-Regular Meeting
DATE: April 19, 1976 AT: Village Hall
MEMBERS OF BOARD PRESENT: C. Pottorff, President, Trustees, G. Beahm,
L. Robinson, G. Ansley, S. Judy were present.
Trustee, R, Selfridge was absent.
President Pottorff called the meeting to order at 7:40 p.m. Ralf call was
taken. R. Selfridge, Trustee, was absent.
The Treasurer's Report was submitted.
G. Beahm made a motion to change the date. for the Spring Clean-up to
May 21 and May 2.2, 1976. Seconded by G. Ansley. Motion carried.
Board agreed for Police Department to employ Auxiliary policeman, Robert
Long as part time police officer to fill in for vacations, illness, etc.
Plan Commission report was submitted.
G. Ansley made a motion to accept recommendation of Plan Commission
to annex and rezone B-1 Lila Bayles property located at Rout 126 and
Indian Boundary Road. seconded by L. Robinson. Vote by roll call:
Beahm, aye; Robinson, aye; Ansley, aye; Judy, aye. Four ayes, no nays. .
Motion carried.
L. Robinson made a motion to accept recommendation of Plan Commission
to annex and rezone I-1 Ash Manufacturing property, Route 126. Seconded
by G. Beahm. Vote by roll call: Beahm, aye; Robinson, aye; Ansley, aye;
Judy, aye. Four .ayes, no nays. Motion carried.
G. Beahm made a motion to accept. recommendation of Plan Commission to
annex all of the right-of-way of Illinois State Route 126, lying West
of the West line of Walter Schempf property (Goodie Basket Restaurant)
to Whispering Creek Subdivision, Seconded by L. Robinson. Vote by roll
call: Beahm, aye; Robinson, aye; Ansley, aye; Judy, aye. Four ayes,
no nays. Motion carried.
S. Judy made a motion to pass Ordinance No. 84$, Rezoning Amendment to
Zoning Ordinance, Chapter 8, Article 7, Sec. 7-3~ of the Code of Ordinances.
Rezoning of 306 James Street from Res, A to A_4 District. Seconded by
G. Ansley. Vote by roll call: Beahm, aye; Robinson, aye; Ansley, aye;
Judy, aye. Four ayes, no nays. Motion carried.

G. Beahm made a motion to pass Ordinance Nn. 849, Rezoning Amendment
Chapter 8, Article 7 Sec. 7-38 of the Code of Ordinances, rezoning of
b04 James Street from Res. B to A-1 District. Seconded by G. Ansley.
Vote by roll. call: Beahm, aye; Robinson, aye; Ansley, aye; Judy, aye.
Four ayes, no nays. .Motion carried.
G. Ansley made a motion to pass Ordinance No. $5O, ". An:Ofdinance
Annexing Territory"(Route x{'126), Chapter 7, Article 8, Sec. 8-49 of the
Code of Ordinances. Seconded by S. Judy. Vote by roll call: Beahm, aye; ~-~•~
Robinson, aye; Ansley, aye; Judy, aye. Four ayes, no nays. Motion
carried.
L. Robinson made a motion to pass Ordinance No. 851,"An Ordinance
Authorizing the Execution of a Pre-Annexation Agreement with Lila R.
Bayles", Chapter 7, Article 8, Sec. 8-50 of the Code of Ordinances.
Seconded by G. Beahm. Vate by roll call: Beahm, aye; Robinson, aye;
Ansley, aye; Judy, aye. Four ayes, no nays. Motion carried.
G. Beahm made a motion to pass Ordinance No. $52, "An Ordinance Annexing
Part of the Bayles Farm on Route 126 At the Indian Boundary Line Road",
Chapter 7, Article 8, Sec. 8-51 of the Code of Ordinances. Seconded by
L. Robinson. Vote by roll call: Beahm, aye; Robinson, aye; Ansley, aye;
Ansley, aye; Judy, aye. Four ayes, no nays. Motion carried.
L. Robinson made a motion to pass Ordinance No. 853, Rezoning Amendment
Chapter 8, Article 7, Sec. 7-39 of the Cade of Ordinances, Rezoning of
Part of the Bayles Farm on Route 126 at Indian Boundary Line Road from
Residence A to B-1 District. Seconded by G. Beahm. Vote by roll call:
Beahm, aye; Robinson, aye; Ansley, aye; Judy, aye. Four ayes, no nays.
Motion carried.
G. Ansley made a motion to pass Ordinance No. $54, "An Ordinance
Authorizing the Execution of a Pre-Annexation Agreement with Ralph J.
Bade, Louis R. Bertani, Union National Bank and Trust Company as Trustee",
Chapter 7, Article 8, 'Sec. 8-52 of the Code of Ordinances. Seconded by
L. Robinson. Vote by roll call: Beahm,. aye; Robinson, aye; Ansley, aye;
Judy, aye. Four ayes, no nays. Motion carried.

Annexing Farms on Route 126 (Whispering Creek Subdivision)". Seconded by

Judy, aye. Four ayes, no nays. Motion carried.
G. Beahm made a motion to pass Ordinance .No. 856, Rezoning Amendment
Chapter $, Article .7, Sec'. 7-40 of the Code of Ordinances, Rezoning from Res.
of farms on Route 126 (Whispering Creek Subdivision). /Seconded by L.

Judy, aye. Four ayes, no nays. Motion carried.

G. Ansley made a motion to pass Resolution No.764, pertaining to School
contribution for Bada property (Whispering Creek). Seconded by G. Beahm,
Vote by roll call: Beahm, aye; Robinson, aye; Ansley, aye; Judy, aye.
Four ayes, no nays. Motion carried.
L. Bertani presented the final Flat for Whispering Creek Subdivision Units
1 & 2. G. Ansley made a motion to authorize the President to sign the Flat.
Seconded by G. Beahm. Vote by roll call: Beahm,. aye; Robinson, aye;
Ansley, aye; Judy, aye. Four ayes, no nays. Motion carried.
L. Robinson made a motion to pass Ordinance No. 857, An Ordinance
Providing for Installation of a Water Main (Whispering Creek Special
Assessment No. 1). Seconded by G. Ansley. Vote by roll call: Beahm, aye;
Robinson, aye; Ansley, aye; Judy, aye. Four. ayes, no nays. Motion carried.
G. Beahm made a motion to pass Ordinance No. 858, "An Ordinance Amending The
Code of Ordinances Of The Village Of Plainfield, Illinois, Relating To
Licensing And Regulating The Sale of Alcoholic Liquors". Seconded by L.
Robinson. Vote by roll call: Beahm, aye; Robinson, aye; Ansley, aye;
Judy, aye. Four ayes, no nays. Motion carried.
Hugh Rose, Graphic Designs, Inc. and Dave Lindquist, Geotech, Inc. were
present with a progress report on new Municipal Building. It was agreed
among Board members to hold a special meeting Monday, April 26, 1976 at
the Village Hall at 7:30 p.m. to discuss interior of new building.
L. Robinson made a motion to authorize Fresi.dent and Village Clerk to
execute application for permit to Illinois .Department of Transportation
for installation of a water main under and across the DuPage River.
Seconded by G. Ansley. Motion carried.
On motion meeting adjourned at 10:00 p.m.
