Regular Meeting
DATE: November 19, 1979 AT: Village Hall
MEMBERS OF BOARD PRESENT: President Selfrige, Trustees G. Ansley,
J. King, D. Rife and L. Robinson were
present. J. D'Arcy was absent
President called the meeting to order at 7:30 p.m. with the pledge to the flag.
Roll call was taken. Trustee, J. D'Arcy was absent.
George Ansley made a motion to approve current invoices for payment. Seconded
by D. Rife. Vote by roll call: Ansley, ape.; King, aye; Rife, aye; and Robinson,
aye. 4 ayes, no nays. Motion declared carried.
J. King made a motion to adopt Ordinance 965; Chapter 8, Article 8, Variations
to Zoning Ordinance 674, Granted by action of Village of Plainfield Trustees,
Section 8-3; Variation of minimum side yard requirement far Earl Otto property
on College Street. Seconded by D. Rife. Vote by roll call: Ansley, aye;
King, aye; Rife, aye; and Robinson, aye. 4 ayes, no nays. Motion declared
carried.
L. Robinson made a motion to execute an ordinance to amend the existing
Ordinance 4907 to increase tap on fee for sewer from $350.00 to $b00.00
and water from $350.00 to $1,000.00. Seconded by J. King. Vote by roll
call: Ansley, aye; King, aye; Rife, aye; and Robinson, aye. 4 ayes, no nays.
Motion declared carried.
At 8:00 p.m. the following bid was read for the 3 M "VQC" II Copier Machine
Model 20s:
Village Auto Parts - $250.00
D. Rife made a motion to accept the receipt of the bid. Seconded by J. King.
Vote by roll call: Ansley, aye; King, aye; Rife, aye; and Robinson, aye.
4 ayes, no nays. Motion declared carried.
George Ansley made a motion to reject the bid .and readvertise for bids.
Seconded by D. Rife. Vote by roll call: Ansley, aye; King, aye; Rife, aye;
and Robinson, aye. 4 ayes, no nays. Motion declared carried.
G. Ansley made a motion that the ESDA ambulances be covered under our
Insurance Plan providing ESDA reimburses the Village and requested the
Village Clerk to contact the Insurance Broker to this effect. Seconded by
L. Robinson. Vote by roll call: Ansley, aye; King,aye; Rife, aye; and
Robinson, aye. 4 ayes, no nays. Motion declared carried.
G. Ansley made a motion to accept the resignation of Barbara Kavanaugh
effective Wednesday, November 14, 1979. Seconded by D. Rife. Vote by roll
call: Ansley, aye; King, aye; Rife, aye; and Robinson, aye. 4 ayes, no nays.
Motion declared carried.
G. Ansley made a motion to authorize the President's signature of the Outlay
"" Report and Request for reimbursement for Construction Programs; Facility
Planning Project C172552-O1 being submitted to USEPA. Seconded by D. Rife.
Vote by roll call: Ansley, aye; King, aye; Rife, aye; and Robinson, aye.
4 ayes, no nays. Motion declared carried.

Regular Meeting
J. King made a motion for the President to sign documents to proceed with
the FAUS Engineer agreement for Plaza Drive prepared by Gene Gordon, Village
Engineer. Seconded by L. Robinson., Vate by roll call: Ansley, aye;
King, aye; Rife, aye; and Robinson, aye. 4 ayes, no nays. Motion declared
carried.
D. Rife made a motion to authorize payment to Crown Trygg Corporation for
blacktopping in .the amount of $19,641.97. Seconded by G. Ansley. Vote by
roll call: Ansley, aye; King, aye; Rife, aye; and Robinson, aye. 4 ayes,
no nays. Motion declared carried.
D. Rife made a motion that the Village offices be closed November 23 and
November 24 due to Thanksgiving vacation; employees receiving no pay.
Seconded by L. Robinson. Vote by roll call: A~c~sley, aye; King, aye;
Rife, aye; and Robinson, aye. 4 ayes, no nays. Motion declared carried.
G. Ansley made a motion to adjourn at 9:00 p. m. to an executive session to
discuss personnel. L. Robinson seconded.
President opened the adjourned meeting at 9:05 p.m.
G. Ansley made a motion to appoint Shirley Xates as Village Collector
effective November 1, 1979 at the salary of $5.00 per hour. Seconded by
D. Rife. Vote by tall call: Ansley,. aye; King, aye; Rife, aye; and
Robinson, aye. 4 ayes, no nays.
