Dement, G. Ansley, J. King, M. Latta, W. Sharp. OTHERS PRESENT: Village Administratpr - J. West, Village Clerk - V. Krnac, Village Attorney -- J. Harvey, Village Eng- ineer - G. Gordon, Resident Engineer - R. A1lshouse. Mayor Selfridge o~iened 'the meeting at 7:37 with the pledge to the flag. Ro11 call was taken, A11 Board Members were present. The agenda was approved with the addition of J. King's request for an Executive Sessicn on personnel. and assets. M. Latta requested to be heard in regards to water and Sewer. G. Ansley made a motion to approve the agenda with the above additions. Seconded by J. Dement. Vote by:~o11 call. Sharp made a motion to approve the invoices for payment with the addition fram J. King/Police Department for $105.00 to Multi-Regional Criminal ,justice Training and Education Project and $25.00 to Director of Insurance, State of Illinois, from the Police Pension Fund (,filing fee for annual .audit). Mayor Selfridge read a letter from Barbara Irwin (Plainfield Band Boosters) re- questing the Mayor proclaim June 12 Plainfield Musical Festival Day. with no ob- jections from the Board, Mayor Selfridge signed the Proclamation. Mayor Selfridge made two appointments omitted at the last meeting. Electrical Inspector - Don Schmitz Health Officer - James King J. Dement made a motion to acknowledge receipt of the T'reasurer's Report. Seconded by J. King. Vote by roll call. Lambert, aye; Dement, aye; Ansley, aye; King, aye; Latta, aye; Sharp, aye. 6 ayes, no nays. Motion declared carried. Mary Latta requested the Mayor appoint a committee to study the Liquor Ordinance. Mayor Selfridge stated D. Lambert is already on the committee... In addition, he appointed M. Latta and Mr. James Waldorf (Plainfield High School) to the committee. Mayor directed the Village Clerk to notify Mr. Waldorf of his appointment.. Attorney Tom Wilson addressed the Board in reference to his clients, Charles and Ann Hamilton. Mayor Selfridge stated that they were not on the agenda due to the Board not receiving the correct material - final plat (1'S copies) and a coder letter. Page two. line that possibly runs through his property, Mayor Selfridge stated the Hamilton case will be on the agenda June 6. J. King acknowledged receipt of donations to the Police Department; one she~.f with brackets and a cake, to be consumed by everyone at the close of the meeting, both from anonymous donors. Tom Deering donated a set of bucket seats for the 1978 Ford squad car. J. King made a motion to approve a grant application for the pfficer Friendly Pro- gram sponsered by Sears Roebuck Foundation. King stated the Village will provide cooperation and support for the Memorial .Day Parade, May 30, 1983. They will start at the Village Green and proceed to the Veteran's Memorial by 11:00 a.m, D. Lambert reported there was a meeting of all people involved in the security system and they are working on an agreement. The agreement should be submitted very shortly. J. Watson reported ESDA had one flooding call Friday, May 13, 1983, from the heavy rains. D. Lambert reported the Ambulance Service had 27 calls; average response time was one minute, 33,3 seconds. Payments have increased for services invoiced. W. Sharp reported he met with Rev. Lawley from the Methodist Church concerning the water run-off at the Church. They are considering installing a couple of dry sumps that will temporarily alleviate the problem. W. Sharp made a motion to hire William Blenck part-time in the Street Department at $4,00/hour. Sharp reported we have three (.3) bids for Spring Clean-Up: A-Way Disposal - $ 8p,00 Banner Disposal - $ 95.00 C & A Disposal - $100.00 W. Sharp made a motion to accept the proposal from A-Way Disposal of $80.00 per 20 cu. yd. dumpster for Spring Clean-Up. The dumpster is to be placed at the rear o£ the Village Hall, to be delivered on May 27, thru and including June 5, Pick up will be on a "on-call" basis. Seconded by M. Latta. Vote by roll call. Ansley introduced the representatives from three (.3) organizations requesting funds from our Revenue Sharing. - Delores Larson - Senior Services Center of Will County - $1,500.00 -- Nancy Nier - Joliet Wi11 County Action Group Meals on Wheels -~ 52,000.00 -.Debbie Gagliardo - Easter Seals - $800.00 G. Ansley stated the Board would take these requests into consideration and will return on one or two Board Meetings from now with the results. W. Sharp reported the sidewalk on Plaza Drive from the Shopping Center to Pratt Lane was damaged from ,pouring concrete when the weather was too cold and needed a cavering to protect the cement from winter. Davis Construction has put a vinyl covering on part of the sidewalk sections and W. Sharp stated they do not look too bad. After much discussion, G. Ansley suggested R. Allshouse, Resident Engi- neer, get together with Delta Construction (Wrho hired Davis Concrete Construction • Cp. as a sub-contractor to do the sidewalks on Plaza Drive) and the State Depart- ment of Transportation. Ansley stated -- Let them know we are not happy with the job and ask the State for their suggestions on this problem. W. Sharp reported the James Street project is proceeding satisfactorily. J. Harvey reported on Cable T.V. The Village may ask for 3~ annual gross revenue in the ordinance. The Village may ask.. for $500.00 to $1000.00 for application. Public Notice ~- We could advertise to the Cable T.V. companies that we are accept- ing applications. The FCG has no guidelines for this public notice, they have given most of the control to the municipalities. J. Dement reported Eastern Avenue is still flooded. He and H. Countryman were out to the lift station and the water is pouring in; therefore, we can not do anything with the problezti until it stops raining and the flooding subsides. The water hydrant on Center Street that was installed last year is ready for final grading, black dirt and grass seed. Sanitary sewer at the far end of E. Ottawa Street From Miles to Park is running very slowly and will have. to be routed out. J. Dement thanked Deuchler Assoc. for making it passible for he, H. Countryman and G. Gordon to go to the Waste Water Utility Financial Life Cycle Conference in Chicago, May 1.1 and 12. H:e stated that it was very informative. M. She feels they are very necessary in the winter, but questioned leaving them on year around. Mayor Selfridge suggested M. Latta contact the young man and Lt. Lantz contact the Fire Chief about removing the flags for the summer. w. Sharp reported the Development Committee, with the joint effort of the Village, Township and Commerce Association, is meeting to develope our brochure and the next meeting will be May 25. J. King made a motion to send the three new Board Members to the I1linois.Municipal League Conference at Rosemont, May 20 and 21st, cast .will be $75.OQ. per person for'. the conferena~. plus $..2Q pe.r mile.
