BELTS AND ASSOCIATES PRESENTATION
1. Belts suggested a 30" x 42" frame and plexiglass cover be
attained for the drawing to be used at the Feb. 19 Park Bond Review
Meeting.
2. Volleyball Court - Committee decided the best place to locate
the court would be on the south west end of the new park's beach.
3. Snow Sculpting Garden(article "A") - Committee liked the idea
and will cooperate. Committee hopes to get the Id. Power company to
move the lights from the Movie Source to the New Park. Finally, the
committee would like to see the Idaho Snow Sculpting Championship
Committee pay for the water hydrants and electrical hook-ups.
Belts and Associates will do final Park Plan with this contest in
mind.
4. Curbs and Gutters - Belts and Associates will analyze this topic
taking into consideration looks, economics, functionality, and water
drainage.
5. Swimming Platforms - Belts and Associates will draw in buoy
lines and swimming platforms. In addition, Belts and Associates
will look into State Permits and their costs.
6. Prison Fellowship - City Administrator informed the committee
that it may be possible to have a crew of prisoners do a
great deal of work. The prisoners would work under a City Employee
who would act as a foreman to insure quality work. Belts and
Associates will do a write up showing possible prison work and its
related costs.

TO WHOM IT MAY CONCERN:

McCall has just completed another Winter Carnival and, in spite of unseasonably
warm weather, it seems to have been one of the most successful ever. Projects
like Winter Carnival require planning and cooperation from many different entities
in the community.
The Idaho Snow Sculpting Championship is a major part of Winter Carnival and we are
planning ahead for the Sixth Annual Championship in 1992. The ISSC is growing in
size, popularity and quality of competitors from throughout the State. We have had —
some preliminary talk with the City and the ISSC Board of Directors about the pos-
sibilities of of having our event as a winter user of the New City Park that is
planned for construction this summer on the lake.
We envision (with planning from the Park Committee) a wonderful snow sculpture gar-
den in the new Park. The main requirements would be frost -free water outlets,
electrical service in a couple of places and a general layout of the Park that
would include:
1. A major entrance with identification.
2. Possibility of an area for consessions and displays of artist's work.
3. The ISSC would build sun screens that would double as back -drops to
enhance and protect the sculptures for viewing, photographing and
media coverage.
We are not asking for any changes in your thoughts on how the park is to be con-
structed and feel we would only be asking for minor additions that would enable
our use of the park in the winter and create flexibility and broadening of park
usage for other events throughout the year.
What this will accomplish for the ISSC is a true sculpture garden for extended
viewing as sculptures would not have to be removed the day after Carnival. It
would make it easier for the ISSC and the city in the initial set-up of blocks
as well. It would eliminate the necessity of closing a city street for this
event and allow an opportunity for the event to grow as more room is made avail-
able.
This initial letter is to advise you of our interest and hope that you will consider
the ISSC in your plans. We will make ourselves available for a future meeting and
present to you a more detailed list of suggestions on request.
