Ansley, J. D'Arcy, J. King, D. Rife, L. Robinson, and S. Yates were present President called the meeting to order at 7:30 p.m. with the pledge to the flag. Ro11 call was taken. All members of the Board were present. John D'Arcy made a motion to approve the minutes of September 4, September 5, and September 17, 1979 meetings as printed. Seconded by D. Rife. Vote by roll call: Ansley, aye; D'Arcy, aye; King, aye; Rife, aye; Robinson, aye; Yates, aye. Six ayes, na nays Motion declared carried. J. King made a motion to send Shirley Yates, Deputy Village Clerk to the Municipal Clerks Institute in Champaign, Illinois Monday November 12 through Friday, November 16. Seconded by G. Ansley. Vote by roll call: Ansley, aye; D'Arcy, aye; King, aye; Rife, aye; Robinson, aye; Yates, abstained. 5 ayes, 1 abstention. Motion declared carried. L. Robinson made a motion to hire Jean Wilson for the new Ceta grant dispatcher with ESDA beginning October 4, 1979 at $3.75 per hour replacing Edw. Bennett. Seconded by J. King. Vote by roll call: Ansley, aye; King, aye; D'Arcy, aye; Rife, aye; Robinson, aye; Yates, aye. Six ayes, no nays. Motion declared carried. Don Rife made a motion to adopt an Ordinance for the Village Municipal parking lots for parking from 9 a.m. to 5 p.m. for a four (4) hour time limit on the days Monday through Saturday and on DesPlaines Street from the Post Office alley north to Oak Street (,west side) fora 2 hour parking. Seconded by J. D'Arcy. Vote by roll call: Ansley, aye; D"Arcy, aye; King, aye; Rife, aye; Robinson, aye; Yates, aye. Six ayes, no nays. Motion declared carried. J. King made a motion to pass Ordinance No. 953, An Ordinance authorizing the execution of a pre-annexation agreement with Lucy Weller, and her grantees, lessees, contract purchasers, successors and assigns, and Union National Bank and Trust Company of Joliet, as Trustee under the provisions of a Trust agreement dated the 15th. day of October, 1977, and known as trust No. 2528, Chapter 7, Article 8, Section 8-70. Seconded by D. Rife. Vote by roll call: Ansley, aye; D'Arcy, aye; King, aye; Rife, aye; Robinson, aye; Yates, aye. Six ayes, no nays. Motion declared carried. J. King made a motion to pass Ordinance No. 954, an Ordinance annexing property on Naperville Road (River Ridge Estates Subdivision), Chapter 7, Article 8, Section 8-71. Seconded by D. Rife. Yates made a motion to advertise for bids for gas and oil and servicing far Village vehicles with bids to be opened October 15, 1979. Seconded by J. D'Arcy. King made a motion to advertise for bids for 2 police squad cars with bids to be opened October 15, 1979. J. D'Arcy seconded the motion. Vote by roll call:. Yates made a motion to have the office draperies cleaned by Village Valet of Plainfield in the amount of $156.85. Seconded by G. Ansley. Vote by roll call: Ansley, aye, D'Arcy, aye; King, aye; Rife, aye;. Robinson, aye; Yates, aye. Six ayes, no nays. Motion declared carried. S. Yates announced the Plainfield Wigh School Student Government Day will be April 23, 1980. Therese LeGrand appeared on behalf of the student council of the Plainfield H1gh School asking permission for their annual homecoming bonfire for October 5, 1980: Rife made a motion that it be granted providing the Plainfield Fire Department supervises.' Seconded by J. King. Vote by roll call: Ansley, aye; D'Arcy, aye; King, aye; Rife, aye; Robinson, aye; Yates; aye. Six ayes, no nays. Motion declared carried. G. Ansley made a motion that the Special Assessments be audited along with the. annual audit with Filbey, Summers, Abo1t, Good & Kiddoo of Aurora. Seconded by Robinson., Vote by roll call: Ansley, aye; D'Arcy, aye; King, aye; Rife, aye.; Robinson; aye; Vates, aye. Six ayes, no nays. Motion declared carried. J, D'Arcy made a motion that the contract for the .ambulance to be adopted the same as the previous year for the period of October 1, 1979 to September 30, 1979 except in Article 8 to read: The Township shall have the right to cancel this agreement upon 60 days written notice in the .event of any breach of any of the representatives or warranties, or of any of the terms and conditions of this Agreement. Seconded by J. King. Vote by roll call: Ansley, aye; D'Arcy, aye; King, aye; Rife, aye; Robinson, aye; Yates, aye. Six ayes, no nays. Motion declared carried. J, King made a motion to authorise the President and Village Clerk to arrange for issuance of tax anticipation warrants of the McClester-Nimmons of Plainfield Free Public Library. Seconded by J. D'Arcy. Vote by roll call: Ansley, aye; D'Arcy, aye; King, aye; Rife, aye; Robinson, aye, Yates, aye. Motion declared carried. J. King made a motion to hire Joan Schmitz for part time clerical office work at $2.90 per hour starting October 15, 1979 from 2:30 p.m. till 5:00 p.m. Monday through Friday. Seconded by S. Yates. Vote by roll call: Ansley, aye; D'Arcy, aye; King, aye; Rife, aye; Robinson, aye; Yates, aye. Six ayes, no nays, Motion declared carried. J, D'Arcy made a motion to execute leasing agreement with Zerox Company for a Model Zerox 2600 copy machine in the amount of $4,080.00; monthly payments of $143.21 far five (5) years. Seconded by D. Rife. Vote by roll call: Ansley, aye; D'Arcy, aye; King, aye.; Rife, aye; Robinson, aye; Yates, aye. Six ayes, no nays. Rife made a motion to advertise for bids for the 3M copy machine to highest bidder when the new copy machine is delivered. Seconded by J. Rife made a motion to accept the Plan Commission report. Seconded by J. D'Arcy. Vote by roll call: Ansley, aye; D'Arcy, aye; King, aye; Rife, aye; Robinson, ayes; Yates, aye. Motion declared carried. G. Ansley made a motion for the Deputy Village Clerk to publish a Tega1 notice of the Mother's Mill Subdivision October 10, 1979 for public hearing before the Village Board November 5, 1979 for annexation to draft proper zoning ordinances. Seconded by J. D'Arcy. Vote by roll call: Ansley, aye; D'Arcy, aye; King, aye; Rife,. aye; Robinson, aye;-Yates, aye. Six ayes, no nays. Motion declared carried. J. D'Arcy made a motion for the Village of Plainfield withdraw from the Will/South Cook Soil and Water Conservation District and haviing the Attorney draw up a resolution. Seconded by D. Rife. Vote by roll call: Ansley, aye; D'Arcy, aye; King, aye; Rife, aye; Robinson, nay;. Yates, aye. Five ayes, 1 nay. Motion declared carried. Case No. 84-9257FP Lakeside Manor Subdivision Unit #2 final plat tabled till next meeting due to EPA permit not received. L. Robinson made a motion that a Resolution be made to accept Treatment Works Grant far Step 1, C172552-01, facility planning and authorize Village Engineer to proceed with necessary engineering. Seconded by J. D'Arcy. Vote by roll call: Ansley., aye, D'Arcy, aye; King, aye; Rife, aye; Robinson, aye; Yates, aye. Six ayes, no nays. Motion declared carried. L. Robinson made a motion to authorize Gene Gordon to draw up engineering contract for Plaza Drive and James Street project between the Village Engineer and the Village. Seconded by J. D"Agcy.
