PLATNFIELD VILLAGE BOARD OF TRUSTEES
Regular Meeting
DATE: April 18, .1.983
AT: Village Hall
MEMBERS OF' THE BOARD PRESENT: Mayor Selfridge, G. Ansley, J. King, L. Robinson,
D. Lambert, J. Jania. C. Smith was absent.
OTHERS PRESENT: Village Administrator - J. West, Village Clerk - V.
Krnac, Village Attorney - J. Harvey, Village Engineer -
G. Gordon, Resident Engineer - R. Allshouse, J. Donahue
Mayor Selfridge opened the meeting at 7:35 p.m. with .the pledge to the flag. Roll call
was taken. C. Smith was absent.
The Board approved the agenda with the request from D. Lambert for an Executive Session
on personnel not to reconvene.
Mayor Selfridge announced this meeting wi11 be continued on Monday, April 25, 1983 for
health insurance bids for Village employees and any other business...
G. Ansley made a motion to .approve the invoices for payment. Seconded by L. Robinson.
Vote by roll call. Ansley,. aye; King, aye; Robinson, aye; Lambert, aye; Jania, aye.
5 ayes, no nays. Motion declared carried.
Nta.yor Selfridge announced that we will canvass the votes for the Village Election
that was held on April 12, 1983. The election was for the purpose of electing a
Village Clerk to complete the unexpired term of two (2) years, and three (3) Trustees,
each of whom is to serve a term of four (-4) years. Also at this election, a question
to the voters - referendum - Sha11 bonds in the amount of $1,875,000 be issued for
the improvement of the sewer system? By State Statutes, the Canvassing Board consists
of the Mayor, Village Clerk and one Trustee. Mayor Selfridge appointed G. Ansley to
the Canvassing Board.

It is hereby found, determined, declared and proclaimed that a majority of all the
votes cast on said question were not cast in favor of said question and that the
~7illage has not been authorized to issue .said $1,875,000 Sewer Bonds.

Mayor Selfridge made a motion that said resolution be adopted. Seconded by Trustee
Ansley. Vote by roll call. Mayor Selfridge, aye; Trustee Ansley, aye; Village
Clerk Krnac, aye: 3 ayes, no nays. Mohan declared carried.

Therefore, the Canvassing Board declares Jeffery A. Oement, Walter A. Sharp, Jr. and
;Mary T. Latta were elected as Trustees of the Village of Plainfield for a term of
four (4) years.
Vera Krnac was to be elected as village Clerk of the Village of Plainfield for the
remainder of the unexpired term of Village Clerk.
Mayor Selfridge made a motion to declare this the results of the election.. Seconded
by Trustee. Ansley. Vote by roll call. Mayor Selfridge, aye; Trustee Ansley. aye;
Village Clerk Krnac, aye. 3 ayes, no nays. Motion declared carried. L. Robinson
made a motion to certify the results of the Canvassing Board. Seconded by D. Lambert.
Vpte by roll call. Ansley, aye; King, aye; Robinson, aye; Lambert, aye; Jania, aye.
5 ayes, na nays. Motion declared carried.
Mayor Selfridge proclaimed Poppy Day, May 19 ,20 and 21.
Mayor Selfridge read a letter from Will County Economic Affairs Commission requesting
the Mayor to sign a contract for the $2,000.00 Fund Grant; monies from the will
County Revenue Sharing and must be used by November 1, 1983
G. Ansley made a motion to approve the Mayor to sign this contract. Seconded by J.
King. Ansley, aye; King, aye; Robinson, aye; Lambert, aye; Jania, aye. 5 ayes, no
nays. Motion declared carried.
G. Ansley made a motion to acknowledge receipt of the Treasurer's Report. Seconded
by J. Dania. Vote by roll call. Ansley, aye; King, aye; Robinson, aye; Lambert, aye;
,7ania, aye. 5 ayes, no nays. Motion declared carried.

Mayor Selfridge introduced Gene Gordon, Village Engineer, to give a report on the.
problems that have developed with the James Street Project. G. Gox'don stated the
problem occurs where the water main is less then ~' below the ground. We could
have problems with the water main freezing being that close to the surface. Instead
of lowering the water main,' we could change the grade of the street and that would
give the water main enough cover when the street is complete. This change would
save approximately $2,700.00 by changing the grade of the street. There was much
discussion concerning' the lateral service lines that are tapped into the main.
J, Jania made a motion to accept the Engineer's change in plans on James Street. In
addition, check. three locations an James Street and take action to protect them; if
a problem then occurs, retap and insulate. Seconded by L. Robinson., Vote by roll
call. Ansley, aye; King, aye; Robinson,. aye; Lambert, aye; Jania, aye. 5 ayes, no
nays. Motion declared carried.
G. Gordan announced EPA is having a seminar at. Bismark Hotel in Chicago on May ll and
12 to explain the latest policies an capi-tal planning, user charge systems and util-
ity financial management. This would be very beneficial to the Village for some one
from the Village to attend. It has a $30.00 registration fee. Deuchler's Associates
are sending one of their Engineers and they would be happy to pay the x'egistration
fe.e for someone from the Village to attend, After some discussion, G. Ansley stated
J. West could check his schedule and if it is possible he will go. The decision will
be made at the next Berard Meeting,
G. Ansley made a motion to direct the Mayor to sign the letter to IDOT for the changes
in the plans on James Street. G. Gordon and. R, A1lshouse will take this letter to
ZDOT for approval tomorrow, April 19, 1983.. Seconded by L. Robinson. Vote by roll
call. Ansley, aye; King, aye; Robinson, aye; Lambert, aye; Jania, aye, 5 ayes, no
nays. Motion declared carried.
L. Robinson reported from the Plan Commission. Lakeside Manor, Unit III - due to all
the problems that have been created in Pheasant Chase, L, Robinson feels Lakeside
Manor III should revise their plans in accordance with Ordinance #988, our Subdivision
Control Ordinance. The plans they have now do not comply with 8 sections of that
Ordinance,
G, Ansley made a motion that Lakeside Manor's Preliminary Plat is out-dated. L.
Robinson should return to the Plan Commission and they should use Ordinance #988 for
their recommendations. Seconded by J. Jania. Vote by roll call. Ansley,, aye; King,
aye; Robinson, aye; Lambert, aye; Jania, aye. 5 ayes, no nays. Motion declared
carried,
John Donahue, Water & Sewer Department employee, informed the Hoard that we have had
some problems on Eastern Avenue with our sewer system, we believe this has been
caused by clogged tiles in the area, He suggested the Village hire a company to clean
the lines on Lockport Street from Eastern Avenue to Bartlett Avenue and on Eastern
Avenue from the lift station south to Lockport Street. Also, televising the lines
would help to find the problem at an estimated cost of $4,000.00. The Board told J.
Donahue to check into better figures and bring to the next Board Meeting.

Ralph Bada brought in plans far a new apartment building on Penn Road. The Board
referred him to the Plan Commission for their recommendation.
D. Lambert made a motion to pass Ordinance #1047 establishing the inauguration date
for newly elected officers of the Village of Plainfield to be May 2, 1983, Seconded
by L. Robinson, vote by roll call. Ansley, aye; King, aye; Robinson, aye; Lambert,
aye; ,Tama, aye. 5 ayes, no nays. Motion declared carried,
D. Lambert made a motion to authorize .7. West to secure a written service agreement
with D 6 T Electronics for our security monitoring system. Seconded by L. Robinson.
Vote by roll call. Ansley, aye; King, aye; Robinson, aye; Lambert, aye; Jania, aye.
Motion declared carried.
J. King reported he would like to acknowledge receipt of a check to Plainfield Aux-
iliary Police on April S, 1983 for $20.00. This was a donation from Butch Highley
for the super job the Police Department did checking their home while the Highleys
were on vacation.
J. King made a motion the Board give him the authority to hire two part-time indivi-
duals for the Police Department at $6.63 per hour. This is necessary due to two
officers on sick leave. Seconded by L. Robinson, Vote by roll call. Ansley, aye;
King, aye; Robinson, aye; Lambert, aye; ,Tapia, aye. 5 apes., no nays. Motion de-
clared carried.
L. Robinson made a motion to grant the request from Les Quinn to remove and replace
a tree in front of his home on Division Street at no cost to the Village. Seconded
by G. Ansley. Vote by roll call. Ansley, aye; Icing, aye; Robinson, aye; Lambert,
aye; Jania, aye. 5 ayes, no nays. Motion declared carried.
G. Ansley reguested each department compile a tentative budget for the coming fiscal
year.
Meeting adjourned at 9:15 to continue on Monday, April 25, 1983 at 7:30 p.m.
