payment of two invoices covering engineering services, Walter E. Deuchler Associates, Inc. totaling $5,997.86. Seconded by G. Beahm. Vote by roll call: Beahm, aye; Robinson, aye; Ansley, aye; King, aye; Selfridge, aye. Five ayes, no nays. Motion ~. carried. R. Selfridge made a motion to pass Ordinance No. 875, entitled, " AN ORDINANCE AMENDING CHAPTER 10, ARTICLE 12, SECTION 12--2--9 et. seq., AND PROVIDING THAT THE C05T OF CUTTING WEEDS SHALL BE PAID BY THE OWNERS OF THE PREMISES ON WHICH THE WEEDS ARE GROWING". Seconded by G. Ansley. Vote by roll call: Beahm, aye; Robinson, aye; Ansley, aye; King, aye; Selfridge, aye. Five ayes, no nays. Motion declared carried. G. Ansley made a motion to pass Ordinance No. 876, entitled, "AN ORDINANCE PROVIDING THAT THE COST OF RAT EXTERMINATION AND THE REMOVAL OF GARBAGE AND DEBRIS SHALL BE PAID BY THE OWNER OF THE REAL ESTATE AFFECTED", Chapter 5, Article 3, Section 3-3-1 of the Code of Ordinances of the Village of Plainfield. Seconded by G. Beahm. Vote by roll call: Beahm, aye; Robinson, aye; Ansley, aye; King, aye; Selfridge, aye. Five ayes, no nays. Motion declared carried. R. Selfridge made a motion to pass Ordinance No. 877, entitled, "AN ORDINANCE ESTABLISHING ZONING DISTRICT B-4 (HIGHWAY BUSINESS DISTRICT), PARKING SPACE REQUIREMENTS, LOT COVERAGE MAXIMUM HEIGHT REQUIREMENTS". An amendment to Chapter 8, Article 6, Section 6 of the Code of Ordinances of the Village of Plainfield. Seconded by J. King. Vote by roll call: Beahm, aye; Robinson, aye; Ansley, aye; King, aye; Selfridge, aye. Five ayes, no nays. Motion declared carried. G. Ansley made a motion to accept Plan Commission Report. Seconded by L. Robinson, Motion declared carried. - 2 - VILLAGE BOARD OF TRUSTEES MEETING September 20, 1976 L. Robinson made a motion to pass Ordinance Na. 878, entitled, ''ANNEXING TERRTTORY", Chapter 7, Article 8, Section $ of the Code of Ordinances of the Village of Plainfield. Seconded by G. Beahm. Vote by roll call: Beahm, aye; Robinson, aye; Ansley, aye; King, aye; Selfridge, aye. Five ayes, no nays. Motion declared carried. G. Beahm made a motion to pass Ordinance No. 879, entitled, "REZONING OF .TORN SERENA'S PROPERTY AT ROUTE 59 AND ROBERTS AVENUE, PLAINFIELD, ILLINOIS, an amendment to Ordinance No. 674, Chapter 8, Article 6, Section 6-1 thru 6-35 of the Cade of Ordinances of the Village of Plainfield. Seconded by J. King. Vote by roll call: Beahm, aye; Robinson, aye; Ansley, aye; King, aye; Selfridge, aye. Five ayes, no nays. Motion declared carried. J. King made a motion to pass Ordinance No. 880, ILLINOIS MUNICIPAL RETIREMENT FUND, Chapter 1, Article, 6, Section b-1 of the Cade of Ordinances of the Village of Plainfield. Seconded by G. Beahm. Vote by tall call: Beahm, aye; Robinson, aye; Ansley, nay; King, aye; Selfridge, nay; Pottarff, aye. Four ayes, 2 nays. Motion declared carried. .7. King made a motion to pass Ordinance No. 881, PARTICIPATION IN TLLINOIS MUNICIPAL RETIREMENT FUND, Chapter 1, Article 6, Section 6-2 of the Code of Ordinances of the Village of Plainfield. Seconded by G. Beahm. Vote by roll call: Beahm, aye; Robinson, aye; Ansley, nay; King, aye; Selfridge, nay; Pottorff, aye. Four ayes, 2 nays. Motion declared carried. G. Ansley made a motion to authorize Clerk to sign Commonwealth Edison Company Street Lighting Contract for Whispering Creek Subdivision for 11 street lights. Seconded by K. King. Motion declared carried. An application far a Class A Liquor License was submitted for Donald C. Smith. Action was tabled until October 4 Board meeting. There was discussion regarding Projection Population Forecast prepared in conjunction with Village Planner and Northeastern Illinois Planning Commission. The Board concurred with the 11,300 figure as amended by NIPCI for Plainfield proper for the year 2000 and 14,000 for the Plainfield area as in the report.
