Burton, General Manager, 91 Express Lanes Overview The 91 Express Lanes status reports for the month of July 2004, August 2004 and September 2004 have been prepared for State Route 91 Advisory Committee review. The reports highlight operations, maintenance activities, finance, and external communications. Year-to-date traffic, revenue and financial information for July 2004, August 2004 and September 2004 are provided. Recommendation Receive and file the 91 Express Lanes Monthly Status Reports for the months of July 2004, August 2004 and September 2004. 3. Consultant Procurement for the Riverside Freeway (State Route 91) Eastbound Auxiliary Lane Project Mary Toutounchi, OCTA Section Manager Overview As part of the continuing efforts to improve the Riverside Freeway (State Route 91), the Orange County Transportation Authority is advancing the development of an eastbound auxiliary lane spanning the Eastern Transportation Corridor (State Route 241) to the Corona Expressway (State Route 71). The procurement of a consultant to develop preliminary engineering and environmental documentation for the project is currently underway. Recommendation Direct staff to continue to develop and advance the Riverside Freeway (State Route 91) Eastbound Auxiliary Lane Chokepoint Project. Selection of a Consultant for Design and Construction Management Services for the 91 Express Lanes Preventive Pavement Maintenance Project Dipak Roy, P.E., OCTA Senior Project Manager Overview As part of the Orange County Transportation Authority Fiscal Year 2004-2005 Budget, the Board of Directors approved Design and Construction Management Services for the 91 Express Lanes Preventive Pavement Maintenance Project. Proposals and statements of qualifications were solicited in accordance with the Orange County Transportation Authority's procurement procedures for the retention of consultants to perform architectural and engineering work and on November 22, 2004, the Board selected The Culver Group for this project. Recommendations Receive and file as an information item. Regular Calendar 5. 91 Express Lanes Violations and Enforcement Ordinance Ellen S. Burton, General Manager, 91 Express Lanes Overview This report proposes a 91 Express Lanes Violations and Enforcement Ordinance to document the process of enforcing violations of the toll requirements and to confirm the administrative review practices. Recommendation Review and provide comments and a recommendation to the Orange County Transportation Authority Board of Directors on the proposed 91 Express Lanes Violations and Enforcement Ordinance. Burton, General Manager, 91 Express Lanes Overview The Orange County Transportation Authority has undertaken a Performance Monitoring and Pricing Pilot Project, a travel time and speed monitoring and dynamic pricing assessment effort. A technical consultant has been selected and a Project Development Team created. Recommendation Direct staff to provide regular updates on the Performance Monitoring and Pricing Pilot Project. Call to Order Pledge of Allegiance Committee Member Buster led the assembly in the Pledge of Allegiance. Vice Chairman Campbell requested a moment of silence for the people who lost their lives in the September 11 tragic event and for the folks that are protecting us from having another similar event. Consent Calendar (Items 1 through 3) 1. Approval of Minutes A motion was made by Committee Member McCracken, seconded by Committee Member Buster, and declared passed unanimously by the Committee Members present, to approve minutes of the Orange County Transportation Authority State Route 91 Advisory Committee meeting of June 4, 2004. Committee Member Miller was not present to vote. September 10, 2004 Page 1 of 5 FPI OCTA MINUTES State Route 91 Advisory Committee Meeting W 2. 91 Express Lanes Operating Contract Committee Member Winterbottom pulled this item for discussion and stated that this item went to the OCTA Transit Planning and Operations Committee meeting approximately a month ago. OCTA Directors Tim Keenan, Chuck Smith, as well as himself, voted to keep the contract with Cofiroute, due to their familiarity with the operations and years of experience. Staff addressed the question regarding the re -bidding process. A motion was made by Committee Member Winterbottom, seconded by Committee Member McCracken, and declared passed unanimously by the Committee Members present, to receive and file as an information item. Committee Member Miller was not present to vote. 3. 91 Express Lanes Monthly Status Reports A motion was made by Committee Member McCracken, seconded by Committee Member Buster, and declared passed unanimously by the Committee Members present, to receive and file the 91 Express Lanes Monthly Status Reports for the months of April 2004, May 2004, and June 2004. Committee Member Miller was not present to vote. Regular Calendar 4. Riverside Freeway (State Route 91) Eastbound Auxiliary Lane Chokepoint Project Update Kia Mortazavi, OCTA Director of Strategic Planning, presented an update and discussion followed: • Will the eastbound connector bottleneck from the State Route 241 to the State Route 91 be resolved? Staff responded it would improve. • OCTA and RCTC staff addressed concerns about the 2006 state funding and that other local funding sources could be reviewed. • OCTA staff had worked with Caltrans in the development of the project, to assure no duplication of efforts and that future improvements are not precluded. • The estimated cost of construction is $35 million. • The Committee will receive an answer by the next meeting regarding how long it will take to charge OCTA with the lead agency responsibility for the environmental work. • • September 10, 2004 Page 2 of 5 • • OCTA MINUTES State Route 91 Advisory Committee Meeting A motion was made by Committee Member Winterbottom, seconded by Committee Member Schiffner, and declared passed unanimously by the Committee Members present, to: A. Direct staff to continue to develop and advance the Riverside Freeway (State Route 91) Eastbound Auxiliary Lane Chokepoint Project. Direct staff to initiate discussions with the California Department of Transportation, Riverside County Transportation Commission, and the Foothill/Eastern Transportation Corridor Agency on a joint funding strategy. 5. 91 Express Lanes Revenue Commitments and Options Ellen Burton, General Manager of the 91 Express Lanes, presented the revenue commitments and options and discussion followed: • Clarification was provided on the factors that are involved to secure repayment of the subordinated debt and how it could change. • Vice Chairman Campbell stated that at his request, staff reviewed his concern regarding the automated cost of living adjustment policy for each year. • Excess revenues will not be in the near -term and repayment of the debt will be in 2014. A conservative approach is recommended. • Arthur T. Leahy, OCTA Chief Executive Officer, stated that the Commuter and Urban Rail Endowment Fund repayment would not be a driving factor for decision making within the next few years with the OCTA Board. A motion was made by Committee Member Buster, seconded by Committee Member Schiffner, and declared passed unanimously by the Committee Members present, to receive and file as an information item. 6. 91 Express Lanes 2004 Customer Satisfaction Survey Jose Solorio, OCTA Marketing Program Administrator, provided a brief update and introduced Barbara Foster, President, insights Worldwide Research, who presented the survey results and discussion followed: • Clarified that it was a telephone random selection. • Ninety-six percent of the individual customers paid their own toils, which is an important factor on how they answer the questions. • The customer received the message that the rates are required in order to keep the lanes free flowing. September 10, 2004 Page 3 of 5 OCTA MINUTES State Route 91 Advisory Committee Meeting II • The Committee requested a summary on the customers' work and residential locations. • Eric Haley, RCTC Executive Director, stated that one of the questions under the OCTA performance ratings suggested that Riverside County residents are not receiving the message regarding the overall transportation strategy. Ellen Burton, General Manager, stated that this could be an opportunity for marketing and outreach. • The Committee commented that it is a positive report. • Vice Chairman Campbell requested that the Committee be provided history of the interactions that have occurred with the 91 Express Lanes and compare the prior years. A motion was made by Committee Member Buster, seconded by Committee Member McCracken, and declared passed unanimously by the Committee Members present, to receive information for discussion and possible action as deemed appropriate by the Committee. Other Matters 7. Caltrans Reports on State Route 91 Projects Cindy Quon, District Director, Cattrans District 12, stated that the California Transportation Commission voted on two Minor A projects along the State Route 91 corridor. 8. General Managers' Report Ellen Burton, General Manager of the 91 Express Lanes, introduced and reported: • James Godsey, Macias Gini & Company, provided a brief update on the upcoming audit. • On September 29, 2004, OCTA will be hosting a State Route 91 legislation delegation luncheon at the Anaheim Hills Golf Course. Committee Member McCracken requested a list of the legislators attending the event. • The 91 Express Lanes summer edition newsletter was distributed to the Committee. • The dynamic pricing project is moving slower than anticipated, and an award of the contract award will happen next week.
