Meeting resumed at 7;30 p.m. Roll call was taken. C. Smith was absent.
The agenda was approved with L. Robinson's request tc add Emergency Services.
Mayor Selfridge announced at the end of opening of the bids, he would appoint the
Village Administrator J, West and Financial Officer G. Ansley to review the bids and
present their findings at the Board Meeting of May 2, 1983,

G. Ansley made a motion to receive the bids as presented. Seconded by L. Robinson.

5 ayes, no nays. Motion declared carried.
Mayor Selfridge read a letter from Joliet Urbanized Council of Mayors for their
budget of 1983 - 1984 requesting the Village to inform the City of Joliet of their
commitment to contribute up to $660.00 maximum payable in July, 1984, by May 6, 1983.
G. Ansley made a motion to send a letter of approval ~ for $660. 0 to Joliet
Area Urbanized Council of Mayors. Seconded by L. Robinson. Ansley, aye; King, aye;
Robinson, aye; Lambert, aye; King, aye. Motion declared carried.
Mayor Selfridge read a letter the :Village is sending to Puppet Productions for a past
due invoice the 'Village owes this company from the Officer Friendly Program.
J. King made a motion to approve the letter and payment of invoice #0015606 in the
amount of $787.50 to Puppet Productions. Seconded by D. Lambert. Vote by .roll call.

L. Robinson made a motion for payment of an invoice from Walker Process Company in the
amount of $581.90, invoice dated October 26, 1982 that was never received by the
Village. Seconded by G. Ansley. Vote by roll call. Ansley, aye; King, aye; Robinson,
aye; Lambert, aye; Jania, aye. 5 ayes, no nays. Motion declared carried.
J. King made a motion to approve Dwayne Wilkerson as an Auxiliary Police Officer as of
immediately and he will be on a two week training period. Seconded by G. Ansley.

J. King read a letter addressed to the Village Board from the Plainfield Police
Lieutenant Melvin J, Lantz stating he has made the decision not to apply for the posi-
tan pf Police Chief. He stated - With the added stress of this position, it could
hamper my full recovery of my health after surgery. Lt. Lantz will continue to work
with. the Village Board in this interim period. This will allow the Village Board to
seek the best applicant for this position. Lt. Lantz stated -After your selection of
Chief of Police, T will work with the new Chief and support him and the Board's deci-

R. Allshouse, Resident Engineer, reported on the meeting he and Gene Gordon, Village
Engineer, had with TDOT requesting approval of change in James Street plans on
Tuesday, April 19, 1983, On Wednesday, April 20, 1983, IDOT called R. Allshouse and
give the Village a verbal approval for change in plans, that is raising of the street
grade. This will allow over 4' of cover over the mains. One cut was made and retapped
lower, it now has 4' cover. We are ahead of schedule on this project.
L, Robinson gave a report on the inflow problems on Eastern Avenue. Three quotes were
acquired for inspection and cleaning.

H. Countryman will check with the company for grouting leaks for the next meeting.
L. Robinson made a motion to approve National Power Rodding to do televising of
Eastern Avenue, from the railroad tracks to Main Street, and Lockport Street,. from
Eastern Avenue. to Bartlett Avenue, at a cost of $1,950.00; with an option to con-
sider, if there are leaks, the cost of grouting joints. Seconded by G, Ansley. Vote
by roll call. Ansley, aye; King, aye; Robinson, aye; Lambert, aye; Jania, aye. 5
ayes, no nays. Motion declared carried.
L. Robinson read a Certificate of Commendation from the Illinois Environmental Pro-
tectcan Agency for Plainfield in recognition of our contribution of protecting public
health in 1982 by providing safe drinking water in the Village.
L. Robinson made a motion to send H. Countryman and .someone from the Board to the
Municipal Water Waste Utility Financial Life Cycle Conference on. May 11 and 12, 1983
at the Bismark Hotel in Chicago. Advance charge fee is $30.00 per person, to be paid
by Walter E. Deuchler Associates. Seconded by G. Ansley. Vote by roll call. Ansley,
aye; King, aye; Robinson, aye; Lambert, aye; Jania, aye. 5 ayes, no nays. Motion de-
clared carried.
L. Robinson made a motion to accept the proposal from Hintze Bros. of $210.00 to re-
place the 4" gate valve dressier coupling with us supplying the valve. Seconded by
D. Lambert. Vote by roll call. Ansley, aye; King, aye; Robinson, aye; Lambert, aye;
Jania, aye. 5 ayes, no nays. Motion declared carried.
L. Robinson read a letter from .the Engineers about installing a valve at the pumping
station or a drop box. J. Jania suggested we get some cost figures. Mayor Selfridge
suggested J. West get these figures.
IKayor Selfridge. read a letter from IDOT in reference to Illinois Route 126 utilities
(between Arnold and -the By-Pass). Attached to this .letter were final plans for
approval. J. West noted we need the Engineers to approve these plans and suggested it
should not take more than one hour of labor.
L. Robinson made a motion to send the Route 126 utility plans to Gene Gordon for'
approval with the stipulation only one hour of labor be used. Seconded by G. Ansley.
Vote by roil call. Ansley, aye; King, aye; Robinson, aye; Lambert, aye; Jania, aye.
5 ayes, no nays. Motion declared carried.
L. Robinson read a notification from the EPA - we must continue to use chlorine in our
drinking water.

D. Lambert suggested, with a committee of J. King, D. Lambert, J. Wilkerson (Dunlap),
J. Watson, Lt. Lantz and J. West, to review the D & T Contract and also other com-
panies for our security system.
L. Robinson reported the members of the Cable TV Committee are George Austin, Richard
Fazio,. Thomas Hurley, Charles Smith, Lorin Robinson and John Donahue. C. Smith and
L. Robinson are going off the Board and the Mayor will have to appoint two Board Mem-
bers to the Committee.
L. Robinson acknowledged receipt of the report from the Plan Commission on the relo-
cation of the Post Office. Seconded by G. Ansley, Vote by roll call. Ansley, aye;
King, aye; Robinson, aye; T.~ambert, aye; Jania, aye. 5 ayes, no nays. Motion declared
carried.
G. Ansley made a motion to direct Mayor Selfridge to meet with the Library President,
Post Office Committee and Plan Commission (Ann Hintze). Seconded by J. Jania. Vote
by roll call. Ansley, aye; King, aye; Robinson, aye; Lambert, aye; Jania, aye. 5
ayes, no nays. Motion declared carried.
L. Robinson reported Emergency Services Station V - furnace working in the building,
a.ll the. labor was donated by volunteers from ESDA«
