(Special Session. ) The Board of Public Works of the City of Richmond, Indiana, met in _ Special Session in the office of said Board, ? ednesday, July 30th, 1919 , at 2 P.M. All the members of the said Board being present Messrs. Gilbert, Taylor, and Peltz, the following proceedings were had to-wit : I/ _ Pursuant to a call the Board met and accepted the resignation of John B. Sittloh as Street Commissioner to take effect August 1st , 1919 . Mr. Peitz moved that Albert Schneider be appointed to succeed John B. Sittloh as Street Commissioner. Office of the Board of Public Works, City of Richmond, Indiana, Thursday, July 31, 1919. The Board of Public Works of the City of Richmond , Indiana, met in regular session in the office of said Board Thursday, July 31, 1919 at 9 A.M. All members of the said Board being present Messrs. Gilbert, Taylor, and Peltz , the following proceedings were had to- wit .- The Board instructed the Bldg. Inspector to take up with the Fire ^Chief and inspect the apartment building at the corner of North 16th & "C" Street , and then report back to the Board. The Board instructed the Engineer to prepare proper Building,and Plumbing Code for the City of Richmond. I/ A representative of the Central Union Telegraph Co. appeared before the Board in regard to the sale of the surplus poles that they have in the City to the Li ht Plant . The Board decided to take this un- der immediate consideration. Mr. Perry Williams appeared before the Board requesting that South- west 6th Street from National Woad to South "A" St. be vacated as a street and made into a 20 ft. alley. Referred to the City Engineer. - The Board recei Yod a petition for-a Sanitary Sewer in the 1st alley north of South "E" St. running from the South 6th St. sewer tb the 342 Thursday, July 31st , -1919 . alley between South 6th &. 7th Streets running north and south sign- ed by Fred & Ora Schroeder, and two others. Referred to the City Engineer for plans. The Board received a petition signed by Mrs. Elizabeth Geier ask- ing for permission to connect ,under private contract , to the sewer in South "h" St. now being constructed infront of Lot #1 E. G. - Vaughn' s Addition, at the South-east corner of South "E"_& 5th St. , all work to be done at the petitioner' s expense, and in accorda .ce with the standard specifi cat ions for such work subject to the in- spection of and approval of the City Engineer. Mr. Peltz moved that the permission be granted on a deposit of Twenty--five 025.00) I/ Dollars. Seconded by Mr. Taylor so ordered. Complying with the request of the Board of Works A.. H. Rodefeld filed with the Board terms and conditions upon which he will 'sell to the City his property at 96 West Main St. Taken under consider- ation. The Board instructed the Clerk to notify Herbert 0. Garrett of 2200 North "F" St. to have the poplar tree infront of lot at South 6th & ';B" Streets removed. The Board granted the West Side Friends Church permission to hold their picnic in the West 7th St. Park. Mr. Feltz moved that the City Atty . be instructed to prepare an ordinance to present to the Common Council for-an-appropriation not to exceed Twelve Hundred ( 0200.00) Dollars for Tarvia for the Street Department. The Board meets to hear all 'pers; ns interested or whose property is affected by the vacation of the second alley south of Main St . on the west side of South 7th St. between Main and South "A" St. running from South 7th St. west to the first alley running north & south between South 6th & 7th Sts. as provided for under Declaratory Resolution 123-1919. No one appearing and no remonstrance having been filed the Board now takes final action on said Resolution the same being confirmed without modification, and the Board orderes that the roll be prepared of all owners or holders of property, and all valuable interests therein sought to be taken or to be in- juriously affected which list or roll shall also describe the pro- perty beneficially affected . The Board fixed a price to be assess- ed as benefits to be Three ( n3.00) Dollars per front foot on South 7th. St. The Board meets to hear all persons interested or whose property is affected by the improveme t of South 4th St. , and' Pt . Wayne Avenue - by paving the roadway with one of the following kinds of modern City pavements to-wit :- Asphalt, Brick, Concrete, or Creosoted- Wood-Block together with the necessary curb and gutter where not already provided with a standard pavement and curb in good condition also cement sidewalk on both sides of said street except where good cemeat sidewalk is already laid in good condition as provided for by Improvement Resolution 569-1919. After hearing all persons in- terested who appeared and a remonstrance having been filed signed by a majority of residence property owners against said improvement Thursday, .July 31, 1919. 343 the Board after careful consideration, and being properly in-- formed in regard to this improvement decides that the benefits to property liable to be assessed for said improvement are equal to the estimated cost of same as reported by the City Civil Eng. less the sum the City will pay toward said improvement. The City agrees to pay the cost of Street and Alley Intersections, 10% of the cost of the Curb & Gutter, and a such sum in addition there- to as will amount to the sum of Fifty-five. Hundred ( 5500.00) 11 Dollars. The Board thereupon takes final action upon said Reso . as originally adopted the same being confirmed without modifica- tion. The majority of residence property, owners remonstrating against said improvement the Board can proceed no further in the matter of said improvement unless authorized by Ordinance passed by a 2/3 Vote of. the Common Council and approved by the Mayor. Mr. Peitz • then moved the said improvement be referred to the Common Council in the form of an Ordinance for their consideration. Second- ed by Mr. Taylor so ordered. The question then *being upon the adopt- ion of the motion of Mr. Peitz, Messrs. Gilbert, Taylor, and Peitz voting aye the motion of Mr. Peitz was declared adopted. • The Board then adjourned. Gilbert , Taylor, and Peitz, the following proceedings were had to- wit :- The Board received the following communications: 11 To the Board of Public Works, 8/4/19/ of the City of Richmond, Ind. Gentlemen: • I desire to withdraw my verbal petition to declare South-west Sixth St. , from South-west. "A" to National Ave. vacated as a street and declared a twenty foot alley as that would jeopardise the chance; of getting a much needed Piro plug at South-west i4A" and South-west Sixth Sts.
