Sept. 18 , 1919. The Board of Public Works of the City of itiichmond, Indiana, met in regular . session in the office of said Board Thursday, September 18 , 1919 , at 9 A.K. All the members of the said. Board being present Messrs. Gilbert, Taylor, and Pelts the following proceedings were had to-wit : - The minutes of the previous meeting were read and approved. The Board meets to hear remonstrances if any of persons Primarily Assessed on account of the construction offthe cement roadway in al- ley between North 20th & 21st Streets from the 1st alley north of Main running east and west to North "C" St. under Improvement Reso. 567-1919 . No one appearing or remonstrating the Board approved the Final Assessment Roll confirming in all things the Original Assess- ment Roll as heretofore approved, and now direct the ss g to be transmitted forthwith to the department of finance. The Board approved and signed the Contract & Bond of Z. B. Pyle , contractor, under Improvement Resolution No. 571 - 1919. 360 Thursday , September 18, 1919 . - The Board approved and signed the Contract & Bond of Vinzent H. Juerling, contractor, for the reroofing of the Boiler Room of the M. E. L. & P. P. The Board meets to hear all persons interested or whose property - is affected by the improvement of North 23rd St. by constructing • a cement curb & gutter the standard width , and grading & gravel- ing the roadway from North "E" St. to North "F" St. under Improve- ment Resolution No. 572-1919. After hearing all persons interest- ed who appeared (no one appearing and no remonstrance having been filed) the Board decides that the benefits to property liable to be assessed for said improvement are equal to the cost of same as reported by the City Civil Engineer, less the portion the City will pay. The City agrees to pay the cost of the street & alley intersecti ons, and 10°A of the cost of the curb & gutter, and there upon take final action on said Resolution, the same being con- firmed without modification, and the Clerk instructed to adver- tise for bids. The Clerk presented a petition now before the Public Service Com.. of the State of Indiana, in the matter of the rates of the Rich- mond, Home Telephone Co. for continuation of rates established by Postmaster General. The Clerk presented the complaints from Council Monday; Sept. 15, which were referred to the Engineer, and Bldg. Inspector. The Board received the following petition to-wit: Richmond, Ind. ,Sept. 17th, 1919. To the Honorable Mayor, and Board of Public Works; _Feeling that an injustice has been done_t o one of our brother members of the Richmond Fire Fighters Association No. in manner and method used, in the discharge of Brother Jack Coyle , Captain of Hose Company No.3, we, the undersigned members of the Richmond Fire Department , do hereby urgently demand the immediate reinstatement of said Coyle , and that after his reinstatement that charges be filed before the proper authorities and further we demand that said Coyle be given a public hearing and if judg- ment is rendered against said Coyle after an impartial hearing before a Jury of his peers, we will agree to abide by such de- cision and judgement rendered, but if said decision and judgment is rendered in his favor, then he shall not be disturbed in his reinstatement or position at any time hereafter for like cause. I/ Mr. Peitz moved that the request of the Firemen petitioning for the reinstating of John Coyle on the Fire Dept. be not granted, as the action of the Board on Monday , September 15th was final . The Board received a petition for the passage of a resolution Thursday, September 18, -1919. 361 providing for the opening of South 5th Street from South "H" St. to South "I". The Board of Public Works of the City of Richmond , Indiana, met in regular session in the office of said Board Monday, September 22, 1919 , at 9 A.M. Ail the members of the said Board being present Messrs. Gilbert, Taylor, and Peitz the following proceedings were had to-wit :- The Board approved the Plat representing eight (8 ) Town Lots num- bered from 1 to 8 inclusive, laid out by Agnes M. King, in the S. E. (4) Section, Township 14 , Range 1 West , and known as Tract No. 581 Official Map of the City of Richmond. The streets and alleys shown on said plat have heretofore been dedicated to the City for public use. Mr. Miller , Fire Chief, reported to the Board the resignation of Earl Williams, and the appointment of Omar Miller, Frank Davis, & Daniel Clark. Mr. Peitz moved that the resignation be accepted, and the appointments approved. Seconded by Mr. Gilbert motion pre- vailed. The Board unanimously adopted Declaratory Resolution No. 129-1919 to open and extend South 5th St. from South "H" to South "I" more particularly described (Bee Resolution) . - The Board received an invitation from the Citizens Committee on -Program to attend a meeting at the High School Auditorium Monday, September 22nd at 7 :30 P.M. for the purpose of taking up the mat- ter of the discharge of John Coyle from the Fire Dept.. - On motion the letter was ordered placed on file. The Board instructed the Clerk to notify Mrs. Nellie Roush thru - her agent Miss Elizabeth Jones to have the house irIthe alley be-
