Regular Meeting
DATE: May 5, 19$0 AT: Village Hall
MEMBERS OF BOARD PRESENT: Trustees: G. Ansley, J. Graham, J. King, L. Robinson
and C. Smith. President R. Selfridge and
Trustee J. D'Arcy were absent.
In the absence of the President, Shirley Yates, Village Clerk called the meeting
to order at 7:30 p.m. with the pledge to the flag.
C. Smith made a motion to appoint Trustee G. Ansley as President pro-tem.
Seconded by J. Graham. Motion declared carried.
Roll call was taken. President R. Selfridge and Trustee J. D'Arcy were absent.
J. King made a motion to approve the minutes of April 7 and April 21, 1980.
Seconded by L. Robinson. Motion declared carried.
L. Robinson made a motion to declare the week of May 10th to the 16th Municipal
Clerk's Week. Seconded by J. King. Vote by roll call: Ansley, aye; Graham, aye;
King, aye; Robinson, aye; and Smith, aye. 5 ayes, no nays. Motion declared carried.
Permission was granted for the 32nd Annual Race of Dimes for June 21, 1980 to the
National Foundation - March of Dimes. A letter to the Foundation will be required
by the Village Clerk to request there be no soliciting on the highways in the
Village.
The Board requested the Village Clerk direct a letter to David Heslinga from the
Walter Deuchler Associates due to his resignation from his position with the firm.
L. Robinson made a motion to direct the Village Clerk to sell the copy machine
in the amount she feels justified. Seconded by J. King. Vote by roll call:
Ansley, aye; Graham, aye; King, aye; Robinson, aye; and Smith, aye. 5 ayes, no
nays. Motion declared carried.
L. Robinson made a motion to accept the proposal from the Northern Illinois Gas
Company for easement on the Village Hall property. Seconded by C. Smith. Vote
by roll call: Ansley, aye; Graham, aye; King, aye; Robinson, aye; and Smith, aye.
5 ayes. No nays. Motion declared carried.
Edward Geschke, Treasurer, presented the Federal Revenue Sharing report for the
1980-19$1 fiscal year as follows: Village Hall - $17,000.00; Pennington property -
$4,500.00; spring clean-up - $2,800.00 and Senior Citizens - $800.00 totalling
$25,350.00.
Village Clerk was instructed by the Board to write letters to the Crisis Line of
Will County and Family Counseling Agency in Will County stating that any Federal
Revenue Sharing monies received above this committment will be distributed to them
equally.
L. Robinson made a motion for the Village Planner to have land surveyor draw up
the necessary plats of annexation for the Public Hearing to be held May 19, 19$0.
Seconded by J. Graham. Vote by roll call: Ansley, aye; Graham, aye; King, aye;
Robinson, aye; and Smith, aye. 5 ayes, no nays. Motion declared carried.

May 5, 1980
J. Graham made a motion to adopt Ordinance 4972 -- McClester-Nimmons Village
of Plainfield Free Public Library authorization for the issuance of tax antici-
pation warrants in anticipation of the collection of Library taxes levied for the
year 1979 for general library purposes. Seconded by J. King. Vote by roll call:
Ansley, aye; Graham, aye; King, aye; Robinson, aye; and Smith, aye. 5 ayes, no
nays. Motion declar~.d carried.
C. Smith made a motion to advertise for bid for street maintenance and resurfacing
of the streets in the Village to be done. Seconded by J. King.
C. Smith withdrew his motion.
L. Robinson made a motion that the Village of Plainfield appropriate the sum of
$10,000.00 of Motor k'uel Tax funds far the purpose of maintaining streets and
highways under the applicable provisions of the Illinois Highway Code, from
January 1, 1974 to becember 31, 1974. Seconded by J. King. Vote by roll call:
Ansley, aye; Graham, aye; King, aye; Robinson, aye; and Smith, aye. 5 ayes,
no nays. Motion declared carried.
J. King made a motion that the Village of Plainfield appropriate the sum of
$78,000.00 of Motor Fuel Tax funds for the purpose of maintaining streets and
highways under tha applicable provisions of the Illinois Highway Code, from
January 1, 19$0 to December 31, 19$0.
Board approved the authorization for the Village Clerk's signature for Municipal
Request for Expenditure of Motor Fuel Tax funds in the amount of $10,804.23.
J. King made a motion to authorize Charles Smith the approval to have Raymond Rock
construct new sidewalks at 507 and 509 James Street at no labor coat::-,V~.l~.~ge:w~11

J. King made a motion to advertise for bids far the necessary sidewalk repairs of
90 slabs and 290 slabs. Seconded by J. Graham. Vote by roll call: Ansley, aye;
Graham, aye; King, aye; Robinson, aye; and Smith, aye. 5 ayes, no nays. Motion
declared carried.
L. Robinson made a motion for the advertisement for bids for painting 200,000 gallon.
elevated water tank on Mills Street. Seconded by C. Smith. Vote by roll call:

nays. Motion declared carried.
L. Robinson made a motion to advertise for bids for 2 drying beds for the sewer
plant upon approval of the State of Illinois. Seconded by C. Smith. Vote by roll
call: Ansley, aye; Graham, aye; King, aye; Robinson, aye; and Smith, aye. S ayes,
na nays. Motion declared carried.
Permission was granted to ESDA to hang a banner on Lockport Street east of the corner
of Route S9 as long as it doesn't block observation of the flashing red light for
their upcoming circus to be held June 13, 1980 at the Four Seasons Park.
L. Robinson made a motion to draw up an Ordinance for the increase of Village

vehicle stickers effective .July 1, 1980. Seconded by Charles Smith. Vote by roll

C. Smith made a motion to advertise for bids for water problems on Eastern Avenue
in front of the Indian Trail Jr. High School. Seconded by J. Graham. Vote by
roll call: Ansley, aye; Graham, aye; King, aye; Robinson, aye; and Smith, aye.
5 ayes, no nays. Motion declared carried.
Residents of the Whispering Creek Subdivision discussed their concern about
rubbish and rodents in their subdivision. They agreed to present to the Board
a written statement of the~.r problems.
On motion meeting adjourned to an Executive Session at 9:20 p.m. to discuss
personnel.
G. Ansley opened the adjourned meeting at 9:55 p. m.
L. Robinson made a motion to hire John Donahue for the Water and Sewer Department
at the annual rate of $13,00$.00 effective May 19, 1980. Seconded by C. Smith.
Vote by roll call: Ansley, aye; Graham, aye; King, aye; Robinson, aye; and
Smith, aye. 5 ayes, no nays. Motion declared carried.
