City of Richmond, Indiana,
Mon. Mar. 1, 1920.
The Board of Public Works of the City of Richmond, Indiana , met
in regular session in the office of said Board Monder, March 1,
1920, at 9 A.M. All the members of the said Board being present
Messrs. Gilbert, Taylor, and Pelts , the following proceedings were
had to-wit:-
Mr. Pelts moved that in view of the prospective additional busi-

ness in sight for our City Light Plant, and after other careful
investigations, we deem it inadvisable to enter into a contract
with the Wayne Light & Power Co. to furnish them current from our
City Plant. Therefore we reject their application, and return to
them their proposed contract.. Seconded by Mr. Taylor so ordered.
The Board instructed Mr. Miller, Fire Chief, to purchase a Chassis
for the Fire Dept. to be used as an emergency truck.
Mr. Dillon, Supt. of the M.E.L. & P.P. appeared before the Board
and reported that the Chevrolet Car belonging to the P.T.E.L. & P.P.
was sold by Mr. Gilbert, Pres. of the Board, at the price of 40.
The Bldg. Inspector was instructed to have what repairing has to
be done about the City Bldg. that cannot be let by contract done.
F. E. Slick presented the following written and signed communica-
tion, to-wit:
To the Board of Public Works and
Common Council of the City of Richmond, Indiana :
In view of the extraordinary conditions now, and for several
months last past , obtaining as to labor and other things entering
into the carrying out of the ash and trash contract of said City
held by me which did not exist at the time of the execution of
said contract , I deem it expedient at this time to submit to you
the following proposition:
I hereby offer, upon the consideration and subject to the con-
ditions herein express-ed, to in all things cancel and rescind said
contract, such cancellation to be effective upon the completion of
the work and labor hereinafter mentioned. And in consideration of
the acceptance hereof by said City I hereby agree to waive the pay-
ment of any further sums or compensation under said contract ac-
cruing from this date, and I agree to furnish and supply on my own
account and at my own expense the following equipment and labor,
to-wit : Four trucks, One double team and wagon, and two single
teams and wagons, together with drivers for said trucks and teams,
which said equipment and labor I agree to furnish for the use of
I/ said City from day to day hereafter , to be used under the direction
of said City until such time as all of the alleys of said City shal
have been practically cleaned once from and after this date by the
combined equipment and labor so furnished by me and that furnished
by said City. Dated this the 1st day of March, 1920.

Thereupon, Mr. Pelts presented the following Resolution and
moved its adoption, to-wit :
Be it resolved by the Board of Public Works of the City of
410 Monday, March 1, 1920.
Richmond, Indiana, subject to the ratification and approval
of the Common Council of said City , That the said written of-
fer of said F. E. Slick hereinabove set out be , and it is here
by, accepted by said City of Richmond , and the said contract
therein referred to is hereby declared to be and become wholly
inoperative , cancelled and rescinded upon the completion of
the work and labor and the performance of the conditions on
said Slick` s part to be performed, contained in said offer.
Seconded by Mr. Taylor the motion and resolution were there-
upon put to a vote and adopted by the unanimous vote of said
Board.
The Board then adjourned.

The Board of Public Works of the City of Richmond, Indiana, met
in regular session in the office of said Board Thursday, March
4th, 1920, at 9 A.M. Two of the members of the said Board be-
ing present Messrs. Taylor, and Peitz , absent Mr. Gilbert, the
following proceedings were had to-wit : -
The Clerk presented to the Beard the complaints from Council of
Monday , March 1st , 1920.
The Board received a petition for the vacation of the let alley
south of South "C" St. from 10th to 11th St. signed by Fred J.
McKinney and eleven others. Referred to the Engineer for plans.
The Board meets to hear all persons interested or whose property
is affected by the vacation of the alley 1st north of Richmond
Ave. , from NW. 7th St. to Sedgwick St. in rear of Lots Nos. 12
to 18 inclusive: Also the alley running north & south between
NW. 7th St. and Sedgwick St. in rear of Lots Nos. 19 to 26 in-

clusive,- all in A. W. Gregg' s Sub-Div. of the Pleasant Hill Add
under Declaratory Resolution No. 138 - 1920 , no one appearing or
remonstrating the Board now takes Final Action on said resolu-
tion the same being confirmed without modification, and the
Board orders that a roll be prepared of owners or holders of
property and "all valuable interests therein sought to be taken
