Ansley, L. Robinson, D. Lambert OTHERS PRESENT: Village Administrator-J. West, Village Clerk-V. Krnac, Resident Engineer-R. A1lshouse Tn the absence of the President, V. Krnac, Village Clerk, called the meeting to order at 7:30 p.m, with the pledge to the flag. L. Robinson made a motion to appoint G. Ansley President Pro-tem. Seconded by D. Lambert. Vote by roll call. Dania, aye; Smith, aye; King, aye; Ansley, pass; Robinson, aye; Lambert, aye. 5 ayes, 1 pass. Motion declared carried. Roll call was taken. President Selfridge was absent. The Board approved the agenda as written with the addition of an Executive Session on personnel and assets. G. Ansley announced, at the request of Mayor Selfridge, that this meeting will ad- . journ to an Executive Session and continue on April 11, 1983 at 7:30. J. Jania made a motion to approve the minutes of March 7 and March 21 as written. Seconded by D. Lambert. Vote by roll call. Ansley introduced Nancy Nair, a representative for the program "Meals on Wheels" for Senior Citizens 60 years or older. It will provide a well-balanced hot meal. This program will require volunteers. There is no required charge, people are asked to contribute what they can. They are asking for funds from the Village to support this project. J. King told the Board that he has attended some of their steering committee meetings and there is a need for this in our community. G. Ansley stated, if there is no objections from the Board, the Revenue Sharing Public Hearing will be set for May 16 at 7:30 p.m. Anyone interested can apply for funds. Notice of Hearing will be published. J. West reported, after contacting IDOT concerning the maintenance and provision of energy on the street lights foi the 126 improvements, the State will pay 100 of the maintenance and the Village will pay 100 of the energy costs. The Mayor has signed and has forwarded the agreement to IDOT. No schedule set for them to start. L. Robinson made a motion the Board table the zoning case on Lakeside Manor for fur- ther review;- too many problems in Lakeside Manor T & II. Seconded by J. Jania. Vote by roll call. Robinson made a motion to acknowledge receipt of the Plan Commission Report on Zoning Gas.e #2522C. Seconded by D. Lambert. Vote by roll call. Robinsan made a oration to support the Plan Commission's recommendation not to abject to set-back variance for the property at Lily Cache Road and Route 30, east of Hamilton Chev. for an office building, Case #252X. Lambert asked Chief Buehl for a report on the ordinance violation issued to D.E. Bennett Construction.. Chief Bueh1 responded - A notice of violation was delivered to D.E. Bennett on Tuesday (March 22, 1983) for the property at the southwest corner of Lockport and ,lames Street. To date., all equipment has been removed except some small items. D. Lambert questioned - Are you sure Mr. Bennett owns the property? Chief Buehl --Cale served notice on the owner of the equipment. D. Lambert questioned Chief Buehl on the complaint from Mr. Longnecker of the nox- ious odor from burning in the a~'ea east of Eastern Avenue and north of the railroad tracks. Chief Buehl stated - There was no known burn piles found,. we walked the en- tire area. There is an open foundation and it could be dangerous to a small, child. G. Ansley .stated - We can check with the attorney about what can be done with the open foundation. . R. Allshouse reported the James Street Project started today. L. Robinson stated all Board Members received a copy of the Annual Report of the Water/Calastewater Department, compiled by Harry Countryman and John Donahue. This xe- port pertains to the operation of the water system and the wastewater treatment. Also, each Board Member received a copy of the Step T Facility Plan from our engineer who has talked to Illinois EPA with an October 1984 date to obtain the 75~ funding. If we apply for Step II & III grants, we would not have to complete Step I by 1984 to get the 75~ grant, L. Robinson informed the Board Judy Watson completed Phase IT Emergency Management Class.. Also, the valve that was installed in the basement a few weeks ago worked. After the heavy rains over the weekend, the basement is dry. There was much discussion about the water on Route 59 under the railroad bridge due to the heavy rains over the weekend. L. Robinson complained - No barricades were set up to keep traffic from going through. C. Smith explained - we have no business placing barricades on State highways. A. Baish, Street Department, stated he has tried to barricade Route 59, but cars and trucks go right through and brake our barricades. J. King made a motion to send a letter to TDO'T requesting cooperation an the water problem under the railroad bridge on Route 59. Seconded by C. Smith. Vote by roll call. King made a motion to pay Baldwin & Co. $2,095.00 for Employees' Liability Insur- ance. Seconded by L. Robinson. Vote by roll call. Smith made a motion to publish the Revenue Sharing Public Hearing for May 16, 1983 in the Enterprise April 13, 1983. Seconded by J. Dania, Vote by roll call. West notified the Board we need to spell out in our Policy Manual the procedure for time off with work related injuries. He recommended these injuries be covered only by Workmen's Compensation, and let the rules of workmen's Compensation Insurance be our guidelines. J. King made a motion that we use. the State guidelines pertaining to Workmen's Com- pensation and amend our current Handbook with this addition.. Seconded by D. Lambert. Vote by roll call. Dania read a Proclamation from the State of Illinois proclaiming Emergency Medical Services Week for the State of Illinois to be April 10 through April 16. G. Ansley made a motion to accept the resignation of Craig Schultz as dispatcher and approve authorization to fill this position. Seconded by L. Robinson. Vote by roll call. A resident in the audience inquired - Will the Village provide dumpsters at the rear of the Village Hall for Spring Clean-up? G. Ansley stated we will have dumpsters at the rear of the Village Ha11 sometime in May and it will be published in the Enter- prise.
