This is an affordable resale of a habitat home. The applicant submitted an initial application to the Buy Down program, meets the income criteria, and is on our Buy Down Program ‘waitlist’. Yesterday I received a completed Purchase and Sale Agreement from the applicant for $167, 070. I am waiting for the home appraisal which is taking place this afternoon. The purchaser had declined a home inspection. However, I talked with the purchaser today, shared that a home inspection is a normal requirement of the Buy Down Program, and explained the importance of the inspection. The potential buyer is following up with Gael Kelleher at Housing Assistance Corporation who has been involved in the resale. I have also left a message for Gael. What is the CPC meeting schedule for July? The P & S agreement is scheduled to close August 4th. This meeting will be conducted by remote participation pursuant to Chapter 20 of the Acts of 2021. No in-person meeting attendance will be permitted. If the Town is unable to live broadcast this meeting, a record of the proceedings will be provided on the Town website as soon as possible. 1.Discussion and possible vote to extend ADA Field improvements project award Rollie said on the first part of the ADA, they are working on that, when looking at the fields, they put the walkway too close to have two proper fields out there. There is a new redesign in place. They are having the DPW working on that. Griffin is drawing up the plans for that and then they will restart. They are unsure as to when the work will start and need to make sure they get a little bit more time on the award. Faythe said that the letter is requesting a one-year extension and then revisit if necessary and asked Rollie if that extension was correct. Rollie said that was correct. Motion to extend the Recreation Award for the ADA Field Improvements to June 20, 2023. MOVED by Elizabeth Taylor. Seconded by Paul Ruchinskas. As members of the CPC, we are all eligible to be on the CPA Steering Committee. The deadline to apply is July 1st. 3.Discussion of update from Town Administrator regarding future meeting formats Approved: VOTE: Community Preservation Committee Minutes of June 22, 2022 Page 2 of 3 Faythe said for our next meeting we can continue to be remote. For follow-up meetings, that may change depending on what the State decides. Faythe said she believes it will be flexible enough that as long as we have a physical quorum, the others can dial in. 4.Reminder – funding applications for Fall 2022 Town Meeting due by July 1 Faythe said this is just a reminder. The application submission date is July 1st of this year. That date is coming up quickly. At our next meeting we will be talking about what has been submitted. She does believe there will be something submitted regarding Open Space. No questions. 5.Project Updates: Faythe said we have been actively working with the Housing Authority to finish up the Huckleberry Roof project. Faythe also said the Historical Commission work to continue the Form B project has been completed. We are currently working to get them put into the library for those interested in looking at the background of their housing. Sharon said the Dog Park is open and functioning. Everyone is very happy with it. The invoices are coming in, and at this point, there is still $100,000 left, but not all payments have been made. Sharon also said Brewster Woods is really moving along, and they are expecting people to be moving in in the Fall. Faythe said she believes the lottery deadline is July 1st. She suggested anyone interested in finding out more information should visit the town website for specific details. Sarah said that the Dog Park is a great park. People from out of town have said it is the nicest park they have ever seen. Those of us who use the dog park are extraordinarily grateful for this park! Faythe said people are really thrilled. 6.Approval of Minutes from 5/25/22 Faythe said on page 2, Pat “Hues” is spelled Hughes Motion to approve the Minutes of 5/25/22 with that edit. MOVED by Sarah Robinson. Seconded by Paul Ruchinskas. Faythe answered that the consultant came down to give an opinion. Apparently, a letter has gone out from the Conservation Commission that says there is some possibility to preserve the Schoolhouse. It is very preliminary at this stage. BREWSTER COMMUNITY PRESERVATION GRANT QUARTERLY PROJECT STATUS REPORT Name of CPA Recipient: Habitat for Humanity of Cape Cod, Inc. Habitat closed on the donation of the two lots from Beth Finch on February 28,2022. Deed for transfer of property at: BK 34935 PG 265. Update: The Regulatory Agreement was reviewed by Brewster Town Attorney, approved by Habitat’s Attorney and sent for final review and approval to DHCD on 4/11/2022. Multiple inquiries have been made as to its status. We have been told that DHCD legal is very backed up but feel certain the RA will be approved within the next month. We will then move it to all party signature and Registry of Deeds recording. Infrastructure: 0% Complete: Of note, the start of the Red Top Road project is tied to the installation of Town Water on Red Top Road. We will coordinate the start of our infrastructure to a firm start date for the water installation project. Construction: 0% Complete: Our tentative plan for wall-raisings remains for July 2023, with a 12-month construction period. Volunteers: Fundraising: Private fundraising continues in its outreach to foundations, private individuals, and faith- based & community organizations. To date, we have secured two home-sponsorship pledges, Peter Soule has pledged $50,000; and Mr. Ed Ebert and friends have raised over $70,000 in funds to support the Veteran’s home to be built in honor and memory of longtime Habitat volunteer, Bob Harding. CPC approved a $100k grant. We have almost completed our FHLBB application and will submit to FHLBB at the end of July 2022. The response from FHLBB will be due in December 2022. Homeowners: A date for family applications has not been determined. Marketing for the applications generally occurs 5 or 6 months prior to wall raising. Events/Press: Project Timeline/Schedule: Bob Ryley, Habitat’s Director of Construction has had a brief preliminary meeting with Davis Walters, Brewster Building Commissioner. We are working on our building permit applications (waiting on architect stamped plans, final engineering materials and our projected rating report from our HERS rater) and plan to submit in August. Following submission, we will request an “all staff” meeting with the Water Department, BOH, Building and others as required to go over next steps and determine our ability to move forward. With approval we would like to begin some early infrastructure this fall (we had hoped to start in late spring, but due to delays have made this change in schedule). Issues/Comments/Concerns: • Public safety officials requested that the new subdivision become a named street. On 5/18/2022, Brewster Fire Chief Moran approved the name of Phoebe Way for what was formerly 26 Red Top Road. Street numbers will be assigned soon. For now, in documents, we are using assessor assigned identifiers for the parcels. Lot A is 15-76 Phoebe Way, Lot B is 15-77 Phoebe Way, and the existing home (Mrs. Finch) is 15-2 Phoebe Way.
