The Board of Public Works of the City of Richmond, Indiana, met in regular session at the office of the said Board Thursday, September 11, 1919, at 9 A.M. Two members of the said Board be- ing present Messrs. Gilbert, and Peltz, absent Mr. Taylor, the following proceedings were had,. to-wit :- The Clerk was instructed to notify the T. H. I. & E. Traction Co. to repair between their tracks at the corner of North 5th & "D" II Street , also to continue the repairing along their right-of-way on all brick streets. The Board of Public Works of the City of Richmond, Indiana, met in regular session in the office of said Board Monday, September 15th, 1919, ,at 9 A.M. All the members of the said Board being present Messrs. Gilbert, Taylor, and Peitz the following proceed- ' • tags were had to-wit :- The Board received the following communication: Honorable Mayor and Board of Public Works, Richmond, Indiana. Sept. 15, 1919. Gentlemen: The writer would recommend that the following transfer of moneys be made in the appropriations for the Light Plant. - 413,500.00 From Coal to Pay Roll Account 300,00 " Meters " Oil " 200.00 " - " " Repairs " 700.00 " Office Exp. to Repairs " 500.00 " Misc. to Transformers" I/ 700.00 " " " Sundry Equip" 300.00 " " " Repairs " I trust that you will recommend this transfer to Council , and would like to have this passed at their meeting on Monday, September 15th. Dillon Supt. 6 Monday, September 15, 191g. 357 The Board instructed the City Controller to draw up an Ordinance making the above transfer of moneys to be presented to Council Monday, September 15th. The Board received bids for the painting of the City Jail as fol- lows to-wit: - : James S. Logan bid 8224.00 i • Gib H. Scott " 252.00 Mr. Peitz moved that the bid of James S. Logan be accepted and the contract awarded him. Seconded by Mr. Taylor. Mr. Gilbert moved that the: Mayor and City Atty. be instructed to go to Indianapolis to take up the Budget before the State Tax Commissioners. Seconded by Mr. Taylor. On motion the Board instructed the Fire Chief, Mr. Miller, to notify John Coyle that his services are no longer needed. The Board granted A. W. Gregg permission to lay under private con- tract a 5' ft cement sidewalk infront of #265 E. Starr' s Add. on the south side of North "B" St. between North llth & 12th Sts. , all work to be done at the petitioner' s expense and in accordance with the Standard Specifications for such work subject to the approval and inspection of the City Civil Engineer. The Board received bids for the improvement of the 1st alley runn- ing east and west, north of South "E" St. between South 6th & 7th Sts. by constructing a sanitary sewer in said alley running from the S. 6th St. sewer in S. 6th St. east in alley to the alley run- ning north 'and south, under Improvement Resolution 571-1919. Z. B. Pyle' s bid: Sewer 12"inch Dia complete per linear foot : 3.44 House connections to lot line each per foot 3.06 Mr. Pyle' s bid being above the Engineer' s estimate appeared and agreed to lower his bid on a 12"inch sewer complet to $3.36 per linear foot the City Engineer' s estimate, and omitting the 6"inch house connections. Mr. Peitz moved that as Mr. Pyle agreed -, to come within the City Engineer' s estimate that he be awarded the contract. Seconded by Mr. Taylor motion prevailed. James P. Dillon, Supt. of the Light Plant, presented to the Board a schedule of wages showing the present rate, and the proposed rate for the employes of the City Light Plant as follows to-wit: - I - Present Rate Proposed eer Hr Per Mo Per Hr. Whereas John Coyle, a member, of the Fire Force of theCity of Rich- mond, was called before a meeting of �4h , P ar �� tt ' g }} ;is capacity as the Board of Public Safety , /gna eag.riStifiera�'ttat he is charged with certain misconduct as a' member .of said Fire Force, and that his removal on account of such misconduct is contem- plated by the Board, which charges are the following, to-wit: That he, the said John Coyle, is and has been guilty of con- ' duct as a member of said. Fire Force injurious to the public wel- fare , and is charged with a breach of discipline as such member of said Fire Force, in that he on numerous occasions over a con- siderable period of time and recently and very shortly prior to this date , both publicly -and privately and amop,g anc .to other members of said Fire Force criticised his superior officer in said department , viz: the Chief of the Fire Force of said City, and criticised arid questioned the qualifications and competency of said Chief and said Chief' s conduct and direction of said force Monday, September 15, 1919. 359 to the detriment of the discipline of said force and the individ- ual members thereof, and that he sought to incite and create dissat' isfaction among, and breaches of discipline by, other 'members of said Fire Force by reason of his conduct aforesaid, and that he criticised the Mayor of said City and the Board of Public Safety . of said City and the members thereof, and their conduct in refer- _ en ce to the management , direction and control of said department , all to the dear. i� Fnt of the public welfare and of the discipline of said forceren: � Fea statement of these charges the said John Coyle thereupon answered that he was guilty thereof as charged, and that he plead/guilty thereto.l� �i�herefore and upon the grounds and for the reasons aforesaid said Board of Public Safety, upon motion duly made and carried, hereby orders and directs that the said John Coyle be, and he is hereby and forthwith removed as a member of said ire Force of said City. The Board of Public 4"corks of the City of Richmond, Indiana, met in regular . session in the office of said Board- Thursday, September 18, 1919 , at 9 A.K. All the members of the said. Board being present Messrs. Gilbert , Taylor, and Pelt the following proceedings were had to-wit :- The minutes of the previous meeting were read and approved. The Board meets to hear remonstrances if any of persons Primarily Assessed on account of the construction offthe cement roadway in al- ley between North 20th & 21st Streets from the 1st alley north of Main running east and west to North "C" St. under Improvement Reso. 567-1919. No one appearing or remonstrating the Board approved the Final Assessment Roll confirming in all things the Original Assess- ment Roll as heretofore approved, and nor direct the Mil@ to be transmitted forthwith to the department of finance. The Board approved and signed the Contract & Bond of Z. B. Pyle , contractor, under Improvement Resolution No. 571 - 1919.
