DATE.: August 21, 1978 AT: Village Hall
MEMBERS OF BOARD PRESENT: Complete Board was present
President Selfridge called the meeting to order at 7:40 p.m. with the
Pledge to the Flag. Roll call was taken. All members of the Board were
present.
J. D'Arcy made a motion to approve the agenda. Seconded by D. Rife.
Motion declared carried.
J. King made a motion to approve payment of invoices as presented. Seconded
by D. Rife. Vote by roll call: Ansley, aye; Beahm, aye; D'Arcy, aye;
King, aye; Rife, aye; Robinson, aye. Six ayes, no nays. Motion declared
carried.
The Treasurer's Report was submitted.
L. Robinson made a motion to send Joe Bennett to Waterworks Seminar in
Springfield September 13 thru 15 at a cast of $165.00. Seconded by D. Rife.
Vote by roll call: Ansley, aye; Beahm, aye; D'Arcy, aye; King, aye; Rife,
aye; Robinson, aye. Six ayes, na nays. Motion declared carried.
L. Robinson made a motion to have Advance Construction install $" water line
at the Reservoir on Route 59 at a cost of $2,190.00. Seconded by G. Beahm.
Vote by roll call: Ansley, aye; Beahm, aye; D'Arcy, aye; King, aye; Rife,
aye; Robinson, aye. Six ayes, no nays. Motion declared carried.
D. Rife made a motion to spend $2,000.00 of Motor Fuel Tax k'unds to widen
Plaza Drive ten feet. Seconded by D. Rife. Vote by roll call: Ansley, aye;
Beahm, aye; D'Arcy, aye; King, aye; Rife, aye; Robinson, aye. Six ayes, no
nays. Motion declared carried.

D. Rife made a motion to purchase a wall air conditioner from Hometown
Appliance at a cost of $250.00 which is to be installed by the Water & Sewer
Department. Seconded by J. King. Vote by roll call: Ansley, aye; Beahrn, aye;
D'Arcy, aye; King, aye; Rife, aye; Robinson, aye. Six ayes, no nays. Motion
declared carried.
J. King made a motion to have Police Chief obtain bids for communication system
for Police Department. Seconded by D. Rafe. Motion declared carried.

D. Rife made a motion to accept changes in building inspection fees as presented.

D. Rife made a motion to pass Ordinance No. 920, "An Ordinance For The Levying
and Collecting Of Taxes For The Village Of Flainfield, Will County, lllinois,
For The Fiscal Year Commencing The First Day Of July, 1978", Chapter 11, Article
3, Section 3-22 of the Codified Ordinances of the Village of Plainfield.
Seconded by J. King. Vote by roll call: Ansley, aye; Beahm, aye; D'Arcy, aye;
King, aye; Rife, aye; Robinson, aye. Six. ayes., ~o nays. Motion declared carried.
G. Ansley made a motion to accept Curry Copy Center, Joliet, 111. as low bidder
for printing the Comprehensive Plan at a cast of $515.00 for 200 copies. Seconded
by J. D'Arcy. Vote by roll call: Ansley, .aye; Beahm, aye; D'Arcy, aye; King, aye;
Rife, aye; Robinson, aye. Six ayes, no nays. Motion declared carried.
L. Robinson made a motion to pay $236.95 to Bada Construction Company for water
main repair on River Road. Seconded by D. Rife. Vote by roll call: Ansley, aye;
Beahm, aye; D'Arcy, aye; King, aye; Rife, aye;' Robinson, aye. Six ayes, no nays.
Motion declared carried.
L, Robinson made a motion to accept and adapt final draft of Comprehensive Plan and
the maps, Seconded by J. D'Arcy. Vote by roll call: Ansley, aye; Beahm, aye;
D'Arcy, aye; King, aye; Rife, aye; Robinson, aye. Six ayes, no nays. Motion
declared carried.
D. Rife made a motion to .extend preliminary .plat approval of Plainfield North
Subdivision for one year as requested by Oppoftunity Homes. Seconded by G. Ansley.
Motion declared carried.
G. Ansley made a motion to have village engineer prepare bids for improvements of
Van Dyke Road from the E.J.& E. Railway tracks to the bridge with bids to be
opened September 11, 1978. Seconded by J. King. Motion declared carried,
L. Robinson made a motion to hold, next Board meeting, Monday, September 11, 1978
at 7:30 p.m, Seconded by G. Ansley. Motion declared carried.
D. Rife made a motion to grant request of Plainfield Women's Civic Organisation
to stare Luminaria Candles in basement of Village Hall. Seconded by J. D'Arcy.
Motion declared carried.
At 8:30 p.m. Board adjourned to an Executive Session to discuss real estate.
At 10:20 p.m. President Selfridge opened the adjourned meeting.

a minimum of four hours per day. Seconded by G, Beahm. Mot~.on declared

J. King made a motion to hire two crossing guards for four hours per day at
$2.85 per hour. Seconded by D. Rife. Vote by roll call: Ansley, aye; Beahm,
aye; D'Arcy, aye; King, aye; Rife, aye; Robinson, aye. Six ayes, no nays.
Motion declared carried.
J. King made a motion to hire David Hoffman September 1, 197$ and Ann Higgins
January 1, 1979 as Police Officers. (no second )
J, King made a:motion to hire. David Hoffman as Police Officer September 1, 1978
at a salary of $12,000.00 per year. Seconded by G. Beahm. Vote by roll call:
Ansley, aye; Beahm, aye; D'Arcy, aye; King, aye; Rite, aye; Robinson, aye. Six
ayes, no nays. Motion declared carried.
G. Ansley made a motion to give Village employees approximately a 6% pay increase
retroactive tv July 1, .1978: Police Officers $575.00 per pay, Harry Buehl, $$39.00
per pay; Joe Bennett, $699.00 per pay; Water & Sewer Workers $575.00 per pay;
Helen Zeidig, Collector, $3$7.00 per pay; hourly employees, $.20 per hour.
Seconded by D, Rife, Vote by roll call: Ansley, aye; ,Beahm, aye; D'Arcy, aye;
King, aye; Rife, aye; Robinson, aye. Six ayes, no nays, Motion declared carried.
G. Ansley .made a motion to have Clerk advertise for part .time computer operator
at $3.50 per hour. Seconded by J. D'Arcy. Vote by roll call: Ansley, aye;
Beahm, aye; D'Arcy, aye; King, aye; Rife, aye; Robinson, aye, Six ayes; na nays.
Motion declared carried.
G. Ansley made a motion to authorize Village President and Village Clerk to
execute License Agreement between the Village and E.J.& E. Railway Company
for a 16" sanitary sewer and 15 inch V.C,P, to be installed vn Railway Company
property, Seconded by J. D'Arcy. Motion declared carried.
