Regular Meeting
DATE: April 7, 1980 AT: Village Hall
MEMBERS OF BOARD PRESENT: President 5elfr.idge, Trustees G. Ansley, J. D'Arcy, J.
Graham, L. Robinson, and C. Smith. J. King absent.
President called the meeting to order at 7:32 p.m. with the pledge to the flag. Roll
call was taken. Trustee, J. King was absent.
J. D'Arcy made a motion to approve minutes of March 3 and March l7, 1980 meetings.
Seconded by L. Robinson. Vote by roll call: Graham, aye; Robinson, aye; Smith, aye;
Ansley, aye; and D'Arcy, aye. 5 ayes, no nays. Motion declared carried.
L. Robinson made a motion to re-appoint Arlo Simmons Chairman of the Plan Commission
and Herbert Bayer, Vice Chairman of the Plan Commission. Seconded by J. D'Arcy.
Vote by roll call: Graham, aye; Robinson, aye; Smith, aye; Ansley, aye; and D'.Arcy,
aye. 5 ayes, no nays. Motion declared carried.
L. Robinson made a motion to accept recommendation of the Zoning Board of Appeals
granting variation of Case 488-22680V, Walter Peterson, 217 Main 5t. with the
stipulation that a permanent type fence be maintained in the front of the property
with para11e1 parking only. Seconded by G. Ansley. Vote by roll call: Graham, aye;
Robinson, aye; Smith, aye; Ansley, aye; and D'Arcy, aye. 5 ayes, no nays. Motion
declared carried.
L. Robinson made a motion to budget $600.00 for the fiscal year 1981 towards salary
of Joy Schaad, Civil Engineer for the Joliet Urbanized Area Council of Mayors.
Seconded by J. D'Arcy. Vote by roll call: Graham, aye; Robinson, aye; Smith, aye;
Ansley, aye; and D'Arcy, aye. 5 ayes, no nays. Motion declared carried.
L. Robinson made a motion tv add to the annexation agreement that anyone contiguous
of Renwick Rd., Caton Farm Rd., I-5S and Illinois Route 59 within the next 6 months
give them a like rebation (5 yr. relief) of the Village taxes. Seconded by J. D'Arcy.
Vote by ro11 call: Graham, aye; Robinson, aye, Smith, aye; Ansley, aye; and D'Arcy,
aye. 5 ayes, na nays. Motion declared carried.
G. Ansley made a motion to readvertise for bids for the ann.u~l spring cleanup with
curb side pickup for May 16th., 1980, with bids to be opened at the April 21st.

Smith, aye; Ansley, aye; and D'Arcy, aye. 5 ayes, no nays. Motion declared carried.
L. Robinson made a motion to renew the Wallace & Tiernan, Pennwalt Corporation
contract for the Mi11s Street water tower for the period of May 19, 1980 through
May l8, 1981 for $3b7.00 covering the cathodic protection system with a letter
to inform them to do no replacement work until the tower has been painted.
Seconded by G. Ansley. Vote by roll call: Graham, aye; Robinson, aye; Smith, aye;
Ansley, aye; and D'Arcy, aye. 5 ayes, no nays. Motion declared carried.
L. Robinson made a motion to request the Village Engineer to draw up specs for
painting of the inside and outside of the Mills St. Tower. Seconded by J. D'Arcy.
Vote by roll call: Graham, aye; Robinson, aye; Smith,. aye; Ansley, aye; and
D'Arcy, aye. 5 ayes, no nays. Motion declared carried.

L. Robinson made a motion to instruct the Village Enginner to draw up specifications
for bid for 2 additional drying beds at the sewer plant. Seconded by J. Graham.
Vote by roll call: Graham, aye; Robinson, aye; Smith, aye; Ansley, aye; and
D'Arcy, aye. 5 ayes, no nays. Motion declared carried.
I,. Robinson made a motion to review the water and sewer ordinance for necessary
recommendations required for samplers or and flow meters to be installed at the
various industries.' Seconded by J. D'Arcy. Vote by roll call: Graham, aye;
Robinson, aye; Smith, aye; Ansley, aye; and D'Arcy, aye. 5 ayes, no nays.
Motion declared carried.
G. Ansley made a motion to adopt Resolution ~~800 supporting the Integrated
Police-Prosecution Witness, Assistance Project; authorizing the execution
of an Intergovernmental Agreement with the County of Will for a Witness
Assistance Program in the amaunt of $91.00. Seconded by T.,. Robinson. Vote
by roll call: Graham, aye; Robinson, aye; Smith, aye; Ansley, aye; and
D'Arcy, aye. 5 ayes, no nays. Motion declared carried.
G. Ansley made a motion to purchase the catalog of Federal Domestic Assistance
in the amount of $20.00. Seconded by L. Robinson. Vote by roll call: Graham,
aye, Robinson, aye; Smith,, aye; Ansley, aye; and D'Arcy, aye. 5 ayes, no nays.
Motion declared carried.
G. Ansley announced the next board meeting pf April 21, 1980 there will be a
Federal Revenue Sharing hearing at 8:00 p.m.
J. D'Arcy announced the Student Government Day will be April 23, 1980.
On motion meeting adjourned to executive session to discuss personnel at 9:10 p.m.
President opened the adjourned meeting at 10:22 p.m.
G. Ansley made a rnation that the Village pay far the single coverage ($51.26) for
any regular Village employee that works 80% of their time per week on a monthly
basis. Seconded by J. D'Arcy. Vote by roll call: Graham, aye; Rabinson, aye;
Smith, aye; Ansley, aye; and D'Arcy, aye. 5 ayes, na nays. Mahon declared
carried.
