Remote Participants: -Chair Howard Hayes, Member Diane Salomone, Member Susan Barker,
Deputy Assessor James Gallagher, Senior Department Assistant Sara Acheson
Call to Order: Mr. Hayes called the meeting to order at 4:31 pm.
Declaration of a Quorum: A quorum was present. All members were participating remotely
and confirmed that they could hear each other.
Meeting Participation Statement: Mr. Gallagher read the following meeting participation
statement: This meeting will be conducted by remote participation pursuant to Chapter 20 of the
Acts of 2021. No in-person meeting attendance will be permitted. If the Town is unable to live
broadcast this meeting, a record of the proceedings will be provided on the Town website as
soon as possible.
Mr. Gallagher was monitoring the public comment/question email address and confirmed that no
questions or comments had been received.
Regular Session:
• Reorganization of Board of Assessors:
Chair Belinda Eyestone has resigned and Susan Barker has been appointed. Ms.
Salomone made a motion to appoint Howard Hayes the new Chair. Ms. Barker seconds
the motion. Roll Call vote: Hayes- aye; Salomone- aye; Barker- aye; motion approved
unanimously.
Mr. Hayes made a motion to appoint Diane Salomone the new Vice Chair. Ms. Barker
seconds the motion. Roll Call vote: Hayes- aye; Salomone- aye; Barker- aye; motion
approved unanimously.
Ms. Salomone made a motion to appoint Susan Barker the new Cleric. Hr. Hayes seconds
the motion. Roll Call vote: Hayes- aye; Salomone- aye; Barker- aye; motion approved
unanimously.

• Report of the Deputy Assessor:
Business Forms of List and Tax Exempt/Charitable Organization's 3ABC forms are due
March 1, reminders were mailed last month. Income and Expense Forms will be mailed
this month to income producing properties. Motor Vehicle Excise bills were issued last
week and due March 1. Boat Excise bills will also be due March 1, after being mailed in
late December. Any remaining FY22 Personal Exemptions are due by April 1.
• Classified Land Applications (Chapter 61, 61A, 61B):
Davenport, 420 Cranview Road: Mr. Gallagher presented the renewal application
received January 5, 2022 and discussed the various options available. Mr. Hayes made
the motion to grant the late approval and continue to value the property as Ch.61A. Ms.
Salomone seconds the motion. Roll Call vote: Hayes- aye; Salomone- aye; Barker- aye;
motion approved unanimously.
• FY2023 Budget Update:
Mr. Gallagher discussed preliminary budgets being submitted for review. A request for
overlay transfer will be made once budgets are finalized to offset the cost of the new
CAMA system software for the Assessing office.
• Review and approve Regular Session Meeting Minutes: January 4, 2022 minutes;
Hr. Hayes made the motion to accept the Regular Meeting Minutes. Ms. Salomone
seconds the motion. Roll call vote: Hayes- aye; Salomone- aye; Barker- aye; approved
unanimously.
• Matters Not Reasonably Anticipated by the Chair: None
• Next Meeting: The next Board of Assessors meeting will be in March or early April.
Executive Session (To comply with or act under the authority of any general or special law or
federal grant-in-aid requirements: MGL Chap 59 Sec. 60 and MGL Chap. 214 Sec. 1B): At
4:49pm Hr. Hayes moved to enter Executive Session for the reasons noted above, not to return to
regular session. Ms. Salomone seconded the motion. Roll call vote: Hayes —aye; Salomone-
aye; Barker- aye; motion approved unanimously.
