RESOLUTION OPPOSING THE ESTABLISHMENT OF OFF-TRACK
BETTING FACILITIES IN NEW JERSEY MUNICIPALITIES
WHEREAS, the New Jersey State Senate has passed Senate Bill S-1961 which
would permit the establishment of Off-Track Betting ("OTB") sites in
municipalities throughout New Jersey; and
WHEREAS, the New Jersey Assembly is preparing to consider the legislation;
and
WHEREAS, S-1961 deems the OTB facility to be public property devoted to an
essential government function, thereby exempting the facility from all taxes; and
WHEREAS S-1961 would also allow OTB facilities to be exempt from zoning
and planning requirements and would permit the New Jersey Racing Commission
to issue alcoholic beverage licenses; set facility size, parking and seating
capacity; as well as establish the hours of operation; and
WHEREAS, S-1961 would also obligate
(the"Borough") to provide municipal services
community; and
the Borough of Carteret
without any benefit to the
WHEREAS, the establishment of OTB facilities within the borough is not in the
best moral or ethical interest of the community.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the
Borough of Carteret that the Borough's representatives to the New Jersey General
Assembly be urged to vigorously oppose passage of any legislation which would
permit the establishment of Off-Track betting facilities within the borough.
BE IT FURTHER RESOLVED that a copy of this resolution be forwarded to
Assemblywoman Arlene Friscia and Asemblyman John Wisniewski and to al
Middlesex County Municipalities.
BE IT FURTHER RESOLVED that a copy of this resolution be sent to Senator
Joseph A. Vitale to urge his opposition to any future legislation, be it new or a
revised version of S-1961, which would permit the establishment of OTB
facilities within the Borough.
