DATE: December 4, 1978 AT: Village Hall
MEMBERS OF BOARD PRESENT: Trustees _G. Ansley, G. Beahm, J. D'Arcy,
J. King, D. Rife, L. Robinson were present.
President Selfridge was absent.
In the absence. of President Selfridge, Village Clerk Helen Leidig called
the meeting to order at 7:30 p.m.
J. D'Arcy made a motion to appoint Trustee G, Ansley as President pro-tem.
Seconded by G. Beahm. Motion declared carried.
President pro-tem led the group in the Pledge to the Flag.
L. Robinson made a motion to approve minutes of November 6 and November 20
as printed. Seconded by J, D'Arcy. Motion declared carried.
L. Robinson made a motion to purchase a Metro Tech pipe finder at a cost
of $325.00. Seconded by D, Rife. Vote by roll call: Beahm, aye; D'Arcy,
aye; King, aye; Rife, aye; Robinson, aye. Five ayes, no nays. Motion
declared carried,
D, Rife made a motion advertise for bids far purchase of new Van for Water
& Sewer Department with trade in of old '71 Chevy van to be included in
bid;- and bids to be opened December 18, 1978. Vote by roll call: Beahm, aye;
D'Arcy, aye; King, aye; Rife, aye; Robinson, aye. Five ayes, no nays.
Motion declared carried.
L. Robinson made a motion for the Village to enter .into an agreement with
the E.J.& E. Railway Company covering installation, operation and main-
tenance of 12 inch water main beneath spur track. Seconded by J. D'Arcy,
Vote by roll call: Beahm, aye; D'Arcy, aye; King, aye; Rife, aye;
Robinson, aye. Five ayes, na nays. Motion declared carried.
L. Robinson made a motion to donate $100.00 towards the Emergency Services
Christmas Party. Seconded by J. King. Vote by roll call: Beahm, aye;
D'Arcy, aye; King, aye; Rife, aye; Robinson, aye. Five ayes, no nays.
Motion declared carried.
J. King made a motion to purchase equipment for Police communications
system at a cost of $12,594.00. Seconded by G. Beahm. Vote by roll call:
Beahm, aye; D'Arcy, aye; King, aye; Rife, aye; Robinson, aye. Five ayes,
no nays. Motion declared carried.
J. King made a motion to pass Ordinance No, 933, "An Ordinance Establishing
A Speed Limit Of Thirty-Five Miles Per Hour On Indian Boundary Line Road,"

Chapter 9, Article 5, Section 5-5-.1 (f) of the Codified Ordinances of the
Village of Plainfield. Seconded by D. Rife. Vote by roll call: Beahm, aye;
D'Arcy, aye; King, aye; Rife, aye; Robinson, aye. Five ayes, no nays. Motion
declared carried.
J. D'Arcy made a motion to discontinue Maintenance Agreement with Olivetti
Corporation for old computer at a cost of $701.00 per year. Seconded by
J. King. Motion declared carried.
A report from the Zoning Soard of Appeals was submitted.
J. King made a motion to uphold Zoning Board of Appeals recommendation to
grant a sign variance to St. Mary's Church, Case No. 59-82278V. Seconded by
D. Rife. Vote by roll call: Beahm, aye; D'Arcy, aye; King, aye; Rife, aye;
Robinson, aye. Five ayes, no nays. Motion declared carried.
J. King made a motion to rescind the motion to give a free tap-on far sewer
to Mary Wood property. Seconded by J. D'Arcy. Vote by roll call: Beahm, aye;
D'Arcy, aye; King, aye.; Rife, aye; Robinson, aye. Five ayes, no nays. Motion
declared carried.
J. D'Arcy made a motion to grant a free tap-on and waive acreage fee for sewer
to Mary Wood property as was originally agreed at the time of the granting of
easement to the Village of Plainfield. Seconded by D. Rife. Vote by roll call:
Beahm, aye; D'Arcy, aye; King, aye; Rife, aye; Robinson, aye. Five ayes, no
nays. Motion declared carried.
G. Beahm made a motion to close Administration Office half day an Friday and
Saturday preceding Christmas and New Years. Seconded by D. Rife. Motion
declared carried.
J. D'Arcy made a motion that the Village provide water to flood the pond
at Whispering Creek Subdivision for ice skating. Seconded by D. Rife.

J. King made a motion to pay Bada Construction $132,925.17 partial pay
estimate ~~1 as recommended by Village Engineer for sanitary sewer and water
main extension, Trinity Midwest Corp. Seconded by D. Rife. Vote by roll call:
Beahm, aye; D'Arcy, aye; King, aye; Rife, aye; Robinson, aye. Five ayes, no
nays. Motion declared carried.
G. Beahm made a motion to pay Walter E. Deuchler Associates, inc. $4,605.86
far engineering services for Trinity Midwest Corporation water and sewer
extension. Seconded by J. D'Arcy. Vote by roll call: Beahm, aye; D'Arcy, aye;
King, aye; Rife, aye; Robinson, aye. Five ayes, no nays. Motion declared
carried.

Meeting adjourned to an Executive Session to discuss personnel at 8:30 p.m. and to
reconvene thereafter.
Adjourned meeting reconvened at 9:30 p.m.
J. D'Arcy made a motion to hire a part time employee for the Computer at
$3.75 per hour. Seconded by D. Rife. Vote by roll call: Beahm, aye; D'Arcy, aye;
King, aye; Rife, aye; Robinson, aye. Five ayes, no nays. Motion declared carried.
