Robinson, D. Lambert, J. King. C. Smith and J. Dania were absent. OTHERS PRESENT: Village Administrator - J. West, Village Clerk - V. Krnac, village Attorney -- J. Harvey, Village Engi- neer - G. Gordon, Resident Engineer - R. Allshouse Mayor Selfridge opened the meeting at 7;30 with the pledge to the flag.. Roll call was taken. G. Smith and J. Dania were absent. The agenda was approved with A. Mauer"s building inspection request to be added - violation, no building permit for construction of a house on Lot 148 in the Whisper- ing Creek Subdivision. D. Lambert made a motion to approve the minutes of April. 4, 11, 18 and 20. Seconded by J. King.. Vote by roll call. Ansley, aye; Robinson, aye; Lambert, aye; King, aye. 4 ayes, no nays. Motion declared carried. Allan Mauer, Building Inspector, gave a report to the Board concerning a violation being made on Lot 148 in the Whispering Creek Subdivision. Owner of the property, Mr. George Large, applied far a building permit on Friday, April 22,.19$3. A. Mauer went out to the site on Saturday afternoon, April 23, 1983, to inspect the site be- fore approving the permit. A. Mauer found G. Large had already started; the hole was dug for the basement. G. Large did not put his address or phone number on the permit application and it was impossible to contact him. On Monday, A. Mauer denied issuing a permit on this property. Reasons for denial: 1. Lot 148 is one of the lots in Whispering Creek Subdivision designated not to issue building permits or Certificates of Occupancy - reference letter dated November 26, 1979 from Walter E. Deuchler Associates, Engineer David Heslinga. 2. Catch basin and tiling is to be installed on lot to handle surface water drainage. 3. Grade of home to be same as residence at 1823 Sunshine Circle, Lot 147. Setback of residence to conform with adjouring home. A. Mauer stated he needs direction from the Board. Do they want to handle each red dot lot (.lots of which the Engineer states permits are on hold) individually or all to- gether? Attorney J. Harvey stated - We cannot prevent people from buying these lots, we can only prevent them from building on them. Mayor Selfridge suggested a letter be sent to Bada reminding him of the punch list issued to him in 1979. D. Lambert made a motion to direct A. Mauer not to issue any building permits on un- developed lots in Whispering Creek Subdivision. Seconded by J. King. Vote by roll call. Ansley, aye; Robinson, aye; Lambert, aye; King, aye. 4 ayes, na nays. Motion declared carried. Mauer also reported on a building permit application applied for on the property at 904 Michigan Street. Hold on approval of application an this permit because the property was not subdivided through the Plan Commission. The new owners did not realize this problem. The owners were issued a violation far not getting a permit far electrical and plumbing work. Attorney Harvey stated in a B-2 district, of which this property is zoned,. the 8,500 sq. ft. minimum lot size does not apply. We were right in issuing a violation for not applying far a building permit. The Board dir- ected A. Mauer to get more information and report back at the next meeting. Pastor Lowley and xexb Bayer reported to the Board on the prablem at the Methodist Church of water run-off fram the alley.' The alley through the years has been ele- vated and therefare water has been running onto the church property and dampening the foundatian of the church. After some discussion, the Board directed J. West and R. Allshouse to look into the problem and make a report at the next meeting. G. Ansley reported to the Board two insurance bids were brought to the Board after careful consideration and mostly the rating of the companies. Both bids were from Time 2nsurance at $1,088.40 per month, Agent William Coughlin, William Coughlin Associates and Agent Dean Cass, Baldwin-Rousseau Insurance. G. Ansley questioned both agents - Wha will process the claims, will they be sent to your agency or dir- ectly to Time Insurance? Agent Coughlin stated - They will be sent directly to Time Insurance. Agent Cass stated -- They would be sent to his agency. Z G. Ansley made a motion to accept Time Insurance with Baldwin-Rousseau Insurance. Secanded by D. Lambert. Vote by roll call. Ansley, aye; Robinson, aye; Lambert, aye; King, aye. 4 ayes, na nays. Motion declared carried. Mayor Selfridge presented Lorin: Robinson with a plaque for his many years of dedi- cated service with the Village Board from 1975 to 1983. Lorin Robinson thanked the Village Berard and the Village Employees and he has enjoyed working with them. Lorin Robinson also stated he was very disappointed the referendum did not pass because he feels there is a strong need far it Mayor Selfridge gave the Oath of Office to the Village Clerk, Vera Krnac, for an un- expired two (2) year term. Village Clerk, Vera Krnac, gave the Oath of Office to the three new Trustees, Walter Allen Sharp, Jr., Mary T. Latta, and Jeffrey A. Dement; cell four (4) year terms, Mayor Selfridge announced - We are very sorry Charles Smith and Joseph Janice were unable to be here tonight becaase we have a plaque far Charlie and a certificate for Joe. They have bath worked hard and will be truly missed. John Watson presented a plaque to Lorin Robinson for his dedicated service to ESDA and a resolution as a lifetime member of Plainfield Emergency Services and Disaster Agency. Those who will be re- sponsible for seeing that this comes about will be James King and Darlene Lambert. ESDA Director - John Watson Plan Commission: Richard. Mayor Selfridge called on the new Board Members. Walter Sharp addressed the Board and audience - It wi11 be a pleasure to work with the Board and all employees. Mary Latta - T am happy to be on the Board and I am sure everyone will work well to- gether. ,7effrey Dement - We as a Board are responsibile to the people. I have a lot to learn, but I will do my very best to the people and the Board. Mayor Selfridge welcomed the new Board Members.
