.President called the meeting to order at 7:30 p.m. with the pledge to the flag.
Ro11 call was taken. All members of the Board were present.

Variation to Zoning Ordinance No. 674 - Bada, 12 Penn Rd.,Plainfield;
Mr. Darmond from Julius Wiles Co., Mr. Bernard M^Cormick, a Plainfield
resident; and Mr. Allen Hall, Chief - Plainfield Fire District.
Trustee George Ansley requested executive session far discussion of personnel.
President read the letter of resignation frcan Village Trustee Shirley L. Yates
effective NovQ~nber 1, 1979.
Jams King made a motion to accept the resignation. Seconded by G. Ansley.

Robinson, aye. 5 ayes, no nays. Motion declared carried.
Don Rife made a motion to appoint Shirley L. Yates as Village Clerk for the
unexpired term of Helen B. Leidig. Seconded by J. D'Arcy. Vote by roll call:
Ansley, aye; D'Arcy, aye ;King, aye; Rife, aye.; and Robinson, aye. 5 ayes,
no nays. Notion declared carried. ,
President Selfridge swore in Shirley L. Yates as Village Clerk effective
November 5, 1979.
James King made a motion to accept the minutes of the .October 1, October 15
and October 22, 1979 meetings. Seconded by L. Robinson. Vote by roll call:
Ansley, aye; D'Arcy, aye; King, aye; Rife, aye; and Rd~inson, aye. 5 ayes,
no nays . Mr~tion declared carried .
Don Rife made a motion that the Plainfield Wc[nen's Civic Organization have
the use of Plainfield Village Hall for their distribution center for their.
annual illuminary project for Dec. 8 and Dec. 16. distribution. ,Seconded
by J. D'Arcy. Vote by roll call: Ansley, aye; D'Arcy, aye;King, aye;
Rife, aye; Robinson, aye. 5 ayes, no ;nays. Notion declared carried.
George Ansley made a motion to authorize our Village Engineer, Gene Gordon,
to begin drafting on the new base map subject to Grant funding to become
available in mid 1980. Seconded by J. King. Vote by roll call: Ansley,
aye; D'Arcy, aye; King, aye; Rife, aye; Robinson, aye. 5 ayes. No nays.
Motion declared carried.

Don Rife made a motion for the Village Planner to attend the Illinois Dept.
of Circe and Ceara. affairs at Elgin Carmunity College Dec. 8th., 1979
in the amount of $20.00. Seconded by G. Ansley. Vote by roll call:

no nays. Notion declared carried.

with. the Board of Appeals meeting. Seconded by D. Rife. Vote by roll call.

J. King made a motion to acknowledge receipt of Case #85-102379V, Earl Otto,
College St., report of the Zoning Hoard of Appeals. Seconded by D. Rife.

Robinson, aye. 5 ayes, no nays. Notion declared carried.
As the Board of Appeals, J". King made a motion to accept recommendation of
the Board of Appeals and to authorize the Village Board to adopt an ordinance
granting construction of a garage three feet from the side lot line, Case
No. 85-102379V, Earl Otto property on College St. Seconded by J. D' Arcy.
Vote by roll call: Ansley, aye; D'Arcy, aye; King, aye; Rife, aye; and
Robinson, aye. 5 ayes, no nays. Motion declared carried.

Motion declared carried.
Attorney James Bradley, representing Elmhurst Chicago Stone Ccmpariy addressed
the Board as to the possibility of expanding at their facilities located
at Rte. #126 and I-55.
J. D'Arcy made a motion to adopt Ordinance #959 - Chapter 7, Article 8,
Section 8-72 - An Ordinance Authorizing the E~cution of a Pre-Annexation
Agreement with the First Bank of Oak Park as Trustee under Trust No. 8672,
dated the 17th. day of February, 1969, and its Grantees, Lessees, Contract
Purchasers, Successors and Assigns,.and John A. McElwain IV, and his
Successors and assigns. Seconded by D. Rife. Vote by roll call: Ansley, aye;
D'Arcy, aye, King, dye; Rife, aye; and Robinson, aye. 5 ayes, no nays.
Notion declared carried.
L. Robinson made a motion to adopt Ordinance #960; Chapter 7, Article $,
Section 8--73; An Ordinance annexing property on Lockport Street and Van Dyke
Road (Nlathers Mill Subdivision). Seconded by J. D'Arcy. Vote by roll call:

D. Rife made a motion to adapt Ordinance #961; Chapter 8, Article 7, Rezoning
Amendments to Zoning Ordinance No. 674, Chapter 8, Article 6, Sections 6-l
through 6-35; Section 7--52: Rezoning of a 16.01 Acre parcel of Nlather's Null
Subdivision lying partially within the Northeast quarter and partially in the
Southeast quarter of Section 9 in Township 35 North. Seconded by L. Robinson.

aye. 5 ayes, no nays.

Rezoning Amendrents to Zoning Ordinance No. 674, Chapter 8, Article 6,
Sections 6-1 through 6-35; Section 7-53: Rezoning of an 11.995 Acre Parcel
of Mather's Mi11 Subdivision on Van Dyke Road. Seconded by D. Rife. Vote
by roll call: Ansley, aye; D'Arcy, aye; King, aYe; Rife, aye; and Robinson,
aye. 5 ayes, no nays. Notion declared carried.
L. Robinson made a motion to adopt Ordinance #963; Chapter 8, Article 7,
Rezoning Amendments to Zoning Ordinance No. 674, Chapter 8, Article 6,
Sections 6-1 through 6-35; Section 7-54: Rezoning of a Portion of Mather's
Mill Subdivision lying north. of Lockport Road. Seconded by J. D'Arcy. Vote

D. Rife made a motion to accept preliminary Plat-tease #52-41178AZ, Mather's

Mr. Joseph E. Darrnand, representing Julius Wile Sons & Company addressed
the Board asking far an authorization of a resolution for the execution of
a n~r~randuun of agreement by and between the Village of Plainfield, Will
County, Illinois and Julius Wile Sons & Company, Inc. as prepared by the
Village Attorney, regarding the issuance of Industrial Development Revenue
Bonds.
J. D'Arcy made a motion for a 5 minute recess. Seconded by J. King. Motion
declared carried.

Ordinance Establishing a Four-Hour Time Limit For Parking of Vehicles.

carried.
J. King made a motion to adopt Ordinance #957 - Chapter 9, Article 9, An
Ordinance Setting Two Hour Parking Time Limit on Cex'tain Parts of Desplaines
Street (amending Chapter 9, Article 9, Section 9--1-14). Seconded by J. D'Arcy.

Robinson, aye. 5 ayes, r~ nays. Motion declared carried.
J. King made a motion to adapt Ordinance #958 - Chapter 11, Article 5, Section 5-5:
An Ordinance Authorizing the. Issuance of Tax Anticipation Warrants in Anticipation
of the Collection of Library Taxes Levied for the Year 1978 for General Library
Purposes. Seconded by D. Rife. Vote by roll call: Ansley, aye; D'Arcy, aye;
King, aye; Rife, aye; and Robinson, aye. 5 ayes, no nays. Motion declared
carried.
L. Robinson made a motion to adopt a Resolution declaring the week of
November 5-11, 1979 ENIERGEL~TCY MEDICAL ~RVIGES WEII~ in Plainfield in honor
of those dedicated members of our city who have pledged themselves to

providing for the safety, health and welfare of the citizens of Plainfield.

Mr. Bernard N~Cormick, a concerned Plainfield resident, spoke before the
Board asking better police protection on Pratt Lane due to vandalism and
the possibility of inspection of the poor resurfacing recently ddrre on
Pratt Lane. Board agreed to investigate.
D. Rife. made a motion to pass Resolution for Maintenance of Streets and
Highways by NTunicipality under the Illinois Highway Code for 1980 in the
amount of $12,000.00. Seconded by J. King. Vote by roll call: Ansley, aye;
D'Arcy, aye; King, aye; Rife, aye; and Robinson, aye. 5 ayes, no nays.
Notion declared carried.
NIr. Allen Hall, Chief, Plainfield Fire District asked the Board for
special ¢~n the. street parking for the firemen. Board agreed to investigate.

J. King made a motion to adopt Ordinance #964 -- Chapter 8, Article 8,
Article 8: Variations to Zoning Ordinance #674, Granted by Action of the
Village of Plainfield Board of Trustees; Section 8-2: Variation of the
location of On the Premises Parking Requirement for 12 Penn Road.
Seconded by D. Rife. Vote by roll call: Ansley, aye; D'Arcy, aye;
King, aye; Rife, aye; and Robinson,. aye. 5 ayes, no nays. Motion
declared carried.
J. D'Arcy made a motion to authorize a building permit to Earl Otto for
the construction of a garage at his residence. Seconded by D. Rife.

J. D'Ax'cy made a motion to adapt a Resolution authorizing the execution of
a m.xnorandum of agreement by and between the Village of Plainfield, Wi11 County,
Illinois and Julius Wile Sons & Co., Inc. regarding the issuance of Industrial
development revenue bonds. Seconded by D. Rife. Vote by roll call: Ansley,
aYe; D'Arcy, aye; King, aye; Rife, aye; and Robinson, nay. 4 ayes, 1 nay.
Notion declared carried.
On motion meeting adjourned to executive session at 9:00 p.m. to discuss
personnel.
President Selfridge opened the adjourned meeting at 9:10 p.m.

November 1, 1979 and adopt the following salary adjustments beginning
November 1, 1979 Police:' Starting salary - $13,008.00
6 mos. - $13,488.00
1 and 2 yrs. - $14,880.00
3 yrs. - $15,120.00
4 yrs. - $15,360.00
5 yrs. - $16,440.00
Sergeant - $16,920.00
