The Board of Public Works of the City of Richmond, Indiana, met
in Special Session in the office of said Board, Thursday, Oct. ,
2nd, 1919, at 3 P.M. Two of the members of said Board being pre-
sent Messrs. Gilbert, and Pelts the following proceedings were
had 'to-wit:-
The Board met with G. C. Herdrich, City Accountait, and took up I/
in detail the matter of an increase in rater rates by the Rich-
mond City Water Works .
No further business appearing the Board then adjourned.

(Special Session)
A special meeting of the Board of Public Works of Richmond,
Indiana, was held in the office of said Board on Friday, October
3d, 1919 , at four o' clock P.M. , the following members constitut-
ing a quorum were present: Messrs. Harry W. Gilbert, John E.
Pelts and T. C. ' Taylor.
Mr. Pelts presented the following resolution and moved its adop-
ti on; to-wit:
"WHEREAS, the Richmond Light, Heat & Power Company of' Rich-
mond, Indiana, has filed before the Public Service Commission of
' Indiana its petition, which is now pending, for an increase in
its present rates for natural gas now charged to its consumers
in said city, which petition prays a net increase of fifteen
cents over and above the present rate for each of the separate
and several steps in the present schedule of rates as heretofore
fixed by said Commission, And,
WHEREAS, in the month of September, 1919 , and prior to the
filing of said petition said company appraised said city of its
intention to file said petition, and requested the approval of
said proposed increase by said city subject to the review and
approval by said Public Service Commission, And,
WHEREAS, heretofore, to-wit, on the 19th day of September
1919, the Common Council of said City, at a special session there-

of called for that purpose, after due consideration of said proposed
increase of natural gas rates, adopted a motion that said proposed
increase be approved by said city, as appears on the record of min-
utes of said meeting, And,
WHEREAS, the Board of Public Works has given due consideration
to said proposed increase of rates, and has made due investigation
concerning the necessity therefor,
Now therefore be it resolved by the Board of Public Works of said
city that said proposed increase of natural gas rates are approved,
subject to the approval of the Public Service Commission of Indiana,
with the understanding that due proof and sworn testimony be sub-
mitted by said company at the hearing upon said petition before said
Commission to verify and substantiate the figures submitted by said
company to said Common Council and to the Board- of Public Works, up-
on which figures said action of council and this action of the Board
was respectively predicated, and that due proof be submitted by said
company to show that the rates charged by the Logan Gas & Fuel Com-
pany to said Light , Heat & Power Company have in fact been raised
from twenty-three cents to thirty-five cents per thousand cubic feet
of gas, and that said Commission be, and it is hereby, requested to
make any increase in the present schedule of natural gas rates charg
ed by the Richmond Light ; Heat & Power Company contingent upon the
production to said Public Service Commission of a contract between
said Richmond Light, Heat & Power Company and said Logan Gas & Fuel
Company duly and properly executed by each of said Companies, where-
by said Richmond Light, Heat & Power Company legally contracts to
pay said sum of thirty-five (351) Cents per one thousand cubic feet
of gas to said Logan Gas & Fuel Company, and that due proof of the
necessity. and good faith of said contract and the increase in price
of gas provided for thereby be submitted to said Commission under
oath.
