Regular Meeting
DATE: March 3, 1980 AT: Village Hall
MEMBERS OF BOARD PRESENT: President Selfridge, Trustees G. Ansley, J. King, J. D'Arcy,
and Lorin Robinson. Newly appointed Trustees - Charles
Smith and James Graham.
President called the meeting to order at 7:30 p.m. with the pledge to the flag.
Roll call was taken. All members of the Board were present.
Village Clerk administered the Oath of Office to Charles Smith and James Graham
newly appointed xfustees.
J. D'Arcy made a motion to approve minutes of the February 4 and February 18, 1980
meetings. Seconded by J. King. Vote by roll call: Ansley, aye; D:'.Arcy, aye; King,
aye; and ~tabinson, aye. 4 ayes, no nays. Motion declared carried.
Board granted permission for the annual "Race of Dimes" to be held on Saturday
March 8, 1980 between the hours of 8:30 a.m. to 1:30 p.m, to Bernie Stonich,
Chairman.
G. Ansley made a motion to acknowledge receipt of the report of the Plan Commission.
Seconded by J. King. Motion declared carried.
J. D'Arcy made a motion to accept the recommendation from the Plan Commission to grant
variation to Edward Friedl, Case No. 89-22680V2. Seconded by L. Robinson. Vote by
roll call: Ansley, aye; D'Arcy, aye; Graham, aye; King, aye; Robinson, aye; and
Smith, aye. 6 ayes, no nays. Motion declared carried.
G. Ansley made a motion to adopt Resolution No. 798 RTA Mass transportation for
service in the Plainfield area. Seconded by J. D'Arcy. Vote by roll ca7.l: Ansley,
aye; D'Arcy, aye; Graham, aye; King, aye; Robinson, aye and Smith, aye. 6 ayes, no
nays. Motion declared carried.
President appointed the following:
Streets & Sidewalks - Charles Smith
Health - Charles Smith
Purchasing - James Graham
Public Relations - James Graham
Ambulance - James Graham
At 8:00 P.M. the fallowing bid was read for 1976 Police Car: Speicher & Gaylord-$260.00
J. King made a motion to accept receipt of bid. Seconded by L. Robinson. Vote by roll
call: Ansley, aye; D'Arcy, aye; Graham, aye; King, aye; Robinson, aye; and Smith, aye.
6 ayes. No nays. Motion declared carried.
J. King made a motion to award bid to Speicher & Gaylord of $260.00. Seconded by
J. D'Arcy. Vote by roll call: Ansley, aye; D'Arcy, aye; Graham, aye; King, aye;
Robinson, aye; and Smith, aye, 6 ayes, no nays. Motion declared carried.
L. Robinson made a motion to grant permission for the Police Department and ESDA to
cosponsor a circus June 13, 1980 at Four Seasons Park. Seconded by J, Graham. Vote
by roll call: Ansley, aye; D'Arcy, aye; Graham, aye; King, nay; Robinson, aye; and
Smith, aye. 5 ayes, I nay. Motion declared carried.

J. King made a motion to advertise far bid on the 1974 Ford squad car. Seconded by
G. Ansley. Vote by roll call: Ansley, aye; D'Arcy, aye; Graham, aye; King, aye;
Robinson, aye; and Smith, aye. 6 ayes, no nays. Motion declared carried.
G. Ansley made a motion that all employees be requested to fill out the standard
vac~.tion and sick leave forms and submit to the village Clerk and anyone failing to
fill out these forms will not be paid. Seconded by J. King. Vote by roll call:
Ansley, aye; D'Arcy, aye; Graham, aye; King, aye; Robinson, aye; and Smith aye.
6 ayes, no nays. Motion declared carried.
Recommendation by G. Ansley that all employees forthcoming calling in sick,
emergency, personal days, and 1 day vacation be required to turn in slip to
Village Clerk.
J. D'Arcy made a motion to adopt Resolution Na. 799 - Resolution supporting and
endorsing the establishment of the Wi11-Grundy Municipal Conference. Seconded
by C. Smith. Vote by roll call: Ansley, aye; D'Arcy, aye; Graham, aye; King, aye;
Robinson, aye; and Smith, aye. 6 ayes, no nays. Motion declared carried.
L. Robinson made a motion to grant permission for ESDA to enter into negotiations
with Plainfield:. Township, Na-Au-Say Township, DuPage Township, and Wheatland Township
for ambulance services. Seconded by J. D'Arcy. Vote by roll call: Ansley, aye;
D'Arcy, aye; Graham, aye; King, aye; Robinson, aye; and Smith, aye. 6 ayes, no
nays. Motion declared carried.
Recommendation made by G. Ansley for the Village Clerk to advertise for a Federal
Revenue Sharing public hearing in April.
Recommendation made by G. Ansley far the Village Clerk to investigate employees
receiving paychecks every 2 weeks and holding back l weeks pay.
L. Robinson made a motion to adopt NBE Resolution to approve minority business
enterprise. Seconded by G. Ansley. Vote by roll call: Ansley, aye; D'Arcy, aye;
Graham, aye; King, aye; Robinson, aye; and Smith, aye. 6 ayes, no nays. Motion
declared carried.
J. D'Arcy made a motion to authorize the President's signature for the following:
Engineering agreement with Walter E. Deuchler Associates, American Digital Systems
Agreement, Certificate of Local Financing and the application for Federal EPA
assistance for sewer system evaluation survey of the Facility Planning project.
Seconded by L. Robinson. Vote by roll call: Ansley, aye; D'Arcy, aye; Graham,
aye; King, aye; Robinson, aye; and Smith, aye. 6 ayes, no nays. Motion declared
carried.
Village Engineer, Gene Gordon, informed the Board he is in the process of studying
the maintenance cost of removing berries at sewage treatment plant and stated he
will have his report ready for next meeting.
