Regular Meeting

Complete Board was present
President Selfridge called the meeting to order at 7:30 p.m. with the
Pledge to the Flag. Roll call was taken. All members of the Board
were present.
The Plan Commissian Report was submitted re Case No. 64~111478Z.
J. D'Arcy made a motion to approve recommendation of Plan Commission to
grant rezoning of Graver property, 400 James Street from Residence A to
A-4. Seconded by G. Beahm. Vote by roll call: Ansley, aye; Beahm, aye;
D'Arcy, aye; King, aye; Rife, aye; Robinson, aye. Six ayes, no nays.
Motion declared carried.
G. Ansley made a motion to approve Maintenance Agreement for new Computer
at a cost of $85.25 per month. Seconded by G. Beahm. Vote by roll call:
Ansley, aye; Beahm, aye; D'Arcy, aye; King, aye; Rife, aye; Robinson, aye.
Six ayes, no nays. Motion declared carried.
D. Rife made a motion to approve current invoices for payment as presented.

carried.

J. D'Arcy made a motion to create a liquor license to dispense liquor in
a restaurant without entertainment for The Sanctuary. Seconded by D. Rife.
Vote by ro11 call: Ansley, nay; Beahm, aye; D'Arcy, aye; King, aye; Rife,
aye; Robinson, nay. Four ayes, two nays. Motion declared carried.
There was discussion relative to Plainfield Savings & Loan Association parking
lot lighting. Trustees D. Rife and J. D"Arty were appointed by President
Selfridge to confer with D. Bourrie of Plainfield Savings & Loan Association
and report back at next Board meeting.
L. Robinson made a motion to uphold Plan Commission recommendation to deny
Preliminary Plat application for Peerless Estates Unit ~~11. Seconded by
J. King. Vote by roll call: Ansley, aye; Beahm, nay; D'Arcy, aye; King,
aye; Rife, nay, Robinson, aye. Four ayes, two nays. Matian declared carried.
The Treasurer's Repart was submitted.
G. Ansley made a motion to pass Resolution Na. 786 " A Resolutian Accepting

A Grant Of A Non-Exclusive Centerline Easement From Commonwealth Edison
Company Regarding A Fifteen (15) Inch Sanitary Sewer In Section 4,
Township 36 North, Range 9 East Of The Third Principal Meridian, Will
County, Illinois". Seconded by G. Beahm. Vote by roll call: Ansley, aye;
Beahm, aye; D'Arcy, aye; King, aye; Rife, aye; Robinson, aye. Six ayes,
no nays. Motion declared carried.
It was announced the first Board meeting of 1979 will be held January 8th.
A letter was read from the Plainfield Township Park District requesting
financial assistance from the Village for a bike trail.
The Clerk was instructed to send a letter to Edward DeMarca, Director,'
stating that the Village was not receptive to aiding financially at the
present time.
L. Robinson made a motion to approve Emergency Services Manual as presented.
Seconded by D. Rife. Vote by roll call: Ansley, aye; Beahm, aye; D'Arcy,
aye; King, aye; Rife, aye; Robinson, aye. Six ayes, no nays. Motion declared
carried.
J. King made a motion to pass Ordinance No. 929, "An Ordinance Establishing
Four Way Stop Intersection", Chapter 9, Article 4, Section 4-1-4 of the
Codified Ordinances of the Village of Plainfield. Seconded by D. Rife.
Vote by roll call: Ansley, aye; Beahm, aye; D'Arcy, aye; King, aye; Rife,
aye; Robinson, aye. Six ayes, no nays. Motion declared carried.
J. King made a motion to pass Ordinance No. 930, "An Ordinance Amending
Chapter 9, Article 4, Sections 4-1-3 (a) and ~-1-3 (b) Of The Codified
Ordinances Of The Village Of Plainfield." Seconded by D. Rife. Vote by roll
call: Ansley, aye; Beahm, aye; D'Arcy, aye; King, aye; Rife, aye; Robinson,
aye. Six ayes, no nays. Mation declared carried.
J. King made a motion to pass Ordinance No. 931, "An Ordinance Establishing
A Speed Limit Of Twenty-Five (25) Miles Per Hour On All Streets In Whispering
Creek Subdivision Units 1 and 2." Seconded by D. Rife. Vote by roll call:
Ansley, aye; Beahm, aye; D'Arcy, aye; King, eye; Rife, aye; Robinson, aye.
Six ayes, no nays. Motion declared carried.
J. King made a motion to pass Ordinance No. 932, "An Ordinance Annexing
Robert L. Coupland And Mary Coupland Froperty." Seconded by L. Robinson.
Vote by roll call: Ansley, aye; Beahm, aye; D'Arcy, aye; King, aye; Rife,
aye; Robinson, aye. Six ayes, na nays. Potion declared carried.
L. Robinson made a motion to give one free tap-on for sewer to Mary Wood
property as was originally agreed at the time of the granting of easement
to the Village of Plainfield. Seconded by D. Rife. Vote by roll call:

no nays. Motion declared carried.
G. Ansley made a motion to hire Patricia Austin as computer operator effective
December 1, 1978 at $4.00 per hour. Seconded by J. D'Arcy. Vote by roll call:

Six ayes, nv nays. Motion declared carried.
G. Beahm made a motion to charge The State of Illinois $50.00 for use of the
Board Room .7anuary lb, 1979 for a public hearing. Seconded by J. D'Arcy.
