Regular Meeting
DATE: February 18, 1980. AT: Village Hall

J. D'Arcy, and L. Robinson. Dan Rife deceased.'
President called the meeting to order at 7:30 p.m. with a silent prayer in merry
of Donald Rife. Pledge to the flag was given. Roll call was taken.
L. Robinson requested addition to the agenda to adjourn to executive session on
personnel.
L. Robinson made a motion to approve the minutes. of January 7 and January 21, 19$0.
Seconded by G. Ansley. Vote by roll call: Robinson, aye; Ansley, aye; D'Arcy, aye;
and King, aye. 4 ayes, no nays. Notion declared carried.
L. Robinson made a motion to approve current invoices for payment. Seconded by
G. Ansley. Vote by roll call: Robinson, aye; Ansley, aye; D'Arcy, aye; and
King, aye. 4 ayes, no nays. Motion declared carried.
J. King made a motion to appoint Charles Smith for the unexpired arm of Donald Rife
effective March 3, 19$0. Seconded by J. D'Arcy. Vote by roll call: Robinson, aye;
Ansley, aye; D'Arcy, aye; and King, aye. 4 ayes, no nays. Motion declared carried.
J. King made a motion to appoint James Graham for the unexpired term of Shirley Yates
effective March 3, 1980. Seconded by J. D'Arcy. Vote by roll call: Robinson, aye;
Ansley, aye; D'Arcy, aye; and King, aye. 4 ayes, xio nays. Notion declared carried.
L. Robinson made a motion to appoint Darlene Clemens to serve on the Plan Commission
to replace Charles Smith effective March 3, 1980. Seconded by G. Ansley. Vote by
roll call: Robinson, aye; Ansley, aye; D'Aroy, aye; and King, aye. 4 ayes, no nays.

Permission was granted too the Salvation Army for the sale of the Easter Edition
"War Cry", the Salvation Army's official publication.
Mayor acknowledged receipt of the joint agreement between the Village of Plainfield
and the Stag of Illinois providing for the improvement of Project-Federal-aid Urban
Program, FAU Routes 0372, Village of Plainfield, Village Section 79-00018-00 WR,
Project No. M-5138(27)-Preliminary Engineering, Job. Na.P-91-297--79, Project No.
C-91-297-79, Joint Agreement.
G. Ansley acknowledged receipt of the Plan Commission report.
L. Robinson miade a motion to accept the final Plat for Lakeside Manor Unit III.

Regular Meeting
J. King made a motion to adopt Resolution.#797 for the Village of Plainfield
Library to expand and purchase the residence of Leo Testin located at
707 Illinois. Seconded by G. Ansley. Vote by roll call: Robinson, aye;
Ansley, aye; D'Arcy, nay; and Icing, aye. 3 ayes, 1 nay. Notion declared
carried.
L. Robinson made a motion to hire National Power Rodding Company to pump
out well at the old sewer plant in the amount of $1500.00. Seconded by
J. D'Arcy. Vote by roll call:. Robinson, aye; Ansley, aye; D'Arcy, aye;
and King, aye. ~' ayes. No nays. Notion declared carried.
L. Robinson made a motion to .grant permission to the Plainfield Police Dept.
and ESDA to co-sponsor the Carson & Barnes Circus, Friday, Jtme 13, 1980;
2 shows (1 afternoon and 1. evening). at .the Four Seasons Park (pending permission
fra~n the Park District) .
L. Robinson withdrew his motion.
J. King made a motion to accept the resignation of Georgia Donisch effective
February 1, 1980. Seconded by J. D'Arcy. Vote by roll call: Robinson, aye;
Ansley, aye; D'Arcy, aye; and King, aye, 4 ayes. No nays. Notion declared
carried.
J. King made a motion to advertise for bid on the 1976 Ford Police Squad car.

J. King made a motion to buy radio equipment for the Police Departanent -
7 rapid chargers, 4 radios and 1 convertor-com in the amount of $6,495.00
to be purchased on next year's budget. Seconded by J. D'Arcy. Vote by roll
call: Robinson, aye; Ansley, aye; D'Arcy, aye; and King, aye. 4 ayes. No nays.
Motion declared carried.
G. Ansley made a motion to subscribe for the Revenue Sharing Handbook in the
arnr~unt of $55.00. Seconded by J. D'Arcy. Votes by roll call: Robinson, aye;

Recomt~endation by the Mayor that a letter be sent to Nlrs, Rife expressing
the Boaxd's regrets and the sincere loss to the Village by the passing
of a mast dedicated public servant was approved by the Board.

L. Ro~ainson made a motion to install a street light at Indian Boundary Rd. and
T11. 126, at the rate of $6.44 per month. Seconded by J. D'Arcy. Vote by roll
call: Robinson, aye; Ansley, aye; D'Arcy, aye; and King, aye. 4 ayes. No nays.
Motion declared carried.
L. Robinson made a motion to accept the resignation of Bryan Rouson, Disp~.tcher,
effective January 31, 1980. Seconded by J. D'Arcy. Vote by roll call: Robinson,
aye; Ansley, aye; D'Arcy, aye; and J. King, aye. 4 ayes. No nays. Notion
declared carried.
L. Robinson made a motion to hire Katl+ileen ir~heeler as Dispatcher at $3.75 per hour
effective February 1, 1980. Seconded by J. King. Vote by roll call: Robinson,
aye; Ansley, aye; D'Arcy, aye; and King, aye. 4 ayes. No nays. Motion declared
carried.
L. Robinson made a motion to hire Mark Angelus as part time Dispatcher at the rate
of $3.75 per hour for 1 shift per week and t~ cover voids and illnesses. in
. dispatching effective February 1, 1980. Seconded by J. D'Arcy. Vote by roll call:

Motion declared carried.
L. Robinson made a motion that the Board place Tom Mefferd on a 90 day probationary
period effective February 18, 1980 for personnel problems. Seconded by J. D'Arcy.

4 ayes. No nays. Notion declared carried.
