May 18, 2022 TIME: 4PM PLACE: Meet at Town Hall, 2198 Main St. Tour Pond Parcel, 500 W.H. Besse Cartway and Bay Parcel, 3057 Main St. MEMBER PARTICIPANTS: Kari Hoffmann, Dave Whitney, Cynthia Baran, Paul Ruchinskas, Chris Williams, Jan Crocker, Katie Gregoire, Doug Wilcock, Anne Wei rich -Alternate, Donna Kali nick -Assistant Town Administrator LIAISONS: Bill Henchy, Amy Henderson, Seamus Woods, Hal Minis, Melissa Lowe Others Present: Brian Locke, Ed Barber Call to Order. Donna Kalinick called the meeting to order at 3:41pm as members assembled and proceeded to the transport vehicles to be taken to the first tour location. A quorum was declared. There were no public announcements or comments. Introductions were made by all in attendance. Pond Parcel Site Visit At the pond property site Ed Barber, Sea Camps Property Manager, gave a brief history of how the parcel was used by the Cape Cod Sea Camps (sailing, waterskiing, swimming, windsurfing, etc.) Mr. Barber clarified there are 4 buildings (sheds) on the south-west side of the beach front property, with a fire pit area. The land near the shore is prone to flooding when there is a lot of rainfall and the water table is high. In the past, campers walked from the bus turnaround on the driveway to the waterfront area. There would be approximately 100 kids at the location daily when the camp was in session. There is no access to electricity or potable water at the site, porta-potties were used in the recent past by the camp. Buildings on the north- east side of the beachfront include a caretaker's cottage, shed, and boathouse for watersport equipment storage. The floating, anchored dock was used to provide a swimming area. The driveway to the property is now owned by the town. Private homes in the area are allowed to use the driveway for most of the year. More information will be needed regarding future access to the area. Security measure have been put into place to ensure safety of the property. It is patrolled regularly. The pond property abuts the "Long Pond Woodlands" (former Robinson Property) which includes a small portion of the waterfront on Long Pond across the cove from the parcel. Some questions to be discussed at a future meeting: How to balance parking/infrastructure, recreational uses with environmental protection? How do we educate the public about the Pond Property? Clarify Massachusetts Audubon's vision for use of a portion of the property? Bill Henchy, Anne Weirich, Cynthia Baron and Dave Whitney did not attend the Bay Parcel Site Visit. Members asked about the potential future siting of a community center and potential opportunities for existing housing re -use. Discuss Future Agenda Items: No Discussion Matters Not Reasonably Anticipated by the Chair: None Next Meetings: June 15, 2022, virtual at 4PM. Adjournment A motion for the meeting to be adjourned was made by member Doug Wilcock, seconded by member Katie Gregoire. Adjournment was voted unanimously. The meeting adjourned at 6:50 PM.
